Construction as Construction Manager at- Risk for the
Community Recreation Center project
Background
Information: The purpose of this item is to seek approval of an agreement
with Adolfson & Peterson Construction (A&P) for
Construction Manager at -Risk (CMAR) services related to
the Community Recreation Center project. A&P's scope
includes their role for Phase 1 Pre -Construction,
Construction, and Supplementary Services.
A&P scored highest on the CMAR RFP selection criteria,
and they were the unanimous top choice of the selection
committee (consisting of Director Chris Tribble, Deputy
Director Candice Edmondson, Construction Manager Peter
Kao, and Kip Jameson with Barker Rinker Seacat
Architecture) following interviews with the four firms that
made the short-list of most qualified firms. A&P has an
extensive national portfolio of similar projects, and have
completed over 17 community recreation center projects in
the last five years. In addition, they have a proven record of
executing successful projects with Barker Rinker Seacat
Architecture (Southlake's CRC design team) in developing
20 community recreation center facilities over the last 10
years. A&P recently completed the Forest Park Medical
Center, and will soon begin construction on the site's new
medical office building. They have a thorough understanding
of the City's codes and ordinances, the construction
processes, as well as what it takes to meet Southlake's
expectations for an exemplary facility.

The agreement with Adolfson & Peterson Construction is
currently being reviewed by City Attorney and will be
distributed via email prior to the meeting.
Financial
Consideration: $12.9M is currently available in the approved General Fund
CIP for the Community Recreation Center project.
The fee for CMAR Services is based on a percentage of the
estimated construction cost.
Adolfson & Peterson Construction originally proposed a fee
of 2.75%. Industry standards for these services range
between 3% and 6% of total construction costs.
Staff has negotiated a fee of 2.30%. As a result, the
projected CMAR Services fee, based on an estimated Phase
1 construction cost of $9,000,000, is approximately
$207,000.
This fee includes their role in providing CMAR services
during the pre -construction phase, construction phase and
supplementary services for Phase 1.
Once the project has been bid, a Guaranteed Maximum
Price (GMP) amendment to this agreement will be presented
for consideration by the City Council. Staff anticipates
bringing the GMP amendment forward in August 2014.
