SUBJECT: Confirm the City Manager's Appointment of Gregory Hendricks as the
Director of Information Technology
Action
Requested: City Council confirmation of the City Manager's appointment of
Gregory Hendricks as the Director of Information Technology.
Background
Information: Chapter 4 of the Southlake Charter requires that "The head of each
department shall be a chief, director, or superintendent who shall be
appointed by the City Manager subject to the approval of the Council
and such chief, director or superintendent shall have supervisory
authority and financial control over his/her department."
Mr. Hendricks has more than 30 years of information technology
experience, with three of those years with the City of Southlake. Mr.
Hendricks has served in Southlake as Interim Director of Information
Technology since October 1, 2013 and was originally hired by the City
as Deputy Director of Information Technology in February, 2011. Prior
to coming to the City, Mr. Hendricks worked in the private sector for 28
years working for the companies of Avail Medical Products, Internet
Design Concepts, Headstrong, Inc. and EDS. He has extensive IT
experience in application and infrastructure management, database
and system administration management, configuration and project
management, disaster recovery, and has extensive knowledge of the
software applications used by the City. Mr. Hendricks holds a
Bachelor's Degree of Business Administration from Texas A&M
University.
As the Director of Information Technology, Mr. Hendricks will assume
full management responsibility for the Department of Information
Technology. He will manage and supervise all activities related to the
administration of the department including minimizing technological
security risks, managing the IT service desk, managing all technology
infrastructures to include network, telephony, hardware and software,
and providing technology solutions for departments. The Director

manages the development and implementation of departmental goals,
objectives, policies and priorities in alignment with the City's Strategic
Management System. The department consists of six full-time and
one part-time employee and has a Fiscal Year 2014 budget of
$1,971,626.
Mr. Hendricks' appointment brings proven information technology
experience and expertise that will provide effective leadership to the
department. His appointment also provides for management continuity
and stability for the organization and provides no negative budgetary
impact. With your approval, Mr. Hendricks' appointment will be
effective May 21, 2014.
Financial
Considerations: An offer of employment has been extended to Mr. Hendricks with a
monthly salary of $8,750 plus the standard executive benefit package.

developed the solution technical architecture on Sun Solaris and Oracle red stack. Through working with the vendor implementation teams
performed infrastructure selection and sizing and managed the technical implementation as well as provided direction to Solaris administration.
Assumed responsibility for managing the JDE application infrastructure including directing the CNC tools implementation and designing the
development environment change management workflow process to manage code promotions taking full control of the CNC function after a few
months. I continue to provide direction and backup to environment management activities to date.

environment included multiple HP 9000 Systems running HP-UX version 9.0 and ORACLE7 supporting JIT Manufacturing Software version
3.0.2. Enhanced the JIT Order Entry, Pricing, and Shipping using Oracle Forms 3.0, procedures and triggers. Designed and developed on-line
applications for radio frequency (RF) scanning equipment.
Alphagary Corporation — Loeminster, Massachusetts: Application design and development on UNIX and ORACLET Designed and developed
a Chemical Formulation Bill of Material (FBOM) application which calculated chemical compositions for products and integrated the FBOM
into the standard JIT System Bill Of Material for processing.
Provided remote interface integration services for Trailmobile Corporate offices in Chicago, Illinois, which is a manufacturer of trailers for the
Transportation Industry. Trailmobile utilized Sun hardware, ORACLE7 and JIT Manufacturing System version 2.7.4. Interfaces were designed
and developed to integrate remote sales systems into the JIT Order Entry System.
Cincinnati Milacron — Cincinnati, Ohio: Application design and development on ORACLE7, Oracle Forms 3.0 JIT Manufacturing Software
version 2.7.4, and an HP 9000 running HP-UX version 9.0. Detail Design Specifications generation and approval and software development.
Designed and developed Cincinnati Milacron's pricing application which was integrated into the JIT Order Entry System.
UNICO — Milwaukee, Wisconsin: Installed and configured JIT Release 2.6.3 Manufacturing software. This included installation and building
the JIT system software and migration from JIT Release 2.6.2 on a Data General AVIION System. ORACLE administration was also required to
establish UNICO data in the JIT system and the test and productions environments.
Associated Group — Dallas, Texas: Assisted in the design, development, and implementation of a Medical Data Reporting System using Pilot
Lightship for Windows on a PC client using ORACLE RDBMS on a Hewlett Packard UNIX Server. Provided ORACLE sizing, installation, and
