Richard Schell, Principal Planner, presented Item No. 10, Ordinance No. 480 -643A
(ZA14 -037).
Commissioner Kubiak asked about the tree plan and how it compared to Central Market
which is located across the street.
Dennis Killough answered with an explanation of the trees being planted and their

locations.
Stephen Coslik with Woodmont located at 2100 West 7 Street, Fort Worth gave a brief
explanation why they came back before the Commission regarding the landscaping.
Ryan Chef with Mesa located at 1807 Ross Avenue, came forward to give additional
information regarding the change along Tower Blvd. to allow more consistency and
visibility of the development.
Chairman Hudson asked about specifics regarding what will be planted at Tower
Mr. Chef explained the landscaping of canopy trees and buffer zones along Tower with
an explanation of the concept of species along Carroll Avenue.
Commissioner Smith asked about the elimination of Red Oak. Commissioner Kubiak
added questions regarding drought tolerance.
Mr. Chef explained the reason behind that. One of the main reasons is due to having
the landscape survive the weather conditions ranging from frost to drought. All irrigation
water will come from a well on site.
Peter Jacobs with Woodmont came forward to discuss the hardscape portion of the
landscaping.
Commissioner Forman asked for an explanation for the reason of reduction of trees at
the corner.
Mr. Chef and Mr. Jacobs stated that Oak Trees get very large and will grow in such a
way that the development will not be seen at all and anything growing below the tree will
be hindered due to lack of sunlight.
Commissioner Parrish asked staff how it is determined how many trees /landscaping is
required for each development.
Dennis Killough explained the landscape ordinance which is determined by square
footage of business and square footage of land along with the use of the development.
Commission expressed concern of the lack of landscaping around the development and
the pond. The Commission continued to state that more renderings may be necessary.
Chairman Hudson opened the public hearing.
Mr. Kotter, 406 Edgemont Drive, President of HOA. Mr. Kotter explained that they want
as much landscape as possible between the neighborhood and the development. It will
create a noise buffer as well as a wall of green. The neighborhood does not want to be
able to see the development.
Chairman Hudson closed the public hearing.
Mr. Coslik came forward and requested that the Commission table this item until the
April 17, 2014 Planning and Zoning Meeting.
Motion to table ZA14 -037 to the April 17, 2014 Regular Planning and Zoning
Commission Meeting per the applicant's request.
