Background
Information: The Mobility Master Plan is a component of the Southlake 2030 Plan, the city's
comprehensive plan. The comprehensive plan is a reflection of the
community's values and serves as a blueprint for Southlake's future. More
specifically, the comprehensive plan establishes a framework to coordinate the
city's activities and to guide the city's decision -making for the next 20 years. As
such, the comprehensive plan and its components are updated on a regular
basis.
The Mobility Master Plan is a comprehensive plan for transportation systems
that will serve the mobility needs of residents, businesses, and visitors and will
guide transportation investments. It is multimodal — that is, it addresses
mobility needs for vehicles, bicycles and pedestrians. The purpose of the
Mobility Plan is to identify the transportation needs of the city. It identifies the
future transportation network that will be needed to serve the projected
population and employment growth and increased travel demand. The Plan
identifies policies, programs and projects for implementation and development
and guides funding decisions.
Specific
Considerations: 1) During the Planning & Zoning Commission meeting held on November 7,
2013, staff received public input from local resident Mike Mills regarding
some of the plans recommendations. The Planning & Zoning Commission
included in their motion that staff forward this information to City Council for
their consideration. Mr. Mills letter can be found at the end of Attachment `E'
of this memo but in summary include the following two recommendations:
• Consider removing sidewalk priority segments D(83) and E(303), both
along S. Kimball Avenue providing connectivity to the Cottonbelt Trail,
from Tier 1 segments and replacing it with segment 205 which is a
sidewalk along the west side of Brumlow Avenue from Timarron to the
Cottonbelt Trail and anticipated to be constructed as part of the Brumlow
widening project (MT14).
• Consider moving AT8 (The consideration of adding a grant writer/sidewalk
coordinator position) from a Tier 2 project to a Tier 1.
2) Rucker Road / Tower Plaza Roundabout: Staff is requesting the City Council
consider providing a more detailed recommendation for Thoroughfare
recommendation MT12. As development is beginning to occur around this
intersection staff is in need of further direction by City Council for this
intersection. A history of this roadway section can be found under
Attachment `F' of this memo.
Financial
Considerations: None. Any recommendations requiring funding resulting from the approval of
this plan will be considered during the review of the Capital Improvements
Program (CIP).
Strategic Link: The Mobility Master Plan relates to all focus areas of the City of Southlake's
strategy map.
Citizen Input: A SPIN Meeting and Open House was held on October 9, 2013 for several
hours. In addition, four (4) Mobility Master Plan Committee meetings were held
from September 2012 to September 2013 which were open to the public as
well.
Planning & Zoning
Commission: November 7, 2013; Approved (5-0) noting that the City's resident, Mike Mills,
will email his recommendations of changes and comments to City staff relating
to connectivity to the Cotton Belt Trail.
City Council:
November 19, 2013; Approved (7-0) on consent.
Legal Review:
This item is under review by the City Attorney.
Alternatives:
Recommend modifications to the proposed Mobility Master Plan or approve 2nd
Reading of the Mobility Master Plan as presented.

EXECUTIVE SUMMARY
The City of Southlake Mobility Master Plan is a comprehensive plan for transportation systems that
will serve the mobility needs of residents, businesses, and visitors and will guide transportation
investments. It is multimodal — that is, it addresses mobility needs for vehicles, bicycles and
pedestrians. The purpose of the Mobility Plan is to identify the transportation needs of the City. It
identifies the future transportation network that will be needed to serve the projected population and
employment growth and increased travel demand. The Plan identifies policies, programs and projects
for implementation and development and guides funding decisions.
The transportation system forms one of the most visible and permanent elements of a community.
Accordingly, the Mobility Plan establishes the framework for the community's growth and development
and, along with the Future Land Use Plan, forms a long-range statement of public policy. By
incorporating programmed land uses and densities of the Future Land Use Plan, strategies can be
developed that maximize the land use / transportation relationship.
As Southlake experiences further residential and commercial growth and approaches build -out,
transportation facilities and internal movement become greater concerns. Accessibility to industrial
and commercial areas, residential neighborhoods, schools, recreation centers and other traffic
generators is essential in creating a transportation system that will move goods, services and people
efficiently, conveniently and safely.
The Senior Director of Planning & Development Services conducted a presentation on the Mobility
Master Plan during the SPIN meeting. This recorded video presentation can be found on the City's

No specific comments or questions were made during the presentation of the Mobility Master Plan;
however, staff did address various questions and made several clarifications during the open house
portion of this meeting earlier that consisted of various parts of the plan including CIP projects, bicycle
lanes and sidewalks.

