This plat revision was approved initially by City Council on April 15, 2008 (under Planning Case ZA07-111) as well but has since expired, therefore, the applicant has re -submitted an application for a plat revision so the development can be constructed. The City Council approved a zoning change from "AG" to "0-1" Office District on August 5, 1997. A Final Plat was approved by the City on September 4, 1997. An Amended Plat was approved by the City on August 26, 1999. A Zoning Change and Site Plan was approved by City Council on April 15, 2008 under Planning Case ZA07-139 for the development of five (5) office buildings. - A Plat Revision was approved by City Council on April 15, 2008 but has since expired since it was not filed with Tarrant County within a year of approval. P & Z ACTION: July 17, 2014; Approved (6-0) subject to the Staff Report dated July 11, 2014 and the Plat Review Summary No. 2 dated July 11, 2014. STAFF COMMENTS: Prior to receiving a building permit, a copy of the filed shared parking, cross - access, and shared maintenance agreement must be received by the City. Show and label the type, size and deed record of all existing easements on the property and on all adjacent property. b) Provide easements for water, sewer and/or drainage in compliance with approved construction plans. Prior to receiving a building permit, a copy of the filed shared parking, cross -access, and shared maintenance agreement must be received by the City. Informational Comments All lots must comply with the approved zoning, underlying uses and development regulations All development must comply with the City's Drainage Ordinance No. 605 and detain all post development run-off. Please submit a revised "check print" prior to submitting blackline mylars with original signatures. It appears this property lies within the 75 LDN D/FW Regional Airport Overlay Zone, requiring construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No. 479. A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject property from each taxing authority must be provided to the City prior to filing this plat in the County records. A copy of this information may be obtained from the Tarrant county Tax Assessor/Collector's Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). Case No. Attachment D ZA14-071 Page 1 We recommend this plat not be filed until the construction plans have been substantially approved. This will ensure adequate easements and finish floor elevations. Original signatures and seals will be required three blackline mylars prior to filing the plat. Also required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original signatures and seals on each. Mylars will not be accepted if any erasures or original ink, otherthan signatures or seals, appear on the plat. A Developers Agreement is required prior to construction of any public infrastructure. The Developer's Agreement for this addition should consider streets, drainage, park dedication requirements and fees, off -site sewer extensions, off -site drainage and utility easements and impact fees. Public Works/Engineering Review GENERAL COMMENTS: Use the City of Southlake GPS monuments whenever possible. WATER COMMENTS: Water and sewer lines cannot cross property lines without being in a public easement or in the ROW. All waterlines in easements or ROW must be constructed to City standards. The water meters must be located in an easement or right-of-way. DRAINAGE COMMENTS: This property does not drain into a Critical Drainage Structure. The discharge of post development runoff must have no adverse impact on downstream properties and meet the provisions of Ordinance # 605. INFORMATIONAL COMMENTS: Submit civil construction plans (22" X 34" full size sheets) and a completed Construction Plan Checklist directly to the Public Works Administration Department for review. The plans shall conform to the most recent construction plan checklist, standard details and general notes which are located on the City's website. A ROW permit shall be obtained from the Public Works Operations Department (817) 748-8082 to connect to the City's sewer, water or storm sewer system. A Developer's Agreement may be required for this development and may need to be approved by the City Council prior to any construction of public infrastructure. Construction plans for these improvements must be approved by Public Works prior to placing the Developer's Agreement on the City Council agenda for consideration. Any hazardous waste being discharged must be pretreated Ordinance No. 836, as amended. This review is preliminary. Additional requirements may be necessary with the review of construction plans.
