Subject: Award contract to Durable Specialties, Inc. for the Installation
of FM1709 illuminated street name sign and battery back-up
project in the amount of $470,000.
Action
Requested: Award contract to Durable Specialties, Inc. for the Installation of
FM1709 illuminated street name sign and battery back-up project in
the amount of $470,000.
Background
Information: The purpose of this item is to award a new construction contract the
installation of illuminated street signs and battery back-up systems
at all the traffic signals located in Southlake along FM 1709. The
battery back-up will allow for continued functioning of the traffic
signals in the event of a power outage. The illuminated street signs
will improve safety to the driving public by improving the visibility of
major intersection signage. Intersections include SH114,
Commerce, Nolen, Kimball, Village Center, Central, Carroll, Byron
Nelson, White Chapel, Shady Oaks, Waterford, Peytonville, Davis,
and Pearson.
Two (2) bids were received on January 14, 2014. The bids have
been reviewed by Lee Engineering, LLC and city staff and are
tabulated as follows:

Durable Specialties, Inc. $470,000
Roadway Solutions, Inc. $545,000
This project was also bid in January 2013, however, the bids came
in higher than the anticipated costs. There was not enough funding
to pursue the project at that time. Additional funds were budgeted
from red light camera money to fund the current project. Lee
Engineering, Inc. recommends award of the contract to the low
bidder, Durable Specialties, Inc. The City Staff concurs in this
recommendation.
Financial
Considerations: The recommended contract award amount is $ 470,000. Funds are
available in the Strategic Initiative Fund and Red Light Camera
Fund. The current available project budget is $500,000.
Strategic Link: The installation of illuminated street name signs and battery back-
up systems links to the city's strategy map relative to focus areas of
Infrastructure and Mobility. The project will serve our customers by
achieving the highest standards of safety and security. It provides
travel convenience within the City and region. The specific
corporate objectives that are met by this construction project are to
invest to provide and maintain high quality public assets.

Legal Review: This is the standard construction services contract that has been
previously reviewed by the City Attorney.
Alternatives: The Council may award the contract to Durable Specialties, Inc. or
reject all bids.

Per your request, we have reviewed and tabulated the bids submitted by the following
Contractors for this project. The bid tabulations can be seen on the page attached to this letter.
Durable Specialties, Inc - $470,000.00
Roadway Solutions, Inc. - $545,000.00
After reviewing all bids, it has been determined that Durable Specialties, Inc, was the low bidder
for the project.
Durable Specialties, Inc. meets all requirements set forth in the contract documents and have
performed well on several projects designed by Lee Engineering, LLC.
Therefore, it is recommended that Durable Specialties, Inc. be awarded the contract for this
project.