I attended the work session of The 2030 Mobility Plan on 29 June and would like to ask each of you to reconsider
the prioritization of where we connect our 5outhlake Multi -Use Trail System to the Calton Belt Trail_ I was
surprised and amazed that the Kimball connection (Ia " a') is currently proposed as a "Tier 1" priority (which to
me means "likely to be constructed in the next 12-18 months") while the Brumlow connection (ID "205" ) is
considered a "Tier 3" (which to me means "not likely to be constructed in our lifetime"}.
I believe the facts support that the Brumlow connection should be the Tier 1 priority for our intercity connection_
Before listing the facts to consider in support of that recommendationlrequest I offer a couple of broader
comments regarding the intercity connectivity:
-With Colleyville about to be finish the bridge over Big Bear Creek the Cotton Belt Trail linking The Stock
Yards to Grapevine will be complete.
School to neighborhoods, and Parks to Parks trail connectivity should be prioritized over intercity
connectivity.
-Brandon was spot on in his comment last night that our core 5outhlake client base far Multi -use trails is
not commuters or the serious bike riders who are few in number and will ride the roads anyway, but rather the
5outhlake families who ride or walk recreationally or for light exercise.
Safety of access to the Cotton Belt by these core users is important and currently kids and for
practi calls afety purposes adults as well cannot access the Cotton Belt without riding on busy traffic lanes on the
busiest arterials leading into our city.
As it pertains to whether Brumlow or Kimball should be the priority:

-Brumlow is centrally located to the population concentrations (e_g_ the 1600 home Tmarron Development
with an extensive internal network of trails) while Kimball is at the eastern end of the city in an very lightly
populated industrial area (location of Dragon Stadium is not particularly relevant since there are major crowds
there may 5 or 6 times per year and then there are great numbers of DPS personnel on hand and drivers are
aware of the large number of people on foot by definition).
-Brumlow connects to the existing Multi -use Trail system on Continental and on Byron Nelson giving an
ease of access that Kimball does not.
-Brumlow also connects with and opens up to our citizens the Grapevine and Colleymlle Trail system across
SR 26 where Brurrllow becomes Pool-
-While Kimball is at almost the SE end of The Cotton Belt, Brurnlow provides direct usable distances in
both directions as well as to the Colleyviille/Grapevine park and trails systems_
The Brumlow gap where the existing Multi -use trial dead ends at the southern edge of the Timarron development
has existed for over 10 years and with Colleyville filling in the gap south bound to The Stockyards the time has
come to get this intercity connectivity gap closed since it provides the most useful connectivity to the largest
number of citizens. While I realize there are political reasons that "discourage" prioritizing the Brumlow
connection I believe it is time we suck it up and do what the facts logically support as the best link to the Cotton
Bell.

PS Yes I am a little emotionally invested in this subject since it is what led me as a Timarron resident to attend
my first Parks Board meeting about 12 years ago which led to SPDC, Parks & Rec, Zoning Adj, SDCA etc_
While I no longer live in Timarron and am probably closer geographically to the Kimball link 1 still firmly believe
the Brumlow link is the better link to the Cotton Belt for the majority of our citizens -

Thank you for contacting the City of Southlake and your interest in sidewalk construction along West
Dove Street. Please see the attached development plan for Savannah Estates which is currently
under City Council consideration for approval. Depicted on the plan, you will see an eight foot trail
planned from the east side of SH 114 which will continue to a five foot sidewalk along the
development. The five foot sidewalk will pick back up with the development to the east and continue
to a ''conceptual" round about. The round about is currently in a design study phase and may be up
to three years out as far as construction. Please note that all City of Southlake road construction
projects include a priority for sidewalks. We will include your request for sidewalk construction along
this portion of Dove to be considered for the annual sidewalk priority list which staff recommends to
City Council for approval in December of every year; that will be the time we will take a look at any
gaps remaining once other projects have been either completed or designed for construction. The
recommendations for sidewalk locations are dependent on availability of funding, connectivity to
schools and parks, feasibility of acquiring right of way, and ability to mitigate issues such as drainage.

