EXECUTIVE
SUMMARY: On behalf of Lee Roy Pierce, Micki Hardy and Robert Kinsella, Precise Land
Surveying, Inc. is requesting approval of a Plat Revision for Lot 30R, F. Throop
No. 1511 Addition and Lot 2R, Block 1, The Hill Addition on property being
described as Lot 30, F. Throop No. 1511 Addition and Lot 2, Block 1, The Hill
Addition, additions to the City of Southlake, Tarrant County, Texas, located at
1982 E. Highland St. and 2130 E. Highland St., Southlake, Texas. Current Zoning:
SF-1A — Single Family Residential District. SPIN Neighborhood #4.
REQUEST: The applicant is requesting approval of a plat revision which will abandon an
existing utility easement and move the current boundary line between Lot 30, F.
Throop No. 1511 Addition and Lot 2 of The Hill Addition to the north by
approximately 102 feet in order to accommodate the construction of a garage and
driveway. The proposed development is consistent with the SF-1A zoning that is
currently in place.

LAND USE CATEGORY: Low Density Residential
CURRENT ZONING: "SF-1A" Single Family Residential District
HISTORY: -The SF-1A zoning has been in place since the adoption of the official
Zoning Map in 1989.
-Lot 2, Block 1, The Hill was approved as a 3-lot Plat Showing September
7, 1983.
-Lot 30, Block 1, F. Throop No. 1511 Addition was approved as a single -lot
Plat Showing October 26, 2009.
TRANSPORTATION
ASSESSMENT: Master Thoroughfare Plan
The Master Thoroughfare Plan designates East Highland Street as a 70'
Collector Street.
Existing Area Road Network and Conditions
The proposed plat revision does not affect the existing boundary line along
East Highland Street.
PATHWAYS
MASTER PLAN: The Pathways Master Plan shows a Bikeway planned along the north side
of East Highland Street along the subject property.
WATER & SEWER: A 6-inch water line in E. Highland St. exists to serve the property. Sanitary
sewer is not available within 200 feet of the subject property.
TREE PRESERVATION: The submitted Tree Preservation Plan is consistent with Tree Preservation
Ordinance requirements.
CITIZEN INPUT: A SPIN meeting was not held for this project.
P&Z ACTION: May 8, 2014; Approved (6-0) subject to the Staff Report dated May 2, 2014
and the Plat Review Summary No. 3, dated May 2, 2014.

Informational Comments:
A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject
property from each taxing authority must be provided to the City prior to filing this plat in the
County records. A copy of this information may be obtained from the Tarrant county Tax
Assessor/Collector's Office located at 100 E. Weatherford St. in Ft. Worth (across from the old
red courthouse). There is a service charge of $10 per account for this certificate. For more
information contact the Assessor/Collector's office at 817-884-1186.
We recommend this plat not be filed until the construction plans have been substantially
approved. This will ensure adequate easements and finish floor elevations.
Please submit a digital "check print" prior to submitting blackline mylars with original signatures.
Original signatures and seals will be required on two blackline mylars prior to filing the plat.
Mylars will not be accepted if any erasures or original ink, other than signatures or seals, appear
on the plat.
A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off -site sewer extensions, off -site drainage and utility easements and
impact fees.

This plat must comply with all requirements set forth in Subdivision Ordinance No. 483, as
amended.
Proposed Lot 2R, Block 1, The Hill Addition is considered a panhandle lot, also known as flag lot,
which is not permitted. However, Lot 2, Block 1, The Hill Addition in its original state, was
arranged as a panhandle lot when platted in 1983, prior to the adoption of Ordinance No. 483-L.
All future development must comply with all requirements set forth in Ordinance No. 480, as
amended, as it pertains to SF-1A Single Family Residential District zoning.
