PROJECT: Specific Use Permit for Town Square Ride and Drive
EXECUTIVE
SUMMARY: RPAI Southwest Management LLC is requesting approval of a Specific Use Permit
for promotional sales from kiosks for Southlake Town Square "Ride and Drive"
automobile promotional events on property described as Lot 4, Block 2R1,
Southlake Town Square Addition, City of Southlake, Tarrant County, Texas and
located at 1240 Main Street, Southlake, Texas. Current Zoning: "D7 Downtown
District. SPIN Neighborhood # 8.
REQUEST: RPAI Southwest Management LLC is requesting approval of a specific use permit
for promotional sales from kiosks for Southlake Town Square "Ride and Drive"
automobile promotional events. The promotional events were originally proposed
at two locations within Town Square. One location was at the parking lot area at
the southwest corner of State Street and Prospect Street south of the Post Office,
and the other location was at the parking lot area at the northeast corner of Grand
Avenue and Division Street north of Barnes & Noble. Following the
recommendation made by the Planning & Zoning Commission, the applicant has
removed the second location behind Barnes & Noble.
A Ride & Drive event is a marketing technique that major car companies use to
introduce and invite consumers to test drive new cars as part of the marketing intro
strategy of their newest products.
Location: Parking lot area at the southwest corner of State Street and
Prospect Street.
Requested Dates: Six (6) annual Ride & Drive Events for a 3-year period (18
total events).
Parking Used: Approximately (±) 15 spaces
Applicant Request: Please see attached letter
Sponsors: Multiple large automotive makers
On July 17, 2014, the Planning & Zoning Commission recommended approval
subject to the staff report, specifically noting the following:
• The event dates will be limited to 9 dates through the end of 2015;
• The tree lighting event in 2014 and 2015 will be added to the list of

blackout dates;
Clarifying the holiday blackout will be from December 1 through the end of
the year for 2014 and 2015;
The signage locations approved as presented and all signs will be picked
up at the end of each day during the event period;

BACKGROUND INFORMATION

PROPERTY SITUATION: The event is located in Southlake Town Square near the southwest
corner of State Street and Prospect Street south of the Post Office.
However, the official address of the property is 1240 Main Street.

HISTORY: This event was approved and held in November of 2009 and six (6)
more events during 2010 (ZA09-052):
P&Z ACTION: October 22, 2009; Approved (6-0) granting
approval for one event with a four (4) day maximum time period;
noting that signage will be restricted to the event site for up to six
(6) signs with staff approval of signage; and, subject to staff's report
dated October 16, 2009.
CITY COUNCIL ACTION: November 3, 2009; Approved (5-
0), allowing seven (7) events as requested by the applicant — one
(1) in 2009 and six (6) in 2010; noting the black -out dates as
provided by the applicant; including recommendations by the
Planning and Zoning Commission for the signage restrictions — up
to six (6) signs with staff approval of signage; and subject to the
Staff Report dated October 16, 2009.
P&Z ACTION: July 17, 2014; Approved (5-1) subject to the staff report dated July
11, 2014, specifically noting the following:
• The event dates will be limited to 9 dates through the end of
2015;

RPAI Southwest Management LLC is requesting approval of a specific use permit to allow Southlake
Town Square to host the following events on an annual basis for a 3 year period.
♦ 6 annual Ride & Drive automobile events
• A Ride & Drive event is a marketing technique that major car companies use to introduce and invite
consumers to test drive new cars as part of the marketing intro strategy of their newest products.
• Ride & Drive events are planned, managed and executed by major automotive marketing consultants and
partner marketing companies. Event locations are scouted based on economics and are then scouted
for feasibility and dates. Final approval on location is made by car company executives. Only top
quality events would be permitted at Southlake Town Square.
• Marketing budgets for Ride & Drive tours can range from $3 million to $15 million.
Benefits to hosting Ride & Drive events are:
• Increased sales for the merchants/increased sales tax revenue for the city.
-Event marketing is targeted to drive traffic to the event through email, radio, print and social sites.
-Town Square gift cards provided for all participants as part of the strategy for some events.
• Event may be tied to charity (local) as a fundraiser.
• Opportunity to draw visitors to Southlake to experience what our great town has to offer.
Not only benefiting Southlake Town Square but also showcasing other city attractions. We consistently
hear from visitors that they are experiencing Southlake for the very first time! These visitors can lead
to Home sales, business relocation, etc. etc.
Blackout dates would be: Art in the Square weekend, July 4th holiday and weekend, Oktoberfest
weekend, Tree Lighting and Holiday Season - December 1 — January 1.
Signage to include promotional package provided by vendor and directional signage.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
PROMOTIONAL SALES FROM KIOSKS FOR SOUTHLAKE TOWN
SQUARE "RIDE AND DRIVE" AUTOMOBILE PROMOTIONAL EVENTS
ON PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS,
LOCATED AT SOUTHLAKE TOWN SQUARE, 1240 MAIN STREET,
LOCATIONS BEING LEGALLY DESCRIBED AS LOT 4, BLOCK 2R1,
SOUTHLAKE TOWN SQUARE ADDITION, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON
THE APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for promotional sales from kiosks for Southlake Town Square
"Ride and Drive" automobile promotional events has been requested by a person or corporation having a
proprietary interest in the property zoned as "D7 Downtown District; and,
WHEREAS, in accordance with the requirements of Section 37.8 of the City's Comprehensive
Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite
notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for promotional sales from kiosks for Southlake Town
Square "Ride and Drive" automobile promotional events on the property located at Southlake Town
Square, 1240 Main Street, being legally described as Lot 4, Block 2R1, Southlake Town Square Addition,
an addition to the City of Southlake, Tarrant County, Texas, according to the plat recorded in Cabinet `A',
Slide 10949, Plat Records, Tarrant County, Texas, more fully and completely described in Exhibit "A",
and as depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit "B" and

providing an effective date, subject to the provisions contained in the comprehensive zoning ordinance
and the restrictions set forth herein. The following specific requirements and special conditions shall be
applicable to the granting of this Specific Use Permit:
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
