1. CALL TO ORDER
Mayor Terrell called the joint meeting of City Council and Crime Control and Prevention
District Board to order at 5:32 p.m.
2. COMMUNITY RECREATION CENTER OVERVIEW.
Director of Community Services Chris Tribble provided the Council and Board of
Directors with a review of the Community Recreation Center. The presentation included
the schematic design; approve concept plan; project timeline; facility construction
phases and renderings. Mr. Tribble informed Council and the Board of Directors that
staff is working on a webpage, which outlines the projects and will include financial facts
and information related to the upcoming May 2015 election.

There were no questions for Mr. Tribble.
Finance Director Sharen Jackson provided a financial update on the Community
Recreation Center project. Ms. Jackson advised Council and the Board of Directors
that Phase I of the project has been funded by cash and Phase II will be funded by cash
(25 %) and debt (75 %). Ms. Jackson reviewed funding options— Strategic Initiative Fund
(SIF), Southlake Parks Development Corporation (SPDC), Tax Increment Fund (TIF),
Property Tax, Sales Tax District (MDD/Type A), Public Private Partnerships (P3s) and
proceeds from sales of excess land. Ms. Jackson provided an overview of the debt and
operations obligations for the Crime Control and Prevention District for years 2014
through 2017. Ms. Jackson informed Council and the Board of Directors that if the
sales tax collected for the Crime Control and Prevention District were reduced from 1/2
cent to 1/8 (.125) by the voters in May 2015; the fund would be able to sustain the debt
obligations, School Resource Officer program (SRO) and equipment. Ms. Jackson
advised that the fund would have approximately 1.8 million in May 2017 if the allocation
of sales tax was reduced to 1/8 (.125) by the voters in May 2015.
Staff, Council and the Board discussed the current sunset date of the Crime Control
Prevention District Board, reauthorization election in May 2017 and the importance to
educate the public of the City's direction.
3. DEPARTMENT PUBLIC SAFETY (DPS) NORTH TRAINING FACILITY
OVERVIEW.
Fire Chief Mike Starr provided an overview of the new facility and advised that the grand
opening is scheduled for January 13, 2014. The facility will be open for tours during the
grand opening.
4. EXPANDED SCHOOL RESOURCE OFFICER PROGRAM UPDATE.
Police Chief Steve Mylett provided an overview of the school resource officer program
and most recent successes of the program.
5. MEETING ADJOURNED.
Mayor Terrell adjourned the meeting at 6:28 p.m.
