Item 4HCITY OF SOUTHLAKE MEMORANDUM January 7, 2014 To: Shana Yelverton, City Manager From: Michael Starr, Fire Chief Subject: Approve the Purchase of a Type I Ambulance from Frazer Ltd, Inc. in the amount of $179,400. Action Requested: Approve the Purchase of a Type 1 Ambulance from Frazer Ltd, Inc. in the amount of $179,400. Background Information: Included in the FY 2014 Strategic Initiative budget were funds to purchase a new ambulance to replace an eleven year old ambulance. This ambulance currently requires a high level of maintenance. The current front line ambulance will be placed in reserve status, with plans to auction it off. The cost of maintenance on our reserve ambulance in the last fiscal year totaled $42,132.22. A new ambulance would also introduce more advanced technological features. This would increase the patients comfort level during transport to an Emergency Department which, in turn, provides a greater level of service to our customers. The Southlake Fire Department Apparatus Replacement Plan recommends the replacement of front-line ambulance units every 5 years. The Plan also recommends replacement of reserve ambulances every 4 years. Total service time for any Southlake Fire Department ambulance should not exceed 9 years. The current 2003 reserve ambulance is also a remount from a 1997 ambulance. The patient compartment portion of the vehicle was essentially removed from a 1997 chassis and mounted onto the 2003 Ford chassis. The patient compartment on the reserve ambulance alone is over 16 years old. Financial Considerations: The purchase of this ambulance was included and approved as part of the FY 2014 budget. The current HGAC bid is $179,400, which is within the budgeted amount. City Council Meeting Meeting Date — January 7, 2014 Page 2 of 2 Strategic Link: This item meets the City's focus areas of Safety and Security, Performance Management and Service Delivery. This item meets the corporate objectives of C1, Achieve the Highest Standards of Safety and Security; 134, Provide High Quality Customer Service; and F2, Invest to Provide and Maintain High Quality Public Assets. Citizen Input/ Board Review: NIA Legal Review: Final purchase contract will be sent to the City Attorney for review. Alternatives: Alternatives may include: • Approve the purchase of a Frazer Type I Ambulance through Frazer Ltd, Inc. • Non -approval of the purchase of a Frazer Type I Ambulance through Frazer Ltd, Inc. If the reserve medic is not replaced, the cost of maintenance will continue to increase to a point that it will not be economically possible to continue running that piece. of apparatus. Service delivery would be affected when front line equipment has to be removed from service for routine maintenance and repairs. Staff Recommendation: Staff recommends the purchase of a Frazer Type l Ambulance off the Houston Galveston Council of Governments cooperative purchasing program in the amount of $179,400.
