Kosse Maykus 395 Hwy 114 #400, Southlake came forward with a separate
presentation and a brief history of the property.
Vice Chairman Parrish opened the public hearing.
Christ Wilkinson, 2054 N Kimball Avenue came forward with a presentation in
opposition.
Martin and Jane Prinz, 1780 N Kimball Avenue came forward and spoke in opposition.
Richard Halley, 1820 N Kimball Avenue came forward with a presentation in opposition.
Lester Strait, 1900 N Kimball came forward and spoke in opposition.
Items of concern: drainage, lot size, tree preservation, privacy, land use plan, and green
space.
Dee Ekstrom, 3400 Fox Fire Lane came forward and spoke in support.
Mike Neustadt, 1860 N Kimball Avenue came forward and spoke in support.
Items mentioned in support: sewer availability, land use plan fits, and good use of
property.
Kosse Maykus came forward and addressed all issues and concerns.
Vice Chairman Parrish closed the public hearing.
Commissioner Kubiak asked staff to address drainage.
Steve Anderson, Civil Engineer came forward to discuss the drainage and the flood
plain.
Commissioner Springer asked about the culvert.
Mr. Anderson stated that it was a 24" culvert and showed the flow of drainage.

Vice Chairman Parrish asked about the calculation regarding net dwelling per units per
acre.
Dennis Killough explained net density and it is calculated.
Commissioner Kubiak asked the City Attorney to explain the historical plan and how the
property is platted.
Steve Wood, City Attorney explained the platting history of the property and the rights
involved regarding the easements.
Commissioner Kubiak asked about the land use.
Dennis Killough gave the land use for the property and when it was designated.
Vice Chairman Parrish asked about the two lots directly to the north. Commissioner
Parrish suggested that a lined out path and walking area be proposed for the
neighborhood and the surrounding neighbors.
Mr. Maykus agreed.
Commissioner Springer asked about fencing along the northern boundary and the
property that is adjacent to the Strait property.
Mr. Maykus stated that there will be an 8 -ft. fence with a portion of it wrought iron due to
the open space. Regarding the Strait property, there will be no fence there based on
conversations with Mr. Strait.
Commissioner Kubiak asked for an explanation regarding the variances requested to
the subdivision ordinance.
Mr. Maykus explained the variances requested and the reason for that request.
Commissioner Springer asked about the location of the lift station.
Mr. Maykus showed different spots but mostly likely will be located in the northern
portion.
Commissioner McCaskill still has some concerns regarding the development especially
the lot size and density.

Commissioner Springer is not concerned about the density but is not happy with all the
trees that will be cleared.
Commissioner Kubiak prefers the first plan with the larger lot spaces versus the second
plan with more green space, but smaller lot spaces.
Vice Chairman Parrish is in agreement with Commissioner Kubiak in regards to the
second plan. Commissioner Parrish continued to state that an added bonus is the sewer
installation.
