AN ORDINANCE OF THE CITY OF SOUTHLAKE,
TEXAS, PROVIDING REGULATIONS RELATING TO THE
ASSIGNMENT AND POSTING OF STREET ADDRESS
NUMBERS ON BUILDINGS WITHIN THE CITY;
ENACTING OTHER PROVISIONS RELATING TO THE
SUBJECT AND PURPOSES OF THIS ORDINANCE;
PROVIDING A PENALTY NOT TO EXCEED THE SUM OF
FIVE HUNDRED DOLLARS ($500.00) FOR EACH
OFFENSE AND A SEPARATE OFFENSE SHALL BE
DEEMED COMMITTED UPON EACH DAY DURING OR ON
WHICH A VIOLATION OCCURS; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR THE
REPEAL OF INCONSISTENT ORDINANCES; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council hereby finds that it is in the
best interest of the public health, safety and welfare of the
citizens of the City of Southlake, Texas (the "City") to
establish a uniform system of assigning nurabers to buildings
within the City and to require the posting of such numbers on
buildings; and
WHEREAS, the City Council has determined that such a
system is necessary to enable the City's emergency service
personnel to eliminate delays in responding to emergency calls
which are caused by an inability to locate the site of an
emergency situation due to inadequate posting of property
addresses.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF SOUTHLAKE, TEXAS:
Section 1. Assiqnment of Numbers.
Buildings within the City shall be assigned street
address numbers in accordance with this Ordinance. It shall be
the responsibility of the City Manager, or his designee, to
assign proper street address numbers for all buildings. A
complete record of the street address numbering of all
buildings shall be kept by the City and shall be supplemented
or amended from time to time, as necessary. Street address
number~ shall be public property, and are subject to change by
the City.
Section 2. Accessory Buildings.
Nothing in this Ordinance shall be interpreted to require
street address numbers to be assigned to or posted on accessory
buildings.
Section 3. Odd and Even Numbering.
Even numbers shall be assigned to the north_~$de, ~nd Odd

direction. Even numbers shall be assigned to the west side,
and odd num~-~Ssigned to the east side, of streets and
pu~l~-~ accesses running north and south, or substantially in
that direction.
Section 4. Single-family Residential Structures.
It shall be the duty of the owner of a single-family
residential structure within the City to have placed thereon
the proper street address number, as designated by the City
Manager of his designee, in a conspicuous place that can be
clearly seen and read from the public street. Single-family
structures with rear doorways or entryways shall also have the
proper street address numbers placed on the rear of the
premises in a conspicuous place in order that the numbers can
be seen and read from the alley or rear entrance.
The street address numbers shall be of the size and stroke
width as set forth in Section 7 of this Ordinance, and shall be
of the material designated in Section 8 of this Ordinance.
Section 5. Mobile Homes in Mobile Home Parks.
The owner or occupant of a mobile home located in a mobile
home park shall post the proper street address number, as
designated by the City manager or his designee, on the side of
the mobile home facing the vehicular access to the mobile home.
The street address number shall be of the size and stroke
width as set forth in Section 7 of this Ordinance, and shall be
of the material designated in Section 8 of this Ordinance.
Section 6. Commercial and Industrial Buildings.
Ail commercial and industrial buildings shall have posted
thereon at the front entrance and at all rear entrances, the
street address number or suite numbers designated by the City
Manager or his designee. The street address numbers shall be
of the size and stroke width as set forth in Section 7 of this
Ordinance, and shall be of the material designated in Section 8
of this Ordinance.
If there is more than one structure forming a commercial
or industrial building complex, the street address number,
designated by the City Manager or his designee, shall be posted
at the main driveway entrance from the public street to such

complex, and each structure shall have posted thereon at the
front entrance and at all rear entrances, a street address or
suite number distinguishing it from all other structures in the
complex. Where in a commercial or industrial building complex,
there is more than one vehicular access to each structure, the
City's building inspector may require the posting of more than
one set of numbers on each structure in order that each
structure may be identified from each vehicular access point.
If a building is situated within a complex in such a way that
it is not visible from a vehicular access, the owner shall post
and maintain directional signs along the nearest vehicular
access indicating the location of the building by street
address number and suite number. Notwithstanding the
requirements of Section 7 hereof, the street address numbers
required to be posted within a commercial or industrial
building complex shall be at least six (6) inches in height
with a one-inch stroke. The street address nunfoers shall
comply with the material requirements set forth in Section 8 of
this Ordinance.
Ail commercial and industrial buildings shall also have
posted on the outside of at least one rear door, if one exists,
the name of the business.
For purposes of this Section, "entrance" shall mean a
door or way at which one enters.
Section 7. Size and Stroke Width of Address Numbers.

Section 8. Materials Requirements of Address Numbers.
The address number posted as required by this Ordinance
shall be of a durable material which shall not tarnish, fade,
co~r0de or peel on account of the action of natural elements
and shall be of a color which provides a contrast to the
background.

Section 9. When Postinq Requirement is Effective --
New and Existing Buildinqs.
New Structures. Street address numbers and suite numbers
shall be posted within ten (10) days after the issuance by the
City of a certificate of occupancy for a building. Further,
all street address numbers and suite numbers shall be
continuously maintained as to be plainly visible and legible
from the public streets and alleys, if applicable, at all times.
Existing Structures. Owners of all existing structures
within the City shall comply with the posting requirements of
this Ordinance within ninety (90) days from the date of
approval of this Ordinance.
Section 10. Penalty for Failure to Properly Post and
Maintain Street Address Numbers.
Any person violating any of the provisions of this
Ordinance, including a failure to properly post and maintain
street address numbers and suite numbers in accordance with
this Ordinance, shall be deemed guilty of a misdemeanor and,
upon conviction thereof, shall be subject to a fine in a sum
not to exceed Five Hundred Dollars ($500.00) for each offense.
A separate offense shall be deemed committed upon each day
during or on which a violation occurs.
Section 11. Severability.
If any section, article, paragraph, sentence, clause,
phrase or word in this Ordinance, or application thereof to any
person or circumstances is held invalid or unconstitutional by
a Court of competent jurisdiction, such holding shall not
affect the validity of the remaining portions of this
Ordinance; and the City Council hereby declares it would have
passed such remaining portions of the Ordinance despite such
invalidity, which remaining portions shall remain in full force
and effect.
Section 12. Repeal of Inconsistent Ordinances.
Ail ordinances or parts of ordinances inconsistent or in
conflict with the provisions of this Ordinance are hereby
expressly repealed to the extent of the inconsistency or
conflict.
Section 13. Effective Date.
This Ordinance shall be in full force and effect from and
after its passage and publication, as required by the City
Charter.
