Principal Planner, Daniel Cortez presented Items No. 8, 9 and 10, ZA14 -021, ZA14 -022,
and ZA14 -023 together.
David Keener with Vision Southlake LLC located at 560 N Kimball Avenue, Southlake
came forward. Mr. Keener gave two (2) separate presentations for both Silver Ridge
Assisted Living Phase II and Kimball Lakes Medical Offices Phase II.
Commissioner Kubiak asked what the current status was for Lot 1.
Mr. Keener stated that they are waiting for the final approval and Certificate of
Occupancy. Currently has a waiting list for residence.
Commissioner Kubiak asked about the site plan and square footage and more
clarification.
Mr. Keener stated the rooms in the memory care are larger than required with no
kitchen but each room has a private room. There are shared rooms for some residence
that would prefer a roommate but private rooms are available.
Commissioner McCaskill asked about the solar panels on Building #8 specifically the
type of solar panels, the size and how many.
Mr. Keener stated that he did not have the specs for the solar panels but they will match
what was previously approved for the other building for this project across the street and
they will be facing the south side. There will be about 25 panels.
Commissioner McCaskill verified that the covered parking request is being withdrawn.

Mr. Keener continued his presentations.
Commissioner Kubiak asked about cut through traffic.
Mr. Keener stated that the only time he has noticed it is on Sunday when Gateway lets
out.
Commissioner Kubiak continued with concern about stacking depth.
Mr. Keener stated that he feels confident that there shouldn't be a problem due to the
other three (3) points of access.
Commissioner Parrish verified the cross parking and access agreements.
Mr. Keener stated yes.
Commissioner Smith asked about the driveway and the stacking depth variance
request.
Mr. Keener stated that he would like to keep the parking close to the entrances due to
the use of building.
Commissioner Smith and Mr. Keener continued to discuss the reason regarding the
variance and the square footage of the buildings.
Commissioner Parrish opened and closed the public hearing.
Commissioner Kubiak and Commissioner Smith expressed his concern about the
stacking depth.
Commissioner Parrish stated that the site is over parked and asked if the applicant
would be willing to lose a few spaces on the northern end.
Commissioner Smith asked that the solar panels be addressed in the motions to meet
was is already there and continued to ask about the square footage of the building
versus parking spaces and how it affects the stacking depth.
Commissioner Parrish verified that the beauty salon is for residence only and asked that
it be made part of the motion.
Motion to approve ZA14 -021 subject to Staff Report dated May 16, 2014 and Site
Plan Review Summary No. 3 dated May 15, 2014 including requested variance
regarding lotting requirements, request for covered parking has been withdrawn
and Building No. 8 with solar panels requested are granted with the limitation that
they be 2' x 3' square panels with 25 total on the south facing roof and they
otherwise conform to the other solar panel previously approved by City Council
within this development.

has withdrawn the request for covered parking and that barber and beauty shop
is limited to patients and residence only not to the public; the applicant has
requested flexibility with respect to Building 5 in square footage from 5,999
square feet to 8,000 square feet and granting that request; granting requested
variance for stacking depth and lotting requirements and noting the applicant's
agreement to withdraw the request for the northern most parking spot by
Building 5 and if the size of Building 5 is decreased to 6,000 square feet this
Commission recommends to City Council that another parking spot by Building 5
in the northern most be eliminated as well.

Commissioner Kubiak asked about square footage and price.
Mr. Matthews stated that the minimum square footage would be 3,000 square feet and
the price would be $750,000 - $850,000.

Raintree. The issues that came up was regarding the 2030 Plan and how this
development goes against that plan, drainage, traffic patterns, the fencing is not adequate,
the amount of lots are too many, tree preservation, Shady Lane widening concems, rural
atmosphere loss, density, and traffic increase.
The following people came forward in favor: Robert Fusella, 409 Shady Lane; Tim and
Linda Bradford, 405 Shady Lane. Would like to see the development move forward and
believes that the development will bring fire lanes and will bring improvement to the roads
and sewer lines.
Commissioner Parrish closed the public hearing.
Mr. Matthews came forward to address the issues.
Commissioner Smith and Mr. Matthews discussed the noise level and the price of the
homes. Commissioner Smith expressed her support for the 2030 Plan and believes that
the residence should be able to rely on that plan due to the time and effort that is put into

Commissioner Kubiak asked for assistance from Staff.
Alex Ayala, Civil Engineer addressed the traffic impact study that was done and the
drainage questions.
Daniel Cortez listed some developments and lot size approvals that have come forward in
previous years north of SH 114.
Dennis Killough clarified some data regarding specific developments.
Daniel Cortez gave a brief listing of vacant land that is zoned for low density residential.
Commissioner McCaskill expressed his concern for the residence who have come here
and are in opposition but believes that Mr. Matthews has brought back an improved
development with a lot of concems from before addressed. Commissioner Kubiak agrees.
Commission Smith does not like the density and believes there should be fewer lots with a
larger lot size.