Thank you for your interest in sidewalk construction in Southlake. We received your request for sidewalk on N.
Peytonville, from Southlake Blvd. to Ten Bar Trail. This segment was considered for FY2012 construction but
ultimately not approved. I will keep it on our list for FY2014 and re-examine the possibility for construction of that
segment. The recommendations for sidewalk locations are dependent on availability of funding, connectivity to

This information is fiery helpful to us as we stove to make Southlake a safer and more walkable community_
We are currently in the process of updating our Southlake 2030 Mobility Master Plan, and as a part of this plan
we are analyzing and making recommendations for crosswalk improvements throughout the city_ We will make
specific note of this intersection and consider possibilities for improving the crossing as we update the Mobility
Master Plan.
Once recommendations have been made, we will explore options for funding crosswalk improvements, and since
FM 1709 is a state-owned right of way, we would also need to gain input and approval from Tx DOT for any
physical improvements at this specific intersection with Carroll Avenue.

The recommendation made by the committee was to list the N,Carroll study as Tier 1 recommendation in the
Mobility Plan. The plan recommends a number of traffic related studies be performed throughout the City. These
studies are prioritized as either tier 1 (1-3 years), tier 2 (3-7 years) or tier 3 (beyond 7 year) projects. Once the
Mobility Plan is adopted, the N. Carroll study will be placed in the Public Works worts plan and most likely carried
out by a traffic engineering consultant. After the N_ Carroll study is completed, the recommendationsfaptions
will be presented to City Council. Based on comments from City Council, facility improvements may be funded
for construction through the Capital Improvements Program or another transportion funding source_ In terms of
the attachments, I will provide them to the committee at the August meeting and they will be included in the PZ
Commission and City Council packet as the plan moms through the public hearing process_ Thanks. Ken

I just want to confirm what was said at the recent 2030 Mobility Committee meeting. At the end of that
meeting I spoke regarding traffic issues along N. Carroll Ave between 114and 1709. Several of my
neighbors in Southview and Foxborough and Lakewood also expressed their concerns. Please correct
me if I am wrong but I believe the general understanding was that traffic issues along Carroll would be
fully studied by the Committee. I have attached my original email regarding same to my neighbors that
gives more detail. 1 have also attached just couple of their responses.
Ken can this citizen input be included with the Committee's records of that meeting? ❑r would it be
better if I just sent this information sepa rately to Council a nd other Staff? It would be good for
Lakewood, Southview and Foxborough neighbors to know they have been heard and their concerns
addressed when future mobility plans are made for this important north -south corridor.

As you know Carroll Ave or ....Carroll School Road ...as it was traditionally know years ago .....is one of
the primary North -South corridors of our city. As the City has grown so has the traffic demands on N
Carroll. Between 114and Southlake Blvd. New development is coming.
I would like to respectfully ask foryour help and input in suggestingto the Mobility Plan committee
that nowwould be agreat time forthe Cityto undertake a real detailed longerterm study for better
mobility along N Carroll Ave. This plan should include sidewalks and crosswalks but also new traffic
lights, new roads into Town Square and the increasing congestion at 114and N. Carroll.
It is my understand that special overlays to guide future development along 114and Southlake Blvd
have been adopted. This makes sense since these highways are ourprimary East—West routes.
However North South routes have not been studied in detail comprehensively to date. With the
growth of development on Carroll with new restaurants and office buildings etc.....I feel strongly that a
long term comprehensive mobility plan should be developed for N. Carroll. A patchwork approach will
no longer work.
To this end, I would like to encourage you to become involved in this issue that affects your life every
day. If you cannot attend the meeting then please email back to me your thoughts and ideas regarding
mobility N. Carroll Avenue. The more homeownervoices we have the better job ourexceIlent city staff
and city officials can do.
Below I have include a map of this area and some of the traffic issues I have noticed that are numbered
and referenced. These are only my thoughts and opinions Please considercorn ing to the meeting or
sending me your thoughts so I can pass them along.

