WORK SESSION:
1. CALL TO ORDER
The Work Session was called to order by Mayor Terrell at 5:40 p.m.
2. INVOCATION
Mr. Randy Bell gave the invocation. Mayor Terrell led the pledge of allegiance to the
United States and Texas Flags.
Mayor Terrell moved to work session item 6.
6. RECOGNITION OF SPIN STANDING COMMITTEE.
Mayor Terrell and Council recognized the 2013 SPIN Standing Committee members for
their service and dedication to the City of Southlake. In addition to recognizing the 2013
SPIN Standing Committee members, Mayor Terrell advised that Council is also
recognizing the service of more than 100 citizens who served on the committee during
its tenure. The committee was responsible for supporting the efforts of developers, the
City and other important communication initiatives for more than 20 years.

After comments from Commissioner Gary Fickes, Mayor Terrell recessed the meeting at
6.03 p.m. for a reception to honor all citizens who served on the SPIN Standing
Committee.
Mayor Terrell reconvened the meeting at 6.22 p.m.
3. LOCAL BUSINESS REPORT
No local business report was given.
4. REVIEW OF THE RECOMMENDED SIDEWALK AND WAYFINDING SIGNAGE
PRIORITY CONSTRUCTION/INSTALLATION LIST FOR FISCAL YEAR 2014.
Director of Planning and Development Services Ken Baker presented Council with an
outline of staffs recommended priority list for fiscal year 2014.
5. DISCUSS ALL ITEMS ON TONIGHT'S MEETING AGENDA. NO ACTION WILL BE
TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR
SESSION.
Mayor Terrell read the consent agenda items.
Deputy Mayor Pro Tern Muller removed item 4G—SV13-022 from the consent agenda.
Mayor Terrell advised that Council would discuss and take action on the item following
the approval of the consent agenda.

Mayor Terrell announced that City Council would be going into Executive Session
pursuant to the Texas Government Code, Section 551.071, consultation with city
attorney, Section 551.072, deliberation regarding real property and Section 551.087,
deliberation regarding economic development. City Council adjourned for Executive
Session at 6.39 p.m. Council did not hold an Executive Session.

3A1. GRACE CHRISTMAS COTTAGE
Ms. Shonda Schaefer presented information to Council on GRACE's Christmas Cottage
program. The Christmas Cottage is located at 2845 Exchange Boulevard, Suite 300 in
Southlake. Ms. Schaefer advised that donations to GRACE have been low and they are
still accepting donations to assist families during the Christmas holiday.

changes made by applicant after first reading of the ordinance.
Applicant representative Jim Strode presented request and responded to questions
from Council.
Council, staff and applicant discussed request. Council recommended the following to
the applicant: number of receptacles designated on site plan; placement of bench
adjacent to Building E; additional treatment for faux window on building; addition of faux
window on south elevation of Building D; and northeast corner of Kimball Avenue and
FM 1709 to have landscaping of schematic C and structures of schematic B as
presented at tonight's meeting. Council asked applicant to work with staff on the
specific type of tree versus the proposed canopy trees to be planted in the medians
located in the parking lot (identified in landscape plan as diamonds).

November 25, 2013 and to include the following: granting variance to the driveway
stacking depth; maintenance of landscape seasonal color; approve site plan as changes
outlined in staff report dated December 11, 2013 and site plan review summary dated
December 11, 2013; accepting scheme C for landscaping and scheme B for stone
structure to include a Southlake logo as worked out with staff; applicant to work with
Carroll Independent School District (CISD) and Public Works on the construction of
Village Center location of crosswalks onto retail including all safety features to include
striping, signage, and pedestrian crossing signals; applicant will also work with CISD
and Public Works to stripe Village Drive on property line to accommodate pick up/drop

Council and staff discussed the request. In response to Council's discussion regarding
restricted parking on Dean Way, Director of Public Works Bob Price recommended that
staff bring forward a no -parking ordinance for Dean Way.
City Attorney Allen Taylor clarified the ownership of the gate will remain with the City of
Southlake.
Director of Public Works Bob Price asked Council to clarify that the public road would be
built during the initial phase.
Applicant representatives Jimmy Fechter with Adams Engineering and Development
Consultants, 1910 South Kimball and David Karr with Brown Company, 1205 South

equipped with a knox box and access keys available to CISD and Southlake Fire and
Police; prohibit street parking on Dean Way; dead end sign to have reflective material;
