PROJECT: Site Plan for the Southlake Community Recreation Center Phase I
EXECUTIVE
SUMMARY: Barker Rinker Seacat Architecture Inc., on behalf of the City of Southlake, is
requesting approval of a Site Plan for the Southlake Community Recreation
Center Phase I which consists of 22,408 community recreation building and a
300 seat outdoor amphitheater on approximately 6.4 acres located at the
southwest corner of Bicentennial Park adjacent to Shady Oaks Drive. SPIN

REQUEST
DETAILS: Barker Rinker Seacat Architecture Inc. is requesting approval of a Site Plan for
the Southlake Community Recreation Center Phase I. The first phase of the
Community Recreation Center is made up a proposed 22,408 square foot
building and contains many components within. The building contains the
following amenities:
• Lobby: Used as the main entry and for a greeting/information desk
• Senior Lounge: Used as an adult gathering space and socializing group
activities. It will contain a fireplace, small library, coffee bar, game rooms,
wellness rooms and cardio training rooms
• Club Lounge: Used as an adult space with a club type atmosphere. It will
be used for entertaining and adult parties and receptions. It will have a bar
element and banquet seating with tables.
• Community Rooms: Used for meetings, conferences or other similar type
uses.
• Community Room Stage/Classroom: Used to serve as a raised platform
for banquet presentations and also as a classroom.
• Classrooms: Used to serve a variety of educational functions and as
meeting space.
In addition to the building in Phase I, there are a number of outdoor amenities
being provided as well. Those consist of the following:
• Main Entry Courtyard;
• A Community Back Porch located at the rear of Phase I of the community
recreation building;
• A Promenade Walkway that is approximately 25-feet wide designed to
provide connectivity to the retail located to the south;
• An amphitheater to serve as an outdoor performance venue focusing on a

stage and having the existing pond as a backdrop;
• A Play Lawn that is located to the south of the amphitheater used to provide
for un-programmed play and activity.

HISTORY: - A Zoning Change and Concept Plan was approved by City Council
on February 15, 1994 under Planning Case ZA94-001.
- A Zoning Change and Site Plan was approved by City Council on
July 18, 2000 under Planning Case ZA00-064.
- A Revised Site Plan for shade structures built over spectator seating
was approved by City Council on June 5, 2001 under Planning Case
ZA01-052.
- A Revised Site Plan for improvements to the maintenance facility
and shade structures for the maintenance facility was approved by
City Council on September 4, 2001 under Planning Case ZA01-090.
- A Zoning Change and Site Plan to add 13.14 acres to the park
property and to construct a clock tower was approved by City
Council on March 5, 2002 under Planning Case ZA01-126.
- A Plat Revision for the park was approved by City Council on March
5, 2002 under Planning Case ZA01-137.
- A Revised Site Plan to construct a learning pavilion in the Liberty
Garden area of the park was approved by City Council on October 7,
2003 under Planning Case ZA03-067.
- A Zoning Change and Site Plan was approved by City Council on
November 18, 2008 to add approximately 7 acres to the park and
construct Phase I of the master planned park under Planning Case
ZA08-078.
- A Site Plan to do improvements to Bicentennial Park surrounding the
historical Log Cabin was approved by City Council on April 7, 2009
under Planning Case ZA09-002.
- A Site Plan was approved by City Council on September 18, 2012
for Bicentennial Park Phase II.

SOUTHLAKE 2030: Consolidated Future Land Use Plan
The Southlake 2030 Consolidated Future Land Use Plan designates the
subject property as Public Parks/Open Space. The Future Land Use
Plan defines Public Parks/Open Spaces as public areas designated for
active and passive recreation, such as parks and athletic complexes,
and public open space

In the Parks, Recreation & Open Space / Community Facilities Master
Plan a number of recommendations were adopted related to
Bicentennial Park. In relation to this specific request, a community
recreation center facility was recommended to be adopted into the
master plan at Bicentennial Park at the location that is currently being
proposed. The recommendation in the Parks, Recreation & Open
Space/ Community Facilities Master Plan reads as follows:
"6. Provide a Multipurpose -Facility with an amphitheater on the
southwest portion of the park. "

