Richard Schell, Principal Planner, presented Item 7 and 8 together. Bobby Dollak with G&A Consultants and representing Centurian American located at 111 Hillside in Lewisville came forward. Mr. Dollak gave a brief presentation. Commissioner Smith and Commissioner Kubiak expressed concern regarding the drainage to the rear of the development. Mr. Dollak stated that there will not be any excessive drainage from Glenmore due to the fact that Glenmore is downhill. Planning and Zoning Commission Meeting Minutes -July 17, 2014 Page 3 of 18 Alex Ayala, Civil Engineer came forward to explain the drainage for the development and showing the inlets surrounding the property. Commissioner Springer asked about the rear fence line and drainage pipes. Mr. Dollak explained the placement of the pipes and the flow. Commissioner Kubiak asked about cross traffic along Southlake Boulevard. Mr. Dollak stated that all state and city requirements and standards have been met. In regards to Southlake Boulevard, TXDOT has final say on any changes. Vice Chairman Parrish opened the public hearing and read aloud the comments cards. The concerns addressed were drainage, traffic and there was reference to the 2030 Plan. The support stated that this was a good development and the development was similar to the surrounding neighborhoods. Vice Chairman Parrish closed the public hearing. Mr. Dollak came forward and addressed the drainage and traffic concerns. Commissioner Kubiak asked about the land use plan and about when Mr. Dollak met with the neighbors. Mr. Dollak presented the slide regarding the land use plan and stated that the last time they met with neighbors was in May. Planning and Zoning Commission Meeting Minutes —July 17, 2014 Page 4 of 18 Commissioner Smith asked about the development plan and expressed concern about the density and the lack of open space. Mr. Dollak discussed the percentage of the development plan with Commissioner Smith. Mr. Dollak continued to state that the development exceeds the minimum requirements. Vice Chairman Parrish asked for clarification regarding the ratio and /or percentage between the drainage that will be captured in the retention pond versus the drainage that will move through the culverts. Mr. Dollak explained the detention pond percentages along with the drainage system. Commissioner Springer expressed that he believes that the development is too dense. Commissioner Forman likes the development but is concerned about deviating from the 2030 Plan. Commissioner McCaskill and Commissioner Kubiak agree with Commissioner Forman. Commissioner Kubiak added that traffic was also a concern along Southlake Blvd. Commissioner Springer agreed. Vice Chairman Parrish commented about the population and future build out. Commissioner Parrish continued to state that he believes that this development fits with the surrounding neighborhoods. Vice Chairman Parrish talked about the future mechanical yard and would like it not to face White Chapel Blvd and would prefer it be located in the rear of the property. Tyler Adams with Greenway located at 2808 Fairmont stated that there will be screening with masonry and landscaping. The location is based on the transformer and distance. Commissioner Springer asked for clarification of the use for the mechanical yard. Mr. Adams gave a listing of all equipment that will be housed in the yard.
