2014-05-27 CITY OF SOUTHLAKE SOUTHLAKE ARTS COUNCIL MEETING, MAY 27, 2014 LOCATION: 1400 Main Street, Southlake, Texas Southlake Town Hall — 4A TIME: 6:00 p.m. SOUTHLAKE ARTS COUNCIL PRESENT: Chair Leslie Bartlett, Vice Chair Miriam Murray, Secretary Jesika Cook and Southlake Arts Council members Tamara McMillan, Terri Messing and Christina Esparza (Alternate #1) SOUTHLAKE ARTS COUNCIL ABSENT: Merlene Ingraham and Lamberto Alvarez STAFF PRESENT: Deputy Director of Community Services Candice Edmondson OTHERS PRESENT: None 1. CALL TO ORDER Chair Bartlett called the meeting of the Southlake Arts Council to order at 6:33 p.m. 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Southlake Arts Council and are enacted with one motion. Chair Bartlett read the consent agenda item for the record. 2A. APPROVAL OF THE MINUTES FROM THE APRIL 23, 2014 JOINT SOUTHLAKE ARTS COUNCIL AND LIBRARY BOARD MEETING. There were no corrections to the minutes APPROVED A motion was made to approve the minutes of the April 23, 2014 joint Southlake Arts Council and Southlake Library Board meeting as read. Motion: Messing Second: Cook Ayes: Bartlett, Cook, Esparza, McMillan, Messing, Murray Nays: None Abstain: None Vote: 6 -0 Motion Carried. APPROVAL OF THE MINUTES FROM THE APRIL 23, 2014 REGULAR SOUTHLAKE ARTS COUNCIL MEETING. A correction to the minutes was made to change Christina Esparza's last name from McMurray to Esparza, and to list her as not absent from the meeting, but attending the Southlake Library Board meeting. APPROVED A motion was made to approve the minutes of the April 23, 2014 Southlake Arts Council meeting as corrected. Motion: McMillan Second: Murray Ayes: Bartlett, Cook, Esparza, McMillan, Messing, Murray Nays: None Abstain: None Vote: 6 -0 Motion Carried. 3. CONSIDER 3A. RECOMMENDATION ON PROPOSED DONATION OF A PAINTING FROM PATTI STEBBINS Deputy Director Edmondson presented a proposal from Patti Stebbins to donate a painting to the City's public art collection and responded to questions. The Arts Council discussed this item and suggested the painting be placed in the Library with future consideration to possibly relocate it to the Community Recreation Center if appropriate. City Council will have final consideration of the donated painting at the June 3, 2014 meeting. APPROVED A motion was made to recommend acceptance of the donated painting from Patti Stebbins and to recommend it be placed in the Library with future consideration to relocate the piece to the new Community Recreation Center if appropriate. DISCUSSION 4A. JUNE MEETING DATE Deputy Director Edmondson requested an alternative meeting date to the board's regular June 24 date since Director Tribble, who will be substituting for Deputy Director Edmondson in her absence, has a meeting conflict that day. June 10, 2014 was selected as the alternative meeting date. A discussion to combine the July and August Arts Council meetings will be added to the June 10 meeting agenda. 4B. TEXAS RANGERS BASEBALL RECEPTION AND EXHIBIT SEPTEMBER 7, 2014 The Southlake Arts Council discussed preparations for the September 7, 2014 Texas Rangers Baseball reception and exhibit. The discussion included possible entertainment by Suzuki youth performers, baseball themed refreshments, contact list for invitations, program speakers, and an interactive baseball - themed art activity for children. 4C. FUTURE PUBLIC ART OPPORTUNITIES Terri Messing presented this item and reported on APEX programs, an outreach program being developed for schools, plans for a Battle of the Bands event and a CISD group that has started a fine arts coalition. 5. PUBLIC FORUM No one was present to speak at Public Forum. 6.
