Design — Carroll Avenue and Federal Way in the amounts of
$5,475 and $5,490 respectively.
Background
Information: In August of 2012, the Public Works Department contracted with a
Traffic Engineering consultant to perform a traffic signal warrant
analysis for the intersection of Carroll Avenue and Federal Way due
to the development of heavy backups on westbound Federal Way
at Carroll Avenue during the lunch time period as well as during the
afternoon peak period.
Based on the results of the aforementioned warrant analysis, the
City Council adopted as part of the 2013 Capital Improvement Plan
budget, the design and construction of a traffic signal at the
intersection of Carroll Avenue and Federal Way. Subsequent to the
initiation of design of the Carroll Avenue and Federal Way signal in
early 2013, residents of the Lakewood Addition expressed their
concerns to city staff that they were of the opinion that the location
of a signal at the intersection of Southcrest/Division and Carroll
Avenue was a more appropriate location for a traffic signal. The
Lakewood Addition representative explained that in the future,
when Division Street is extended across the north side of
McPherson Park and/or State Street is extended across the
western perimeter of McPherson Park, the location of a signal at
Southcrest/Division and Carroll will be the more preferable location
than at Carroll Avenue and Federal Way. The extension of Division
across the northern side of the McPherson Park will take place at
the time of development of the Cooper and Stebbins tract where
the "dirt pile" was once located, just north of McPherson Park.
Upon meeting with Lakewood Addition representative, a new Traffic
Signal Warrant Analysis was performed for the intersection of
Southcrest/Division and Carroll Avenue by the same Traffic
Engineering consultant. The intersection was found to not meet the
state required warrants for a signalized intersection based upon
current traffic volumes, a copy of which is attached to this
memorandum. In addition, the consultant was of the opinion that a
traffic signal at Southcrest/Division and Carroll Avenue is located
too close to the DPS emergency signal located just north of the
intersection adversely impacting the operation of the DPS
emergency signal. Subsequently, staff met with the Lakewood
Addition representative in February of 2013 to present the results
of the study. From the discussions in that meeting, staff was under
the impression that he was satisfied with the results that had been
provided.
In December 2012, the City Manager approved a professional
services agreement (design contract) in the amount of $49,960.
Teague Nall and Perkins, Inc. was hired for the Traffic Signal
Design — Carroll Avenue and Federal Way project. The project
included the design of a traffic signal and right turn lane.
The original professional services agreement included the basic
services of: surveying, locating existing utilities, signal and
westbound right turn lane design, and construction assistance.
Design services are complete.
In July 2013, Contract Amendment No. 1 in the amount of $5,475
was executed by the City Manager. Amendment No. 1 is for the
exhibits and survey required for right of way acquisition on the west
side of North Carroll Avenue for sidewalks and ADA curb ramps.
Because Amendment No. 1 was approved by the City Manager,
staff respectfully requests City Council ratify the City Manager's
approval of Amendment No. 1.
Amendment No. 2 is for modified right of way documents and
design of the right turn lane based on discussions with the property
owner dedicating the right of way. Survey of the agreed upon right
of way dedication is included in this amendment. In the interest of
time, this work was performed by the consultant and billed prior to
having the Amendment No. 2 delivered to the City. Time was of the
essence in order to acquire the right of way and begin construction
in an effort to have the right turn lane constructed prior to the "Stars
and Stripes 2014" event. There is also an eighteen to twenty week
lead time on signal pole manufacturing. The goal is to have the
traffic signal installed and operational prior to the "Home for the
Holidays" events.
Right of way acquisition is complete. Relocation of the franchise
utilities (electric, gas, phone, etc.) has been coordinated with the
utility companies and is in progress. Construction is anticipated to
be complete by Stars and Stripes 2014.
Financial
Considerations: Funds for the engineering design of the Traffic Signal Design —
Carroll Avenue and Federal Way project are included in the
previously approved Capital Improvements Program project budget
and are funded from Red Light Camera funds.
Strategic Link: The construction of the Traffic Signal Design — Carroll Avenue and
Federal Way project links to the city's strategy map relative to the
focus areas of Mobility, Infrastructure and Performance
Management and Service Delivery. The specific corporate
objectives that are met by the construction of this project include:
C2 - Provide travel convenience within the City and the region, 134 -
Provide high quality customer service, and F2 - Invest to provide
and maintain high quality public assets.

Legal Review: This is the standard professional services agreement that has been
previously reviewed by the City Attorney.
Alternatives: The Council may approve the Amendments to the existing
professional services agreement or deny them.

Task 1.1.5 is modified as follows:
1.1.5 Identify and calculate ROW and/or easements necessary for right
turn lane and 8' trail. Prepare a meets and bounds ROW exhibit from Carroll
Avenue intersection to State Street for ROW dedication.
Task 1.1.6 is added:
1.1.6 Prepare Sidewalk and Utility easements, one for each of two
properties in the NW and SW corners of the Federal Way intersection with Carroll
Avenue.
COMPENSATION:
Modified Task 1.1.5 - Additional Fee of $0
Additional Task 1.1.6 - Hourly Fee not to exceed $5,475
Total additional compensation will not exceed $5,475.
SCHEDULE: Tasks 1.1.5 and 1.1.6 will be completed within 10 days of
authorization.

provision for Contractor to furnish ornamental poles.
COMPENSATION:
Modified Task 1.1.5 - Additional Fee of $2,900
Additional Task 2.16 - Fixed Fee of $2,590
SCHEDULE: Completed in March and April, 2014.

The City obtained the services of Teague Nall and Perkins, Inc. to investigate whether a signal is warranted at the
intersection of N. Carroll Avenue and Southcrest Court.
Data Collection
Figure 1 shows the intersection location. The intersection of N. Carroll Avenue and Southcrest Court is located
approximately 730 feet north of the intersection of N. Carroll Avenue and Federal Way (where a signal warrant study
was conducted and met the MUTCD Warrants 1, 2, 3, 6, and 8). Southcrest Court mainly serves localized residential
traffic.
Figure 2 shows the aerial condition diagram with 24 hour volume counts. A bi-directional count was made on the
Southcrest Court leg of the intersection (west of N. Carroll Avenue) on January 16, 2013. These counts were analyzed
with the 24 hour northbound and southbound approach counts made at the intersection of N. Carroll Avenue and
Federal Way on August 20 - 21, 2012. The 24 hour volume for the eastbound Southcrest Court approach totals 179
vehicles. The 24 hour data for Southcrest Court is included in this report.
Signal Warrant Study
Traffic signal warrants were evaluated for the existing conditions at the intersection. The warrant study indicates that
the existing intersection operation does not meet the minimum threshold volumes of the primary MUTCD Warrants 1,
2, and 3. The Warrant Analysis Summary is included in this report.
Conclusions
The low hourly approach volumes on Southcrest Court do not warrant the installation of a traffic signal at this time.
Additionally, this location is undesirably close to the emergency signal at the Public Safety Center and the proposed
signal at Federal Way. Federal Way is approximately half way between SH 114 and Southlake Boulevard and, in
addition to meeting signal warrants, provides a better location in regard to system timing for the arterial.

The proposed signal at Federal Way should increase the number of northbound directional gaps in traffic on a daily
basis, allowing the left turning vehicles exiting from Southcrest Court to have more frequent opportunities to enter the
N. Carroll Avenue corridor with less conflict.
Recommendations
Under current traffic volume conditions, installation of a traffic signal is not warranted or recommended at the
intersection of N. Carroll Avenue and Southcrest Court.
