WIIEREAS,: Sections 31~ 91 and 91(a) of Article 6701(d) of
Vernon ! s Annotated - ~exas Revised civil Statutes specifically
authorize' lo~l,authorit~es to place and maintain traffic control
devices upon-: p~blic rights-of-way lying within their respective
jurisdictions whenever such devices are found to be clearly
necessary to protect pedestrians and drivers of motor vehicles
opera,ins upon public roadways within the limits of said
jurisdiction; and
WHEREAS, the City of Southlake, Tarrant County, Texas, has
undertaken an analysis of various public rights-of-way lying
within its corporate limits and on the basis of that analysis,
has determined that certain traffic control devices are essential
to eliminate potential conflicts in determining motor vehicle

potential.for 'vehicular collislons~ and
WHEREAS, the City Council of the City of Southlake, 'Tarrant
County, Texas, desires to ensure that traffic control devices in
compliance with State law are properly installed and maintained
in such a manner as to eliminate this unsafe condition and

protect the interests of the citizens of

SECTION I
Upon the basis of an engineering and traffic investigation
analysis heretofore made as authorized by the provisions of
Sections 31, 91, and 91(a) of Article 6701(d) of Vernon's
Annotated Texas Revised Civil Statutes, the following traffic
control devices will be placed and maintained at the following
location: stop signs will be installed at the intersection of T.
W. King Road and Bob Jones Road, positioned so that they face
north on T. W. King Road, south on T. W. King Road and west on
Bob Jones Road. The positioning of these signs will control
traffic traveling both north and south on T. W. King Road and
traveling from east to west on Bob Jones Road. The intersection
of T. W. King Road and Bob Jones Road is a three-way intersection
and the installation of these traffic control devices will make
this intersection totally controlled and require all motor
vehicles to stop prior to entering the intersectional right-of-
way.
SECTION 2
This ordinance shall be cumulative of all provisions of
ordinances of the City of Southlake, Texas, except where the
provisions of this ordinance are in direct conflict with the

provisions of such ordinances, in which event the conflicting
provisions of such ordinances are hereby repealed.
SECTION 3
It is hereby declared to be the intention of the City
Council that the phrases, clauses, sentences, paragraphs and
sections of this ordinance are severable, and if any phrase,
clause, sentence, paragraph or section of this ordinance shall be
declared unconstitutional by the valid judgment or decree of any
court of competent jurisdiction, such unconstitutionality shall
not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would
have been enacted by the City
in this ordinance of any such
sentence, paragraph or section.
SECTION 4
The municipal charter of the

provides that all municipal ordinances shall be read at two
regularly scheduled meetings of the Southlake City Council. The
charter further provides that ordinances may be enacted upon one
reading at a single council meeting if a public emergency exists
requiring that said ordinance be placed in effect at the earliest
possible date for the purpose of meeting an emergency and
protecting the public health, safety and welfare of the citizens
of Southlake. After due and careful investigation and
consideration, the city Council of the City of Southlake, Texas,
has determined that the installation of these traffic control

devices is an emergency as contemplated by the city charter. The
high number of vehicular right-of-way problems identified at this
intersection with their great potential for property damage or
injury or loss of life to citizens and visitors to the City of
Southlake has made the installation of these traffic control
devices essential to protect the public health, safety and
welfare. The City Council of the City of Southlake, Texas hereby
declares this ordinance to be an emergency ordinance and it shall
become effective immediately upon its passage.
SECTION 5
Any person, firm or corporation who violates, disobeys,
omits, neglects or refuses to comply with or who resists the
enforcement of any of the provisions of this ordinance shall be
fined not more than Five Hundred Dollars ($500.00) for each
offense. Each day that a violation is permitted to exist shall
constitute a separate offense and shall be punishable as such.
