EXECUTIVE
SUMMARY: On behalf of Bob Jones Nature Center, Audra Lewandowski is requesting
approval of a specific use permit to allow a mass gathering on property being
described as Blocks 7 and 8, and adjacent rights of way, Southlake Town
Square, Phase I, an addition to the City of Southlake, Tarrant County, Texas
and located at 1400 Fountain Place and 1400 East Southlake Blvd., Southlake,
Texas. Current Zoning: "D7 Downtown District. SPIN Neighborhood # 8.
DETAILS: This event, formerly known as Southlake Green Day, has been successfully
held annually since 2009. The following is an overview of the applicant's
request:
• The event is planned to be held on Saturday, March 29, 2014 from 10
a.m. to 5 p.m. (set up time 8 a.m.);
• There will be up to forty-two (42) tents and/or exhibit booths set up in
the Rustin Park area and Fountain Place;
• Automobiles- They may have hybrid vehicles on display along Fountain
Place for the day;
• Bounce houses in place of the Title Sponsor tent areas (tentative);
• Exhibitors will have the option to sell products;
• Requesting approval of Specific Use Permit for up to five (5) years,
unless the scope of the event changes.
The purpose of this event is to promote and provide information on "green"
products and current trends in environmental stewardship. The applicant has
included a sign proposal as part of this specific use permit which includes
multiple (44) 24-inch by 24-inch signs at various locations throughout the City
six (6) days prior to the event date for promotional purposes. Exhibits for the
sign proposal are included in attachment `C' of this staff report.

HISTORY: This event, formerly known as Southlake Green Day, has been held
annually since March 2009. There have been approximately 1000 in
attendance throughout the day for the event.
February 17, 2009; City Council approved the application as presented
for one year (ZA08-099).
December 1, 2009; City Council approved the application as presented
for one year subject to Green Fellows, Inc. obtaining 501 C3 Non-profit
status prior to the event (ZA09-043).
November 16, 2010; City Council approved the application as presented
for a three-year period (ZA10-061).
P&Z ACTION: January 9, 2013; Approved as presented subject to the staff report
dated January 8, 2014.
STAFF COMMENTS: The City Council shall consider the following in determining whether to
grant a Specific Use Permit for a mass gathering event according to the
Comprehensive Zoning Ordinance No. 480, Section 45.14c, as
amended:
1. whether there is convenient and safe access for the ingress and
egress of pedestrians and vehicular traffic;
2. whether sufficient traffic control personnel is proposed to insure
safety to all members of the traveling public, including pedestrians,
along all public roadways in the proximity of the mass gathering
and/or along which the public is likely to travel to reach the mass
gathering areas shall be provided;
3. whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary
facilities, and appurtenant equipment;
4. whether sufficient illumination will be provided at night to protect the
safety of the persons assembled; (Not Applicable)
5. whether adequate parking areas, including disabled persons'
parking spaces, shall be provided for persons arriving by vehicular
means. If the promoter proposes to utilize temporary off -site parking,

then the promoter the mass gathering event the off -site temporary
parking area will not be utilized for purposes other than the mass
gathering event; and
6. whether adequate provisions have been made for food supply,
medical assistance, garbage disposal, water supply, parking,
sanitation and toilet facilities, vermin control, and safety.
The City Council may establish specific conditions depending upon the
nature of the proposed event and traffic, health and safety issues
according to Ordinance 480, Section 45.14.a, as amended.
The applicant is required to obtain all necessary permits regarding
qualifying tents and signage.
Signage is not allowed to be placed within the public right of way.
Due to the limited scope of the event no staff review summary has been
provided for this proposal.

Green Fest Southlake
Green Fest is Southlake's premier opportunity to learn about the many ways to be environmentally
friendly, endow a sustainable future, and improve daily living by going green.
Green Fest Southlake is free to the public and scheduled for:
Southlake Town Square
Rustin Park
March 29, 2014
10:00 AM - 5:00 PM
The event hosts approximately 40 exhibitors, business offering green/eco-friendly products and
services. Exhibitors may begin set-up is at Sam that morning, and tear -down starting at 5pm. See the
attached map.
For the 2013, we had bounce houses for the first time, and the kids loved them. They took the space of
a Title Sponsor on Fountain Place. If we have the opportunity for the bounces houses again, we will
offer them, as they generate revenue for the non-profit, Bob Jones Nature Center.
Like our previous years, there will also be entertainment, fabulous raffle/drawing prizes, a scavenger
hunt for students Kindergarten through the 6th grade, and we will be giving away two (2) Apple iPads.
We invite you to be a part of Southlake's campaign to spread the word about how we can all work
together to save and protect our precious resources!

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING EVENT FOR SOUTHLAKE GREEN FEST EVENT
ON PROPERTY LOCATED AT 1400 FOUNTAIN PLACE AND 1400 E
SOUTHLAKE BOULEVARD BEING LEGALLY DESCRIBED AS
BLOCKS 7 AND 8, AND ADJACENT RIGHT-OF-WAY, SOUTHLAKE
TOWN SQUARE, PHASE I, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE
APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering event for Southlake Green Fest Event
has been requested by a person or corporation having a proprietary interest in the properties zoned
as "D7 Downtown District; and,
WHEREAS, in accordance with the requirements of Sections 45.1 (36) & 45.14 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested
and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering event for Southlake Green Fest
Event on property located at 1400 Fountain Place and 1400 E Southlake Boulevard being legally
described as Blocks 7 And 8, and adjacent right-of-way, Southlake Town Square, Phase I, an addition
to the City of Southlake, Tarrant County, Texas, according to the plat recorded in Cabinet `A', Slide
4892, Plat Record, Tarrant County, Texas, more fully and completely described in Exhibit "A", and as
depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit "B" and
providing an effective date, subject to the provisions contained in the comprehensive zoning
ordinance and the restrictions set forth herein. The following specific requirements and special

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
