My wife and I have lived on the four acre tract at the end of Rolling Lane for 21 years. We raised 3 children in this home all of which spent 13 years in the CISD. We board horses on the property and we believe the culture and lifestyle in the Shady Lane neighborhood can only be described with words like "special ", "unique ", "peaceful" and "rural ". We continue to enhance our property and it is our intention to live in this home for another 25 years. Based on precedent setting, we would be one of the landowners that could potentially benefit financially from re- zoning from low density to high density. The area in question borders our four acres on the south side. We have in fact been approached by more than one developer over the years. However, we believe the original zoning going back to the 60s was ideal, and largely responsible for creating this unique area of Southlake. It is equally appropriate today, as it was in the 70s, 80s, 90 and 00's. It is our belief that zoning should not be changed without a material reason to do so, and we cannot imagine a compelling reason. Profit taking by a few landowners and developers is not a valid reason. We are adamantly against any rezoning from the current one acre per home. The rural nature of this unique area should be preserved at all costs in our opinion. We urge you to look at this issue from the perspective of the Southlake residents that have made Shady Lane neighborhood special. Thank you for your consideration. As a ten year resident of Southlake, and a home owner who has owned separate residents in both medium density and low density areas, I can attest that medium density zoning has its place in our community, but not in the area that surrounds the proposed Remington Estates. I moved to my current residence of 2800 Rainforest Ct specifically to enjoy the character of a neighbor that the Abstract section of the North Sector Plan of the 2030 Comprehensive Master Plan best describes as follows: The sector has a distinctive rural character due to the large lot residential development pattern and the heavy concentration of natural landscape. As such, the primary objectives for planning in the north sector are the preservation and enhancement of the existing rural character and the preservation of natural areas. The North Sector Plan further addresses the unique characteristics and challenges of the north side and provides specific planning recommendations in regard to land use, mobility, environmental resources, as well as parks, recreation and open space. Driving around our neighborhood in the northeast corner of the defined Northern Sector, you first notice the canopy of trees that line the streets, and next the overall variety of homes in the neighborhood. Some were built in the mid -80's as part of the early development of Southlake and others are newly built within the last few years. But they all have a single defining and consistent characteristic, that being 1 acre or larger lots. The Remington Estates proposal presented to you today, does not mesh with the neighborhood's defining characteristic, nor does it meet with the stated principles presented in the latest version of the Southlake Master Plan. In opposing Remington Estates, I do not take the position that the land cannot be developed, nor do I begrudge the current owners their right to do so. What I ask for is that they respect the rules that rest of neighborhood has had to follow, and what is one characteristic that drew many of us to the neighborhood in the first place. Finally, I would ask that the Council respect what is already stated as a primary objective in the Master Plan. Clearly, allowing for smaller lots does not preserve or enhance the unique characteristics of our neighborhood. Approving medium density in an area already designated as low density requires you to go against your own plan the principles behind it. I think the citizens of Southlake are closely following this issue of low density vs. a developer's profit margin and the vast majority support protecting our unique character over the profits of developers, who in most cases don't even reside in our community. I have reviewed the plans for the referenced two cases. I found what the applicant has requested as to lot size is appropriate for the area. I fail to see how this project could detrimentally affect the homeowners in the area. Obviously, the tax revenue generated by this project will beneficially impact Southlake and its residents.
