89-059City of Southlake, Texas RESOLUTION NO 89 -59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAM, TEXAS, NOMINATING A CANDIDATE FOR A PLACE ON THE TARRANT APPRAISAL DISTRICT BOARD OF DIREC'T'ORS. PROVIDING AN EFFECTIVE DATE. l WHEREAS, the Tarrant Appraisal District was first established for the purpose of providing a single appraisal district; and, WHEREAS, the Tarrant Appraisal District is governed by a Board of Directors; and, WHEREAS, the term of office for the current Tarrant Appraisal District Board of Directors will expire on December 31, 1989; now, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All of the above premises are found to be true and correct as if copied in their entirety. Section 2. In order to be eligible to serve as directors, the ncmi.nees must comply with the following conditions: a. The nominees must have resided in the Tarrant Appraisal District for at least two (2) years prior to January 1, 1990. b. They may serve on the governing body of a taxing unit in the Tarrant Appraisal District and still be eligible to serve as a Director. c. An employee of a taxing unit is prohibited from serving as a Director unless that employee is also an elected official of the governing body. d. A Director may not be related to a person who is in the business of appraising property or represents property owners in proceedings in the appraisal district or who is employed by the appraisal district. e. A person is ineligible to serve as a director if he or a business in which he has a substantial interest enters into a contract with the appraisal district or enters into a contract with a taxing unit in the district, if that contract relates to the performance of an activity governed by Title I of the Texas Property Tax Code. A substantial interest exists where the person and spouse have a combined ownership of at least 10 percent of the stock or shares of a business, or either of them is a partner, limited partner or an officer. Section 3. The nominations for Directors must be made in an open meeting of the City Council. Section 4. The City Council of the City of Southlake, Texas, hereby nominates , as a candidate for Board of Directors of Tarrant Appraisal District. Section 5. This resolution shall be effective upon approval by the City Council of the City of Southlake, Texas. PASSED AND APPROVED THIS THE 17th DAY OF OCTOBER, 1989.
