89-017CITY OF SOUTHLAKE, TEXAS RESOLUTION NO. 89-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPROVING THE ADOPTION OF AN AFFIRMATIVE ACTION PLAN FOR ASSURING EQUAL EMPLOYMENT OPPORTUNITY. WHEREAS, equal employment opportunity within City employment, without discrimination solely because of age, sex, race, religion, national origin, or handicap condition, is the right of all people, is the law, and is in the best interest of the City's growth and development; and, WHEREAS, the City of Southlake has the obligation as an employer to ensure equality of opportunity to its citizens and employees; and, WHEREAS, it is the policy of the City of Southlake to promote the full realization of equal employment opportunity through an affirmative action program within each component of the municipal organization; and, WHEREAS, it is the firm intention of the City Council of the City of Southlake that all employment decisions shall be made on the basis of bona fide occupational qualifications; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1: That all of the above recitals and preambles are found to be true and correct. SECTION 2: That the Affirmative Action Plan for Assuring Equal Employment Opportunity, a true copy of which is attached hereto and incorporated herein, for all purposes is and shall be adopted as the Affirmative Action Plan for the City of Southlake, Texas. SECTION 3: That the City Charter charges the City Manager with the responsibility to administer the operations of the City, and the City Manager promulgates personnel rules, regulations, and other procedures to enable the proper administration of the City operations. SECTION 4: That any changes to the attached Affirmative Action Plan or other existing rules, regulations, and procedures, as may be necessitated to conform with revisions or amendments to federal or state employment and labor laws and guidelines, or to meet changing needs within the municipal organizational structure, shall be effected at the direction of the City Manager.