North Carroll Mobility Concerns: Please provide any feedback

1) 5W corner of 114and Carroll has traffic problems since the development of the property.
a) "7-11" Parking is very congested with trailers and trucks coming through constantly. There really is
not room for two way traffic with the parking provided. This development is "grandfathered in" . Is
there any way to work with property own erto improve the traffic flow especially how in come into and
off of Carroll? There is plenty of space at the rear of this property that is not being used at all. Is there a
practical way to rework the flow? One way around the property?
bj Traffic exiting the 7-11 property thatturns right on Carroll but wants to go back to 114 now makes a
U-Turn at Lakewood opening causing backups and confusion. Lakewood residents cannot get out and
since this is very close to 114 a traffic light is not possible.
cj Trucks and vehicles towi ng trai le rs with equipment cannot make the U-turn here so they go over
the curb onto the Greenway property which will likely be developed soon. This will be a problem for
the development.
2) Lakewood Drive seerns to be increasing used by Southview and Fox borough residents as a way to
get to 114. One of the potential reasons could be that since the medians were built by the State on
Southlake Blvd. Foxborough and Southview residents cannot turn left out of Foxborough to go east.
One alternative is for residents to backtrack and go to Carroll Oaks Lane and turn right on Lakewood to
get to Carroll and get on 114. This places more traffic in the area without alight. It has been suggested
that Lakewood Acres homeowners might be better off security wise with Lakewood being a right in and
right out. The thought here is that then the median cut through Carrol I at Lakewood could be
elirninated which would in turn help solve the backup and the U-Turn problems from 7-11. However
this would mean that Lakewood residents that wanted to go to 114 would either have to turn right and
made a UTurn at the UPS. Another option for Lakewood homeowners would be to take Carroll Oaks-
Southview Trail -....then Southcrest. Interestingly Southcrest lines up nicely with Division alongside the
DPS. If there was a signal light potentially at this intersection residents aiongCarroll in
Lakewood{Southview{Foxborough would actual I have a way of getti ng across Carroll. Additionally any
traffic light at this location would be far enough from 114. This would also allow for a crosswalk atthis
point and give residents a second controlled way to get across Carroll. (depending on what happens
with the crosswalk at Ownby.)
3) DPS traffic signal. Traffic does get confused aboutwhere the "intersection" when fire trucks and
emergency vehicles leave the DPS. Cars frequently stop past the indicated area. This light could
potentially be used for pedestrians if the proper equipment was installed as well.
4) New street north of DPS on Carroll going from Carroll to State. How does this tie intothe flow of
the new development? Is there median access?
5) New Light already approved at Federal way. This is being installed and will certainly help shoppers
from Town Square get out of Town Square. A right turn lane is being put in too. However it iS another
traffic signal on Carroll and unfortunately does not help residents from Lakewood/South
vi ew/Foxb o ro ugh cross Carroll.
6) Ownby crosswalk. It is my understandingthis is under consideration to be moved to the light at
Federal Way. Is this the best way to help residents from Southview or Foxboro ugh get across Carroll
since there on no sidewalks going South on Carroll from Southcrest or North from Own by?
7) State Street. If the completion of State Street across from McPherson Park could be expedited
then it would give shoppers leaving Town Square two additional ways go leave. By Division along the
DPS and continuing on State Street north Onto the access road to 114.
Sidewalks. With the completion of the development on the SE cornerof 114and Carroll there will be
sidewalks along the east side of Carroll from North to south. However unless the residents get across
the street safely they are unable to use them. Sidewalks on the west side of the street would seem to
be appropriate longterm forthiscentral corridor

The following is the text that I spoke from at P&Z meeting last week. Part of it I literally read and parts I
paraphrased. Sorry for the delay in getting this info to you. Also for your back pocket I have done
some research on the trails administer concept and have collected some job descriptions from other
communities that have used it successfully.

