SOUTHLAKE, TEXAS; UPON INVESTIGATION IDENTIFYING THE
NEED FOR THE INST~LT~TION OF THESE TRAFFIC CONTROL
DEVICES; PROVIDING FOR THEIR INSTALLATION IN ACCORDANCE
WITH PROVISIONS OF THE STATE DEPARTMENT OF HIGHWAYS AND
PUBLIC TRANSPORTATION UNIFORM MANUAL ON TRAFFIC CONTROL
DEVICES; CONTAINING A CUMULATIVE CLAUSE; A SEVERABILITY
CI~USE; A PENALTY PROVISION; PROVIDING FOR PUBLICATION;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Sections 31, 91 and 91(a) of Article 6701(d) of
Vernon's Annotated Texas Revised Civil Statutes specifically
authorize local authorities to place and maintain traffic control
devices upon public rights-of-way lying within their respective
jurisdictions whenever such devices are found to be clearly
necessary to protect pedestrians and drivers of motor vehicles
operating upon public roadways within the limits of said
jurisdiction; and
WHEREAS, the City of Southlake, Tarrant County, Texas, has
undertaken an analysis of various public rights-of-way lying
within its corporate limits and on the basis of that analysis,
has determined that certain traffic control devices are essential
to eliminate potential conflicts in determining motor vehicle
right-of-way at street intersections thereby reducing the
potential for vehicular collisions; and
WHEREAS, the City Council of the City of Southlake, Tarrant
County, Texas, desires to ensure that traffic control devices in
compliance with State law are properly installed and maintained
in such a manner as to eliminate these unsafe conditions and

protect the interests of the citizens of Southlake, Texas, and
any visitors or motorists utilizing the public roadways within
the corporate limits of the City;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF SOUTHLA~, TEXAS:
SECTION I
Upon the basis of an engineering and traffic investigation
and analysis heretofore made as authorized by the provisions of
Sections 31, 91, and 91(a) of Article 6701(d) of Vernon's
Annotated Texas Revised Civil Statutes, the following traffic
control devices will be placed and maintained at the following
locations:
1. Stop sign at intersection of East Highland Street and
North Carroll Avenue positioned to face east on Highland Street
requiring westbound Highland Street traffic to stop before
entering intersection.
2. Stop sign at intersection of Whispering Lane and North
Carroll Avenue positioned to face east on Whispering Lane
requiring westbound traffic to stop before entering intersection.
3. Stop sign at Primrose Lane and North Carroll Avenue
positioned to face west on Primrose Lane requiring eastbound
traffic on Primrose to stop before entering intersection with
North Carroll Avenue.
4. Stop signs at North Carroll Avenue and East Dove Street
positioned to face north and south on North Carroll Avenue and
east and west on East Dove Street requiring all traffic to stop
before entering intersection.
5. Stop sign at intersection of North Carroll Avenue with
Burney Lane positioned to face south on North Carroll Avenue and
east and west on Burney requiring all traffic to stop before
entering intersection.
6. Stop sign at Taylor Street and North Carroll Avenue
facing east on Taylor Street requiring westbound Taylor Street
traffic to stop prior to entering intersection.

west on Quail Run Road requiring eastbound traffic on Quail Run
Road to stop before entering intersection.

north on Flamingo Circle requiring southbound traffic to stop
before entering intersection.
13. Yield sign at Blue Teal Court and Flamingo Circle
facing west on Blue Teal Court requiring eastbound traffic to
yield to traffic on Flamingo Circle.
14. Stop sign at Lake Drive and Burney Lane facing north on
Lake Drive requiring southbound traffic to stop before entering
intersection.
15. Stop signs at Lonesome Dove Avenue and Burney Lane
facing south on Lonesome Dove Avenue and east and west on Burney
Lane all way stop.

SECTION 2
This ordinance shall be cumulative of all provisions of
ordinances of the City of Southlake, Texas, except where the
provisions of this ordinance are in direct conflict with the

provisions of such ordinances, in which event the conflicting
provisions of such ordinances are hereby repealed.
SECTION 3
It is hereby declared to be the intention of the city
Council that the phrases, clauses, sentences, paragraphs and
sections of this ordinance are severable, and if any phrase,
clause, sentence, paragraph or section of this ordinance shall be
declared unconstitutional by the valid judgment or decree of any
court of competent jurisdiction, such unconstitutionality shall
not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would
have been enacted by the city
in this ordinance of any such
sentence~ paragraph or section.

SECTION 4
Any person, firm or corporation who violates, disobeys,
omits, neglects or refuses to comply with or who resists the
enforcement of any of the provisions of this ordinance shall be
fined not more than Five Hundred Dollars ($500.00) for each
offense. Each day that a violation is permitted to exist shall
constitute a separate offense and shall be punishable as such.
