Curtis Young with the Sage Group came forward to present Items 11, 12 and 13
together. Mr. Young presented the changes that were made based on the previous
meeting and the discussion with the Commission and surrounding neighbors.
Vice Chairman Parrish opened the public hearing.
Bob Fusella, 409 Shady Lane came forward in support of this development. Tim
Bradford, 405 Shady Lane came forward in support of this development.
Susan Johnson, 839 Simmons Court came forward. Lloyd Satterfield, 2417 Greenbough
Lane came forward. Hunter Haas, 616 Shady Oaks came forward. Linda Stewart, 1112
Shady Lane came forward. Joe Bonola, Roanoke, TX came forward. Lehmann, 1100
Shady Lane presented a letter in opposition. Laturno, 413 Shady Lane presented a
letter in opposition. The concerns expressed were density, traffic patterns, increased
traffic, and deviation from the 2030 plan.
Vice Chairman Parrish closed the public hearing and asked the applicant to come back
forward.
Mr. Young with the Sage group came forward to address the concerns addressed.

Commissioner Forman asked for clarification regarding traffic patterns.
Vice Chairman Parrish expressed concerned about the density along the lots on the
south side. The suggestion would be to lose one lot to increase the remaining lots.
Commissioner Forman and Commissioner Smith agreed.
Motion to approve Ordinance 1082 (CP13 -009) subject to Staff Report dated
January 31, 2014.
Motion to approve Ordinance No. 480 -656 (ZA13 -134) subject to Staff Report
dated January 31, 2014 and Development Review Summary No. 2 dated January
10, 2014. Limit construction traffic to enter from the frontage road only and the
applicant's willingness to eliminate one lot on the south side.

Vice Chairman Parrish opened the public hearing and read aloud a comment card. Mike
Lafavars, 303 E Highland Street is in support of this development but does not wish to
speak. Vice Chairman closed the public hearing.
The Commission discussed mitigation and caliper.

HEARING
Principal Planner, Richard Schell stated that Items 14 and 15 were tabled previously
and that the applicant would be making the presentation.
Jeff Medici with MDP Southlake LP came forward and gave a presentation addressing
the concerns address at the previous meeting.
Steve Stoykus, with Cambria (Choice Hotels) 1 Choice Hotels Circle, Rockville, MD
came forward and explained the brand name and the history of the hotel. Mr. Stoykus

gave a presentation showing the hotels that are currently existing.
Skylar Skikos with Fillmore Capital Partners located at 4 Embarcadero Ctr 710, San
Francisco, CA came forward and presented the development plan.
Phillip Stewart with Myhre Group Architects, 620 SW 5 Avenue in Portland OR came
forward and discussed the architectural features for the development.
Commission Forman asked Fillmore Capital regarding the portfolio of the business and
what makes this hotel fit here.
Mr. Skikos explained the investment portion of the development and what makes this
hotel fit in regards to the amenities and the product presented.
Commissioner McCaskill and Commissioner Forman asked about the architectural
features.
Mr. Stewart clarified the exterior features and materials.
Commissioner Forman asked about the customer feedbacks the company has had.
Mr. Stoykus explained what was mentioned the most in the surveys from customers.
Commissioner Kubiak asked about the quality of material.
Vice Chairman Parrish asked about interior features.
Mr. Medici and Mr. Stewart showed the interior layout of the hotel.
Vice Chairman Parrish asked to see more landscaping in the parking area.
Commissioner Forman verified that the main entrance will be SH 114.
Vice Chairman Parrish asked for clarification regarding the retail use.
Mr. Medici gave examples and explained the services.
Vice Chairman Parrish, Commissioners Forman and Kubiak expressed concern about
the phasing of the project.
Mr. Skikos explained that with the hotel and convention center built, it would feed the
need for the other portions of the development.
Vice Chairman Parrish opened and closed the public hearing.
Motion to approve Ordinance No. 480 -657 (ZA13 -135) subject to Revised
Concept/Site Plan Review Summary No. 2 and Staff Report dated January 31,
2014 with variances requested: 1) The driveways do not meet the minimum

required stacking depth of 150'. Approximately 17.6' of stacking depth is shown
on the N. Kimball Ave. driveway and 34.2' of stacking depth is shown on the S.H.
114 driveway and 2) Subdivision Ordinance No. 483, Section 8.01(A), as amended,
requires that every lot front on a public or a private street. A variance is
requested to allow the lots to be configured as shown on the Concept Plan with
the following stipulations; address the entrance to the hotel on the southeast
corner of the hotel, additional landscaping on the east side of the parking along
the hotel and further layout for the circle entrance and provide renderings of
future uses and the fountain use in the front and pedestrian walkway to the green
space.

3, 2014 and Staff Report dated January 31, 2014 with variances requested: 1) The
driveways do not meet the minimum required stacking depth of 150'.