I have two comments regarding the 7 October 2013 Draft of the Mobility Master Plan:
The first has to do with the relative priority ranking of two of the intercity multi use trail components and
the second has to do with the policy recommendation to create an interdepartmental trails and
sidewalks coordinator position on city staff.
Regarding intercity trail connectivity:
-The primary intercity multi -use trail Southlake has available to link with is the Cottonbelt Trail running
from Grapevine to Fort Worth, paralleling SR 26 on our SE border. With the most recent construction
on SR 26 about to be completed the gap in the trail including a bridge over Big Bear will be complete
making the trail essentially continuous from Grapevine to Forth Worth after over a 10 year multi -city
effort, yet our Southlake trail system still does not connect to this intercity route.
-Instead Southlake has had a dead end multi use trail on Brumlow at the edge of the Timarron
development for over 10 years, leaving a 2280' gap between our trail network and this intercity route
that requires our citizens to walk, run or ride bikes for about a half mile in the traffic lanes of one of our
busiest arterials.
-In the draft plan before you, this gap is buried as item #205, a "tier " element, and is tied to a Brumlow
widening project which is also a Tier 3 project (roadways) ...... meaning it is unfunded for a minimum of
another 7+ years.
-Meanwhile a similar length trail section to connect to the Cottonbelt Trail via Kimball is listed as a Tier 1
element and is included as #4 and #5 items on the Priority List.
-To me this dramatic disparity between where these two possible connections to the Cottonbelt intercity
Trail are rankedlprioritized is in conflict with the prioritization criteria stated in the planning document
and makes no sense logically. The plan lists 6 criteria for prioritizing trail projects which are pro)amity to
schools, parks, eAsting and future trail elements, adjacency to roadway types and intercity connectivity.
The Brumlow route would rank higher than the Kimball route on 5 of the 6 criteria and would be equal
on the 6th. (note that logistics nor cost is documented as being a criteria for ranking and to do so
would confuse the "investment" decision with the "financing" decision._... one is what we want to do and
the other is how we would pay for it and capital budgeting should treat these as separate decisions
otherwise one would do all the low cost but least desirable projects).
-Not included in the criteria is the fact that the Kimball area has very little residential population and is at

the edge of our city making access logistics a challenge by our citizen users while the Brumlow
connection is more centrally located to our residential population and would have central connectivity to
our eAsting and planned trail system, making usage more compelling and practical.
-Given the documented criteria used by the plan and common sense, I would ask you to consider
Flipping the prioritization given the Kimball intercity trail connection with that of the Brumlow connection...
i.e. flipping project ID "D" and "E" with project ID #205. (note that the Brumlow segment is also over
300' shorter.
Secondly, having to do with Policy Recommendation ATB:
I strongly and enthusiastically support the creation of a trails coordinator position to operate across
departmental lines in coordinating the planning, construction, advocacy and communications, and grant
writing associated with trials and sidewalks. In the plan I request that you name a responsible
department rather than kicking the can down the road by leaving it TBD (my opinion is that it should be
in Planning (Planning) but should have a dotted line to Public Works (construction and maintenance),
Parks & Rec. (programming and productivity), the City Managers Office (Communications) and Public
Safety. Having multiple bosses on the surface could be a challenge but the right person in this position
could not only make great strides in moving our trails system forward both physically and in usage but
by facilitating the interdepartmental coordination required would make a number of those bosses look
quite good with very little time commitment on their part. There are cities in our part of the country that
have used this approach very successfully in getting the job done quickly and with little or no cost.
Grant money is out there and has been tapped at the state and federal levels by neighboring
communities for millions while we have settled for a few hundred thousand.....this position should be a
profit center financially while creating a first class trail system. We need to thing bigger and we need to
find a dynamic, highly motivated and skilled person to act in this capacity. Based on the cost/benefits
both financially and in quality of life in our community that this position can affect, I ask that you prioritize
this recommendation and move forward to implement it.

