Action Requested: Approve the purchase of five (5) LifePak 15 Cardiac Monitors and nine (9) Automatic External Defibrillators from Physio-Control, Inc in the amount of $206,585.00. Background Information: The purpose of this item is to approve the purchase of five (5) Lifepak 15 Cardiac Monitors and nine (9) AED's from Physio-Control, Inc in the amount of $206,585.00 using grant monies awarded to the Southlake Fire Department by the Federal Emergency Management Agency (FEMA). Cardiac monitors are an important tool used to measure blood oxygen levels, pulse, blood pressure as well as diagnose myocardial infarction and carbon monoxide poisoning. Cardiac monitors can also provide defibrillation when necessary. An automatic external defibrillator (AED) is a portable device that checks the heart rhythm. If needed, it can send an electric shock to the heart to try to restore a normal rhythm. AED's are used to treat sudden cardiac arrest (SCA). . Currently, our Police Department has access to only one (1) AED that is serviced and maintained on an annual basis. The AED is assigned to the Police Department Command Vehicle which is operated by the on -duty Police Sergeant or shift supervisor. The purchase of nine (9) AED's would allow us to partner with the Police Department and outfit each patrol vehicle with an AED. On average and if available, Patrol Officers are usually first to arrive on a medical emergency or witness a medical incident because of their constant interaction with the community. Every minute counts during a sudden cardiac arrest event. Only 7 percent of people struck down by SCA survive. But if that same 4D - 1 City Council Meeting Meeting Date — December 3, 2013 Page 2 of 2 person receives CPR and the lifesaving AED shock within 3 minutes of collapse, the survival rate increases dramatically to 74 percent. Financial Consideration: The cost for five (5) cardiac monitors and nine (9) AED's is $206,585.00. The Southlake Fire Department was awarded the "Assistance to Firefighters Grant" (AFG) in the amount of $253,497.00. The grant provided by FEMA is a 90110 match with our 10 percent match being budgeted in this year's general fund. The award application was submitted during FY 2012 which included financial assistance to purchase five (5) cardiac monitors and nine (9) AED's. Once the equipment purchase is made, a request for reimbursement from FEMA would be requested and funds would be received within thirty (30) days.
