PARKS AND RECREATION BOARD MEETING: November 11, 2013

Vice Chairman Chad Patton, Secretary Sherry Berman and Board Members Gregg Formella,

PARKS AND RECREATION BOARD MEMBERS ABSENT: Lori Palmer

1. CALL TO ORDER
Chair Wasserman called the meeting of the Parks and Recreation Board to order at
6:01 p.m.
2. CONSENT AGENDA
Consent Agenda items are considered to be routine by the Board and are enacted with
one motion. Chairman Wasserman read the consent agenda items into the record.
2A. APPROVAL OF THE MINUTES FROM THE OCTOBER 14, 2013 PARKS AND RECREATION
BOARD MEETING.
There were no corrections to the meeting minutes.
2B. ABSENCE OF PARKS AND RECREATION BOARD MEMBERS
Park Board members considered the absence of Board member Formella from the
October 14, 2013 meeting. A copy of the attendance log was distributed in the meeting
packets.
APPROVED
A motion was made to approve the Consent Agenda to accept the October 14, 2013
minutes as presented and excuse the absence of Board member Formella.

3. PUBLIC FORUM
Chair Wasserman opened the public forum and asked for anyone wishing to speak to
come forward. There being no one wishing to speak, public forum was closed.
4. CONSIDER: There were no Consider items for this meeting.
5. DISCUSSION:
5A. CONSTRUCTION MANAGEMENT REPORT
The monthly Construction Management Report was included in the meeting packet.
Deputy Director Happold responded to questions about Bicentennial Park project
financial issues and progress on the Community Recreation Center.
5B. PARKS AND RECREATION POLICIES REIVEW KICKOFF
Deputy Director Happold reviewed a list of anticipated parks and recreation policies to
be reviewed and updated during 2014. The list will be emailed to the Board for their
suggestions to add to the list. Components of the policies will be brought forward for
discussion throughout the process. Following component updates, a consolidated policy
will be presented to the Board for a recommendation to the City Council.
5C. SOUTHLAKE 2030 PLAN — MOBILITY PLAN UPDATE
Park Board members Sherry Berman and Lori Palmer represent the Parks Board on the
2030 Mobility Plan component. Board member Berman reported the committee's
recommendations on the Mobility Master Plan was presented to SPIN November 4,
2013 and will be presented to City Council for first reading November 19, 2013 meeting.
Staff responded to the following topics prior to conclusion of the meeting: Current and future
programming opportunities for the senior population, including "empty nesters," to meet
changing demographics of Southlake residents; Usage of Liberty at Sheltonwood Park and
marketing opportunities to increase visitors to the park; and Board members wish to receive
via email or in the Director Memo's "Items of Interest" section park - related items to be
presented at City Council, if available.
