City Council approval of Resolution No. 14-021, to name a
representative to the Regional Transportation Council.
Background The Regional Transportation Council (RTC) is an independent
Information: transportation policy body of the Metropolitan Planning
Organization. The RTC is a transportation committee of the North
Central Texas Council of Governments. The membership of the
RTC consists of local elected or appointed officials from the
metropolitan area and representatives from each of the area's
transportation providers.
The primary activities of this committee include:
• Guiding the development of multimodal transportation plans and
programs;
• Determining the allocation of federal, state and regional
transportation funds;
• Selecting transportation projects in some programs and
recommending projects to the Texas Transportation
Commission for other programs;
• Ensuring transportation providers coordinate services;
• Ensuring the metropolitan area complies with state and federal
laws and regulations regarding transportation and air quality.
Pursuant to the Bylaws of the RTC, membership is either by direct
membership or group representation. Each seat is provided a
primary member and permitted an alternate member. Based on the
Bylaws, the City of Southlake is included in a group representation
that includes the cities of Keller, Grapevine, Colleyville, Westlake,
Trophy Club, Roanoke, Bedford, Euless and Hurst. The Bylaws
were recently revised to include the addition of Keller, Westlake,
Trophy Club, and Roanoke. The result of this revision is due to the
appeal of Colleyville Mayor David Kelly to the RTC Bylaws Revision
Subcommittee. Mayor Kelly asked the subcommittee to consider
adding a seat on the RTC that would be shared by Colleyville,
Grapevine, Southlake and other Northeast Tarrant County cities of
similar demographics and perspectives.
The Bylaws further state that the person representing a group shall
be selected by the mayors using a weighted vote of the maximum
population or employment of the cities represented. The
representative selected shall serve a two-year term beginning in
June of even -numbered years and shall be serving on one of the
governing bodies they represent.

Colleyville Mayor David Kelly reached out to the city mayors and
recommended Mike Taylor, Colleyville Mayor Pro Tem, who
currently serves as the alternate representative be considered as
the primary representative for the group's representation. Mayor
Kelly advised that Mr. Taylor "has served as the alternative
representative for our cluster for four years and is continually
engaged in RTC matters ... and has represented our cities in the
absence of the primary RTC representative with great eagerness
and advocacy of our area's interests".
To date, Mayor Kelly has received concurrence from all cities within
the group representation to designate Mike Taylor as the primary
representative.

RESOLUTION NO. 14-021
A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS,
NAMING A REPRESENTATIVE TO THE REGIONAL
TRANSPORTATION COUNCIL; PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the Regional Transportation Council (RTC) is an independent
transportation policy body of the Metropolitan Planning Organization and a
transportation committee of the North Central Texas Council of Governments; and
WHEREAS, membership of the RTC consists of local elected or appointed officials
from the metropolitan area and representatives from each of the area's transportation
providers; and
WHEREAS, membership is either by direct membership or group representation; and
WHEREAS, based on the Bylaws of the RTC the City of Southlake is in a group
representation that includes the cities of Keller, Grapevine, Colleyville, Westlake,
Trophy Club, Roanoke, Bedford, Euless and Hurst; and
WHEREAS, the person representing a group shall be selected by the mayors using a
weighted vote of the maximum population or employment of the cities represented; and
WHEREAS, the City Council expresses their wish to name Colleyville Council member
Mike Taylor as the primary representative for the group's representation; and
WHEREAS, this appointment is for a term of two years beginning in June of even -
numbered years.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All of the findings in the preamble are found to be true and correct and the
City Council hereby incorporates said findings into the body of this resolution as if
copied in their entirety.
Section 2. That the City of Southlake hereby names Mike Taylor as the City's primary
representative for a term of two years beginning in June of even -numbered years.
Section 3. That this resolution is effective upon passage by the City Council.
