PROJECT: Specific Use Permit for an Accessory Building at Johnson Elementary School
EXECUTIVE
SUMMARY: Carroll Independent School District is requesting approval of a Specific Use Permit
for Johnson Elementary School Observatory to include a Request for a Variance to
the Masonry Ordinance No. 557-A, as amended, on property described as Lot
13R1, F. Throop No. 1511 Addition, an addition to the City of Southlake, Tarrant
County, Texas and located at 1301 N. Carroll Ave., Southlake, Texas. Current
Zoning: "CS" Community Service District. SPIN Neighborhood # 3.
REQUEST
DETAILS: The applicant is requesting approval of a Specific Use Permit for an approximately 384
square foot accessory building at Johnson Elementary School to be used as an
observatory.
VARIANCES
REQUESTED:1. Masonry Ordinance No. 557, as amended requires all buildings constructed on property
zoned "CS" Community Service District to have all exterior walls constructed using a
masonry material covering at least eighty percent (80%) of said walls, exclusive of all
windows, doors, roofs, glass construction materials, or sidewalk and walk -way covers.
The applicant is requesting a variance to the Masonry Ordinance to allow the
accessory building to have vinyl siding as the facade material.
2. Zoning Ordinance No. 480, Section 45.16.i requires the roof (design, pitch and
materials) to be the same type as the principal roof structure. The applicant is
requesting a variance to allow a pitched roof with prefinished metal.
3. Zoning Ordinance No. 480, Section 43.13(4) requires all buildings within 400' of
residential property to meet horizontal and vertical articulation requirements. The
applicant is requesting a variance to allow the facade length on two sides of the
building (24') to exceed three times the wall height of the building (3 x 7' = 21') without
vertical or horizontal articulation.

Ordinance No. 557 and one to Zoning Ordinance No. 480 with respect to the
roof.
STAFF COMMENTS: Due to the limited scope of this project, a Site Plan Review Summary was
not prepared.

I The observatory would be directly behind our lot in Highland Estates.
welcome the observatory to Southlake. Mr. Miller at Carroll ISD
explained that it will be reserved for a high school astronomy class.
My sugpestion,is that with the monies expended for the telescopes
and the building, the. ,Qbservaio y be opened for community programs
during the year. Having obtained the grant is a coup for our district.
However, limiting its use to one or two secondary classes would
waste the effort.
have attended a star gazing event at Bob Jones Park which was well
done. Perhaps that group could partner with Carroll ISD to expand
the science of astronomy to more occasions in the year.
Please consider adding the multi -use partnership between the city
AND the schools to the approval of the Observatory.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING ASPECIFIC USE PERMIT FOR AN
ACCESSORY BUILDING ON PROPERTY BEING DESCRIBED AS LOT
13R1, F. THROOP NO. 1511 ADDITION WITHIN THE CITY OF
SOUTHLAKE, TEXAS, AS DEPICTED ON THE APPROVED SITE
EXHIBIT ATTACHED HERETO AND INCORPORATED HEREIN AS
EXHIBIT "A" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for an accessory building on Carroll ISD property has
been requested by a person or corporation having a proprietary interest in the property zoned as
"CS" Community District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (44) and 45.16 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council
have given the requisite notices by publication and otherwise, and have afforded the persons
interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general welfare of
the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for an accessory building on property described as
Lot 13R1, F. Throop No. 1511 Addition as depicted on the approved Site Exhibit attached hereto
and incorporated herein as Exhibit "A" and providing an effective date, subject to the provisions
contained in the comprehensive zoning ordinance and the restrictions set forth herein.