BICENTENNIAL PARK
Conceptual Master Plan
The applicants proposed site plan approval request is consistent with
the adopted Bicentennial Park Master Plan and also the

recommendation within the Parks, Recreation & Open Space /
Community Facilities Master Plan.
Mobility Master Plan
The Master Thoroughfare Plan within the City's Mobility Master Plan
designates Shady Oaks Drive as a 60-foot (C2U) undivided collector
roadway.
The Master Pathways Plan requires that a minimum 6-foot sidewalk be
provided along both sides of Shady Oaks Drive. Currently, there is an
existing sidewalk along Shady Oaks Drive that complies with the master
plan.
TREE PRESERVATION: There is less than 20% tree cover on site for the Southlake Community
Recreation Center Phase I. The Tree Preservation Ordinance requires
that a minimum of 70% of the existing tree cover be preserved. As
proposed, the applicant is preserving approximately 88% of the existing
trees.
PLANNING & ZONING
COMMISSION: May 22, 2014; Approved (4-0) subject to the Staff Report dated May 19,
2014 and Site Plan Review Summary No. 1, dated May 16, 2014 and
including both options A and B for fire lane options.

1. Place the City case number ZA14-062 in the lower right corner of all plans for ease of reference.
2. Show, label and dimension the width of any easements on or adjacent to the site.
3. Clearly label with a black bold line the right-of-way boundary/property line along Shady Oaks
Drive.
4. Label the distance between the building and the property line to Shady Oaks Drive.
5. All driveways/points of ingess/egress must comply with the Driveway Ordinance No. 634, as
amended. Provide the following:
a. Label each driveway with a letter or number ID
b. Label the width of each driveway at coming off Shady Oaks Drive and Unity Way.
c. Label the stacking depth measured from the R.O.W. to the nearest parking stall or
intersecting drive lane pavement edge. It appears a variance will need to be requested for
the driveway along Shady Oaks Drive. If not for Phase I, it will for Phase II.
d. Label the distances between driveway centerlines along Shady Oaks Drive.
e. Label the distances between driveways and the nearest street R.O.W. intersection.
6. Adequate fire lanes must be provided if access cannot be obtained from the property located to
the south. These fire lanes must be to the satisfaction of the City's Fire Chief or Fire Marshal.
7. Show the location of all trash dumpsters if any. A minimum 8 foot tall masonry screen wall
matching the principal building with a solid metal access gate is required for all trash dumpsters.
8. Show any intended lighting. All lighting must comply with the Lighting Ordinance No. 693, as
amended with regard to type of lighting, intensity, glare and spill -over.

TREE CONSERVATION COMMENTS:
1. There is proposed grading within the areas where existing trees are proposed to be preserved.
Please ensure there are no grade changes within these areas and that the surrounding
finished curb and paving is below the existing grades of where the trees are located. This is so
the areas where the trees are located will drain properly.
2. Of all the trees proposed to be preserved there is one (1) Red Oak that is in decline and has
Hypoxylon Canker. Some of the Cedar Elms have structural defects from past wind storm and
ice damage but they are currently alright.
LANDSCAPE COMMENTS:
1. Some of the parking lot landscape islands are smaller than 12' in width but this is because
most of the existing trees are being preserved. But, please comply with the parking lot
landscape island planting requirements that each parking landscape island shall contain at the
minimum one (1) canopy tree with the remainder of the area consisting of shrubs, ground
cover, ornamental grasses, seasonal color, or a combination of these plant materials. No turf
within the parking lot landscape islands. All of the islands have the required canopy tree but
some have what seems to be turf grass.
2. 1 could not find where the Texas Mountain Laurel are proposed but if they are not meant to act
as screening, they could be changed to Eve's Necklace which I feel will grow better on the
site.

No review of proposed signs is intended with this site plan. A separate building permit is
required prior to construction of any signs.
All mechanical equipment must be screened of view from right-of-ways and residential
properties in accordance with the Zoning Ordinance No. 480, as amended.
All lighting must comply with the Lighting Ordinance No. 693, as amended.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and
Sediment Control Ordinance No. 946, as amended.
