Item 9ACITY OF SOUTHLAKE Department of Planning & Development Services STAFF REPORT April 9, 2014 CASE NO: SV14-005 PROJECT: Sign Variance for Trader Joe's EXECUTIVE SUMMARY: Trader Joe's is requesting a variance to the Conditional Sign Permit for Southlake Town Square, Phase 1, to allow an attached sign on the east elevation that exceeds maximum allowed area. Trader Joe's grocery store is currently under construction and located at 1492 E. Southlake Boulevard. REQUEST: In December 2013, Trader Joe's came forward with a sign proposal for the new building which was inconsistent with the approved Conditional Sign Permit for Southlake Town Square, Phase 1. City Council granted the requested variances as presented, noting the white background on the east elevation fascia sign will not be included, denied the use of neon lighting, approved the utilization of the rope LED channel lighting, and approved the blade sign as presented. ACTION NEEDED: ATTACHMENTS: Case No. SV14-005 As the design progressed regarding the east elevation, Trader Joe's became concerned that the color of the letters lacked sufficient contrast to the color of the brick selected for the building and have come forward with this revision. The purpose of this variance request is to gain approval for an attached sign for the east elevation which is different from the previously approved sign. The sign on the east fagade of the building was originally approved for individually mounted letters with a sign area of approximately 40.33 square feet and illuminated by gooseneck lights. The newly proposed attached sign for the east elevation shows the same letter height at 24 inches, however, the area has increased to approximately 59.7 square feet due to the included black backer panel. In keeping with the Regulations and the approval granted in December, the change requested for the east elevation: • Harmonizes with the structure or structures on the parcel on which it is to be applied; • Is compatible with the other signs or graphic designs on the premises; • Is suitable and appropriate to the Town Square; • Contributes to special characteristics of the particular area in which it is to be located; • Is well designed and pleasing in appearance; • Is desirable as an urban "downtown" design characteristic; • Does not constitute a nuisance to the occupants of adjacent or contiguous property; • Is not detrimental to property values; and • Does not constitute a traffic and safety hazard because it is distracting, or is not considered obscene, lewd, indecent or otherwise offensive to public morals.
