EXECUTIVE
SUMMARY: Cates -Clark & Associates is requesting approval of a Plat Revision for Kimball
Oaks on property described as Lots 1A1, 2A and 3A, Block B, Southlake
Business Park, an addition to the City of Southlake, Tarrant County, Texas and
Tracts 1 B and 1131, John A. Freeman Survey, Abstract No. 529, Southlake
Texas and located at 2191, 2201, 2211 and 2221 East Southlake Blvd. and 280
South Kimball Ave., Southlake, Texas.
DETAILS: Cates -Clark & Associates is requesting approval of a Plat Revision for Kimball
Oaks for the purposes of developing on approximately 15 acre retail
commercial development with six buildings on 2 lots and including a portion of
Village Center Drive. This plat revision is associated with the zoning change
and site plan that was approved by City Council on December 17, 2013 under
Planning Case ZA13-100.

Drive to be a C2U, 60-foot, 2-lane
undivided roadway. The applicant has indicated that this segment of S.
Village Center Drive will be constructed with this development.
Pathways Master Plan
The Pathways Master Plan recommends an 8-foot sidewalk along E.
Southlake Boulevard and South Village Center Drive. Both sidewalks
will be constructed with this development. There is an existing sidewalk
along the frontage of S. Kimball Avenue which will remain.

There is approximately 10% tree coverage on this site. The applicant is
proposing to preserve 36% tree coverage on the site. The "S-P-1"
zoning district does not require the applicant to preserve any minimum
amount of trees but rather makes their tree preservation plan subject to
City Council's approval.
UTILITIES: Water
The site has access to an existing 12-inch water line along S. Kimball
Avenue and an existing 12-inch water line along E. Southlake
Boulevard. There is an 8-inch water line also located along the west
boundary within a common access easement adjacent to the Kimball
Crossing development.
Sewer
The site has access to an existing 12-inch sewer line along N. Kimball
Avenue and an 8-inch sewer line along S. Village Center Drive.

Remove the existing zoning and Land Use Designation (LUD = ) on all adjacent properties.
These do not remain on the final plat or plat revision.
2. Show and label any easements to be abandoned if any. Provide the signature block for approval of
the abandonment.
Easements dedicated by deed instrument must be abandoned by ordinance and the abandonment
instrument filed in the property records with recording instrument number shown on the plat.
3. Remove the building lines and add a note that building setbacks lines shall be in accordance with the
underlying zoning district regulations of the City of Southlake.
4. Please provide a detail of the ROW dedication area in the northeast corner showing all dimensions,
including widths. A dimension is missing along the FM1709 frontage. This can be shown as an
additional exhibit on the plat. The City would like to verify there is sufficient right-of-way dedication for
the additional west bound turn lane that will be installed in the future. An exhibit was provided by City
staff to help calculate this this right-of-way. Contact Steve Anderson if more information is needed on
this comment.
5. Provide easements and ROW dedication in accordance with the approved construction plans for this
project.
Informational Comments
Given the scope of this project, staff recommends that the plat not be filed of record in the County
until the public infrastructure is substantially complete, but allowing building permits to be issued.
The plat must be filed of record prior to issuance of a final certificate of occupancy.
The plat and development of this property must comply with all conditions of approval of the
underlying zoning district, site plan and preliminary plat for this property.

A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject
property from each taxing authority must be provided to the City prior to filing this plat in the
County records. A copy of this information may be obtained from the Tarrant county Tax
Assessor/Collector's Office located at 100 E. Weatherford St. in Ft. Worth (across from the old
red courthouse). There is a service charge of $10 per account for this certificate. For more
information contact the Assessor/Collector's office at 817-884-1186.
We recommend this plat not be filed until the construction plans have been substantially
approved, but allowing building permits to be issued. The final plat must be filed of record prior to
issuance of a final certificate of occupancy on any building on site. This will ensure adequate
easements and finish floor elevations.
Provide easements for water, sewer and/or drainage in compliance with approved construction
plans.
Please submit a revised digital "check print" (PDF format) prior to submitting blackline mylars with
original signatures.
Original signatures and seals will be required on two blackline mylars prior to filing the plat.
Mylars will not be accepted if any erasures or original ink, other than signatures or seals, appear
on the plat.
A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off -site sewer extensions, off -site drainage and utility easements and
impact fees.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and
Sediment Control Ordinance No. 946, as amended.
This plat must comply with the underlying zoning district and is subject to any requirements
therein.
