PROJECT: Sign Variance for Carillon Office Development Temporary Sign
EXECUTIVE
SUMMARY: Hines Southlake Land, L.P. is requesting a variance to the Sign Ordinance No.
704-F requirements for sign height and area for a temporary land sign located at
the 200 block of East S.H. 114, Southlake, Texas.
DETAILS: Hines Southlake Land, L.P. is requesting an extension on the approval of a sign
variance for the existing temporary sign for Carillon Office Development, located at
the 200 block of East S.H. 114 on the north side of the highway. The sign was
originally approved by City Council on July 15, 2008 for a period of two years and
extended in 2010 for an additional two years and again in 2012. The current sign
variance approval is due to expire July 15, 2014. The applicant is requesting to
renew the variance for two more years.

July 15, 2008 - City Council approved this temporary sign for a period of 2
years (SP08-144).
July 6, 2010 — City Council approved this temporary sign for a period of 2
years (SV10-011).
July 19, 2012 — City Council approved this temporary sign for a period of 2
years (SV12-009).

Sign Variance Application
Please demonstrate that the following conditions are applicable to the requested sign variance:
That a literal enforcement of the sign regulation will create an unnecessary hardship or practical
difficulty on the applicant.
It is our opinion that due to the distance from the highway, the speed of the traffic on Hwy
114, and the topography of the land that a sign of the dimensions allowed by the ordinance
(48SF) would be ineffective.
2. That the situation causing the unnecessary hardship or practical difficulty is unique to the affected
property and is not self imposed.
On another property where the sign could be placed closer to the street, and where existing
topography is not an issue, the existing ordinance is not prohibitive. However, because of
the unique qualities of the Carillon property, the ordinance is prohibitive for an effective sign.
That the variance will not injure and will be wholly compatible with the use and permitted
development of adjacent properties.
The height, size, and placement of the sign will not adversely affect adjacent properties.
Adjacent properties will likely benefit from the permitted development.
4. That the variance will be in harmony with the spirit and purpose of the sign ordinance.
The sign will be conservative in nature (see exhibit), and it is in harmony with the spirit and
purpose of the sign ordinance which is to make potential customers aware of a business
opportunity which will benefit the community as a whole.
