PUBLIC HEARING Planner I, Lorrie Fletcher presented Item No. 15, Resolution No. 14 -007, ZA14 -011. Larry Corsen with Cooper and Stebbins at 1256 Main Street came forward. Mr. Corsen gave a separate presentation. Commissioner Smith asked about the need of the trailer when there is office space available in Town Square and who will be working there. Mr. Corsen stated that the trailer allows a staff to be on hand at the location. The staff will be a professional sales group. Commissioner Springer and Commissioner Smith questioned a temporary facility for 7 years. Mr. Corsen stated that the temporary structure will allow them to move the facility if necessary and to keep it up according to regulations. Chairman Hudson opened and closed the public hearing. Commissioner McCaskill expressed concern about the 7 year request. Commissioner Smith and Commissioner Springer agreed. Mr.Corsen addressed questions from the Commission regarding timelines, specifics regarding the temporary structure and access to that structure. Chairman Hudson verified the timeline for completion. Chairman Hudson opened and closed the public hearing. Motion to approve Resolution No. 14 -008, ZA14 -013 subject to Concept Plan Review Summary No. 2 dated February 13, 2014 and Staff Report dated February 14, 2014 and granting all variances: Temporary facilities must be skirted on the front and sides. The current facility has an opaque fence around the entire area. Temporary facilities must provide foundation landscape planting consisting of one (1) five - gallon shrub per four (4) linear feet around skirting (excluding entrances).There is currently no landscaping. The viewpoints from Dove and Kirkwood do not show the bottom half of the facility due to the existing fence. Each temporary facility shall have at least two (2) paved parking places (two (2) deep, tandem parking is not permitted).There is ample parking with compacted sub -base that complies with all SWPPP requirements. This request is valid until November 15, 2014 or 60 days after issuance of certificate of occupancy. PUBLIC HEARING Principal Planner, Daniel Cortez presented Items 10 and 11, Ordinance No. 1084, CP13 -010 and Ordinance No. 480 -658, ZA13 -138 together. Tom Dwyer with Silver Stone Development Company, 3710 Rawlings in Dallas with Charlie Jennings with Harbor Retirement Associates, 1440 Hwy A1A in Florida. Both gave a presentation with changes based on previous comments from the Commission. Chairman Hudson opened the public hearing. WW Mitchell, 4917 Harvest Hill Rd in Dallas came forward. Mr. Mitchell stated that he was in favor of this development. Randy Stacey, 300 N Shady Oaks in Southlake came forward. Rick Stacey, 1000 W Southlake Blvd. came forward. Francis Sharley, 302 Timberlake Drive came forward. Rhonda Hyberger, 310 N Shady Oaks Drive came forward. It was stated that he believes that this facility is not a good fit for this property. It does not fit into the land use plan that has already been approved. Traffic increase is a concern. Chairman Hudson closed the public hearing. Mr. Dwyer and Mr. Jennings came forward to address the issues brought up. Chairman Hudson and Commissioner Parrish both expressed that they believed this was a good project. Javier Jaramillo with Pacheco Koch Consulting, 8350 N Central Expressway in Dallas came forward. Dan Anderson with Triam Development, 1558 Elderwood in Dallas came forward. Mr. Anderson gave a separate presentation. Chairman Hudson asked about a northern access. Mr. Anderson stated that it would affect the security of the property. Commissioner McCaskill asked about the traffic signal. Mr. Anderson stated that they were open for discussion with Staff and creating a budget for the signal. The Commission discussed the variances being requested and continued discussion regarding the traffic signal. Chairman Hudson opened and closed the public hearing. Commissioner Smith and Parrish both agree that some language needs to be added to the motion regarding the traffic signal. Motion to approve ZA14 -003 subject to Site Plan Review Summary No. 3 and Staff Report dated February 14, 2014 granting requested variance: Driveway Stacking Depth - the Driveway Ordinance No. 634 requires the applicant to provide a minimum driveway stacking depth of seventy -five (75) feet at the south entry. The applicant is requesting to reduce the stacking depth to approximately thirty -one (31) feet. And a signal light at the Kimball and Continental intersection and noting that the applicant is willing to comply with the site line and landscape ordinance in accordance and the placing 7 -ft. trees along the south boarder and making the motion subject to the two additional items that were presented, specifically the driveway configuration with the right lane out, left lane out and the center lane going across. PUBLIC HEARING Principal Planner, Daniel Cortez presented Item No. 13, Ordinance No. 480 -660, ZA14- 006. Paul Barum, 1354 Cross Timber in Southlake came forward. Mr. Barum gave a separate presentation. Anna Carrillo with Kimley Horn and Associates, 801 Cherry Street in Fort Worth came forward to speak on Architecture. John Fielder, Landscape Architect also with Kimley Horn and Associates came forward. Chairman Hudson asked about their time frame. Mr. Barum stated 2016. Chairman Hudson continued to asked questions regarding the exterior architectural features. Mr. Barum addressed each one. Commissioner Smith asked about the glass features and temperature control and what the reflective quality will be. Richard Williams, 230 Main Street in Keller came forward. Mr. Williams explained the type of glass that will be used to help regulate the temperature. In regards to the reflective portion it will have a low percentage to reduce glare. Chairman Hudson opened the public hearing. Bill Vahn, came forward and stated his approval of this development. Chairman Hudson closed the public hearing. The Commission discussed the project and expressed that they like the development. Motion to approve Ordinance No. 480 -660, ZA14 -006 subject to Site Plan Review Summary No. 2 dated February 13, 2014 and Staff Report dated February 14, 2014 and granting requested variance: Driveway Stacking Depth - The Driveway Ordinance No. 634 requires for this site to have 150 -feet of driveway stacking depth at each of the two driveways (Driveway A and B) for the 500 parking spaces Planning and Zoning Commission Meeting Minutes — February 20, 2014 Page 8 of 9 being proposed on site.