History of Rucker Road / Tower Plaza Roundabout
With the recent approval and pending construction start of the Park Village project, City Council will
soon be presented an economic incentive proposal in the form of a 380 agreement. One of the
elements of the project which the City Council may need to have additional background on is the
roundabout located at the intersection of Tower Plaza and Zena Rucker Road.
The roundabout was initially proposed by Hopkins Commercial as part of Southlake Crossroads
zoning and concept plan under case ZA05-068. The proposal included a portion of Zena Rucker
Road along the south boundary of the project and a proposed north -south local street connecting E.
Southlake Boulevard and Zena Rucker Road. Zena Rucker Road was adopted as part of the Master
Thoroughfare Plan on April 16, 2002 as an east -west two-lane collector street between Byron Nelson
Parkway and S. Carroll Avenue.
The north -south local street proposed between E. Southlake Boulevard and Zena Rucker Road, now
known as Tower Boulevard, along with the roundabout were proposals of the Southlake Crossroads
development and were not driven by recommendations of the City's comprehensive plan. Case
ZA05-068 was tabled prior to second reading of the zoning change by City Council and was never
brought forward due to opposition being filed by the adjacent property owner to the east (C.A. Prade
Estate). This item was withdrawn due inactivity.
A new case (ZA07-102 zoning and concept plan for Carroll Crossroads) was filed by the same
developer and included the northern portion of the Prade tract along with the Rucker/TowerBoulevard
roundabout. This case (ZA07-102) was never brought forward for consideration and was withdrawn
due inactivity. In the reviews of both plans, staff stipulated that theroundabout be reevaluated with
future plat or site plan submissions.
In 2007, Visions Southwest submitted a zoning and site plan for an office development known as
Invitation Park. This plan was approved on February 19, 2008. This property bordered the western
boundary of Tower Boulevard, proposed by Southlake Crossroads and also included a portion of
Zena Rucker Road (Tower Plaza Blvd. is not located on the Vision Southwest Property). Tower
Boulevard was shown on the Invitation Park as a "Future Street ROW" due to the pending Carroll
Crossroads plan. The Invitation Park plan did not show aroundabout. This plan was approved with
the intent of using a private driveway from Southlake Boulevard until Tower Boulevard was built.
Zena Rucker Road was planned with a later phase of the office development and included an
agreement between Visions Southwest and Zena Rucker with regard to the alignment and
construction.
Realty Capital Corporation received approval of a zoning change and site plan for the Plaza on
Southlake Boulevard (case ZA08-059) on December 2, 2008. This plan included TowerBoulevard, a
portion of Zena Rucker Road and a roundabout at the intersection of Zena Rucker and Tower
Boulevard. The portion of the plan including Zena Rucker and the roundaboutwas shown to be part of
a "Future Phase" and was conceptually planned under the "S-P-2" zoning that was approved.
Vision Southwest received approval December 7, 2010 of a zoning and site plan for Tower Plaza, a
hospital and medical office development which revises the previously approved Invitation Park office
development. The plan shows Tower Plaza and Zena Rucker Road along with a roundabout. The
access to this property is dependent on the off -site construction and dedication of Tower Boulevard
and construction of a portion of Zena Rucker Road. Agreements between Vision Southwest, Realty
Capital and Zena Rucker were executed which would allow for construction and ultimate dedication of
Tower Boulevard and a portion Rucker Road. Dedication was shown for the roundabout. The plans
submitted and ready for release of construction included conventional intersection at Zena Rucker
and Tower Boulevard. Construction was never commenced.
On September 20, 2011 the City Council approved the following recommendation as part of the 2030
Comprehensive Plan the Carroll/1709 Avenue Small Area Plan:
M2 Issue - Roundabout approved at intersection of "Plaza Drive" and Zena Rucker Road (Plaza
at Southlake Boulevard Concept Plan);
M2 Recommendation - Consider a roundabout at the intersection of Rucker and the north -south
connector. The small area plan recommends that the Mobility Plan include the locations of all
future roundabouts.
Winding Creek was approved on February 2, 2012. This residential subdivision includes area for
right-of-way dedication for a roundabout at Zena Rucker and Tower Boulevard by way of the
approved Preliminary Plat. This area has not been final platted. The staff review indicates that this
area should be dedicated as right of way on the final plat.
Also, while not a specific recommendation, the draft 2030 Mobility Plan text discusses that a
roundabout at Rucker Road and Tower Plaza should be considered at the time when traffic counts
justify the construction. The Mobility Plan is currently under consideration by City Council will have its
2nd Reading and Public Hearing at the January 7, 2014 meeting.
