PUBLIC HEARING Planner I, Lorrie Fletcher presented Item No. 5, Ordinance 480 -435a (ZA13 -137). Bill Lafavers, owner of the Feedstore, 620 S. White Chapel Blvd., came forward. Mr. Lafavers gave a brief history of the property and gave his reasons for the expansion. Mr. Lafavers continued to state that he met with all his neighbors to make sure that all their needs were met. Chairman Hudson opened the public hearing and read aloud the comment cards. In support but does not wish to speak: Doris Lafovers, 303 E Highland Street; Wilford Anderson, 555 S. White Chapel Blvd.; Jack Luna, 1402 Robin Lane; Scott and Monica Meeks, 308 Blanco Circle; Belva Melina, 1341 Meadow Glen. Bob Seebeck, 480 W. Highland Street came forward in support. Ronald Linkous, 500 S. White Chapel Blvd. came forward in opposition. Traffic, parking and increased activity along with noise is a concern in regards to the site in a residential area. Evelyn Lafavers, 620 S. White Chapel Blvd. came forward in support. Chairman Hudson closed the public hearing. Bill Lafavers came forward to address the issues that were addressed. Chairman Hudson and Commissioner Smith asked about outdoor bands and restrictions. Commissioner Kubiak asked about patio direction and possible shade during the Planning and Zoning Commission Meeting Minutes —March 20, 2014 Page 2 of 4 summer months. Commissioner Kubiak continued to ask about customers outside of Southlake and about the Feedstore continuing to be a family business and catering to family atmosphere. Bill Lafavers addressed the questions and concerns of the Commission. Motion to approve Ordinance 480 -435a (ZA13 -137) subject to Site Plan Review Summary No. 3 dated March 12, 2014 and Staff Report dated March 14, 2014 with requested variances: 1) Masonry Ordinance No. 557 -A, Section 1. Exterior Masonry Construction Requirements — a. Buildings requiring masonry on all sides: All buildings constructed on property zoned 0-1, 0-2, C -1, C -2, C -3, C-4, B- 1, B -2 or CS under the City's Comprehensive Zoning Ordinance and all buildings within any residential zoning district which are used for community facility uses shall have all exterior walls constructed using a masonry material covering at least eighty percent (80 %) of said walls, exclusive of all windows, doors, roofs, glass construction materials, or sidewalk and walk -way covers. 2) Driveway Ordinance No. 634 — Minimum Centerline Driveway Spacing along Roadway — Arterial Commercial = a minimum of 250 feet. 3) Driveway Ordinance No. 634 — Minimum Storage Length (stacking) — a minimum of 50 feet is required. PUBLIC HEARING Commissioner Forman recused himself from Ordinance 480 -661 (ZA14 -028) and left the meeting at 7:04 p.m. Planner I, Lorrie Fletcher presented Item No. 6, Ordinance 480 -661 (ZA14 -028). Jimmy Fechter, with Adams Engineering at 910 S Kimball Ave. and David Whitington, pastor of Christ Our King Church at 2140 E Southlake Blvd. gave a separate presentation. Commissioner Smith asked about the requested Mother's Day Out Program. Pastor Whitington addressed Commissioner Smith's concerns. Commissioner Kubiak commented on future development to the north and east with anticipation of sidewalks and roads. Planning and Zoning Commission Meeting Minutes —March 20, 2014 Page 3 of 4 Pastor Whitington stated that they are working with staff regarding those issues. Chairman Hudson asked about a gate. Mr. Fechter stated that there will be no gate. Commissioner McCaskill asked about the west side of the building and elevations. Mr. Fechter addressed the landscaping and the elevations. Chairman Hudson opened the public hearing. Jeff Wang, 595 S. Kimball Ave. came forward. Mr. Wang expressed his support for the project. Chairman Hudson closed the public hearing. Motion to approve Ordinance 480 -661 (ZA14 -028) subject to Site Plan Review Summary No. 3 and Staff Report dated March 14, 2014 and with requested variance; Driveway Centerline Spacing - The Driveway Ordinance No. 634 requires for this site to be a minimum of 250 -feet from any other driveway for a church facility. There is a residential driveway to the north that is located 178 -feet and a residential driveway to the south that is 61 -feet from the subject property driveway and noting the applicant's willingness to come forward with additional landscaping and sidewalk along the western elevations.
