Yelverton, City Manager SUBJECT: Confirm the City Manager's Appointment of Gregory Hendricks as the Director of Information Technology Action Requested: City Council confirmation of the City Manager's appointment of Gregory Hendricks as the Director of Information Technology. Background Information: Chapter 4 of the Southlake Charter requires that "The head of each department shall be a chief, director, or superintendent who shall be appointed by the City Manager subject to the approval of the Council and such chief, director or superintendent shall have supervisory authority and financial control over his/her department." Mr. Hendricks has more than 30 years of information technology experience, with three of those years with the City of Southlake. Mr. Hendricks has served in Southlake as Interim Director of Information Technology since October 1, 2013 and was originally hired by the City as Deputy Director of Information Technology in February, 2011. Prior to coming to the City, Mr. Hendricks worked in the private sector for 28 years working for the companies of Avail Medical Products, Internet Design Concepts, Headstrong, Inc. and EDS. He has extensive IT experience in application and infrastructure management, database and system administration management, configuration and project management, disaster recovery, and has extensive knowledge of the software applications used by the City. Mr. Hendricks holds a Bachelor's Degree of Business Administration from Texas A&M University. As the Director of Information Technology, Mr. Hendricks will assume full management responsibility for the Department of Information Technology. He will manage and supervise all activities related to the administration of the department including minimizing technological security risks, managing the IT service desk, managing all technology infrastructures to include network, telephony, hardware and software, and providing technology solutions for departments. The Director Honorable Mayor and Members of the City Council May 14, 2014 Page 2 ITEM 40 manages the development and implementation of departmental goals, objectives, policies and priorities in alignment with the City's Strategic Management System. The department consists of six full-time and one part-time employee and has a Fiscal Year 2014 budget of $1,971,626. Mr. Hendricks' appointment brings proven information technology experience and expertise that will provide effective leadership to the department. His appointment also provides for management continuity and stability for the organization and provides no negative budgetary impact. With your approval, Mr. Hendricks' appointment will be effective May 21, 2014. Financial Considerations: An offer of employment has been extended to Mr. Hendricks with a monthly salary of $8,750 plus the standard executive benefit package. Provided remote interface integration services for Trailmobile Corporate offices in Chicago, Illinois, which is a manufacturer of trailers for the Transportation Industry. Trailmobile utilized Sun hardware, ORACLE7 and JIT Manufacturing System version 2.7.4. Interfaces were designed and developed to integrate remote sales systems into the JIT Order Entry System.
