Item 4F4F-1 CITY OF SOUTHLAKE MEMORANDUM April 30, 2014 To: Shana Yelverton, City Manager From: Candice Edmondson, Deputy Director of Community Services Subject: Approve permit to allow an art gallery reception on September 7, 2014 and an art exhibit September 7 — October 17, 2014 in Town Hall lobby Action Requested: City Council approval of a permit to allow an art gallery reception on Sunday, September 7, 2014 and an art exhibit September 7 — October 17, 2014 in the Town Hall lobby Background Information: The permit requires a recommendation from the Southlake Arts Council and approval by the City Council. The permit involves approval for two activities — the art gallery reception in September and the corresponding art exhibit in September and October. City Council has previously approved permits for fall art receptions and exhibitions, Fall Through the Lens (2012) and Touches of Hope (2013). The current permit for consideration is for an art exhibit, September 7 — October 17, 2014, that will feature Texas Rangers' themed artwork by local artist and Southlake Arts Council member Lamberto Alvarez. The theme was selected to help promote the Texas Rangers Miracle League Field at Bicentennial Park and the programs that will benefit special needs athletes. The artwork will not exceed 30% of the lobby wall space and will be hung on wall panels using the same gallery display system used for previous displays. The pieces will be placed based on size and aesthetic concerns related to color and composition. The art gallery reception on September 7t" will be held in the Town Hall lobby. The reception will require 100% of the lobby area and will include a program introducing the featured artist, refreshments and entertainment. Members of the Miracle League of Southlake and future Miracle League players will be in attendance to help promote the new Texas Rangers Miracle League Field. The artist or his/her representative cannot actively solicit the sale of art other than passively indicate the artist's contact information on the artwork. Funding is available in the FY 2014 Public Art Budget. The artist is not paid for display or associated costs related to delivery and pick up of the art pieces. Strategic Link: This permit is linked to the City Council Focus Area of Partnerships and Volunteerism. The permit also addresses the corporate objectives of providing opportunities for partnerships and volunteer involvement and enhancing the sense of community by providing excellent customer service and citizen engagement opportunities. Citizen Input/ Board Review: The permit for the exhibit and reception complies with provisions of the Public Art Display and Performance Policy. The exhibit will be managed and maintained by City of Southlake staff with APEX Arts League members who will monitor the display during the event. The exhibit is sponsored by the Southlake Arts Council and APEX Arts League in partnership with the Miracle League of Southlake. Publicity for the exhibit and the reception will be provided by the City of Southlake, APEX Arts League and the Miracle League of Southlake.
