EXECUTIVE
SUMMARY: On behalf of Joe Klein, Global Efficient Energy Company, is requesting approval of
a Specific Use Permit for a Solar Energy System on approximately.26 acres located
at 3160 Peninsula Drive. SPIN #2
DETAILS: Global Efficient Energy Company is requesting approval for a Solar Energy System
consisting of 1 solar energy panel on a west roof approximately 15 square feet in
area with the ability to add to the system. The solar panel is a 240 W output
system. Specifications of the solar panel have been provided under Attachment "C"
of the staff report.
ACTION NEEDED: 1) Conduct Public Hearing
2) Consider Specific Use Permit for a Solar Energy System Approval

ASSESSMENT: This request does not affect traffic on or around the property.
TREE PRESERVATION: The proposed solar panels are to be installed on the roof of the existing
home; no trees will be affected by the request.
PLANNING AND ZONING
COMMISSION ACTION: November 7, 2013; Approved (6-0) subject to Staff Report dated November
1, 2013 granting the SUP for the use of solar energy system up to and not
to exceed 300 square feet on the rear of the house as depicted in the Staff
Report. If the applicant desires to go beyond the 300 square feet, he would
need to come back before the Commission and City Council.
STAFF COMMENTS: Due to the limited nature and scope of the request, no review has been
provided.

RESOLUTION NO. 13-044
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
A SOLAR ENERGY SYSTEM ON RESIDENTIAL PROPERTY
WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 3160
PENINSULA DRIVE BEING DESCRIBED AS LOT 60, BLOCK 2,
DOVE ESTATES AS DEPICTED ON THE APPROVED SITE
EXHIBIT ATTACHED HERETO AND INCORPORATED HEREIN AS
EXHIBIT "A" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a Solar Energy System on residential property has
been requested by a person or corporation having a proprietary interest in the property zoned as
"SF-20B" Single Family Residential District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (45) and 45.17 of the
City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded the
persons interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general
welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a Solar Energy System on residential
property on property located at 3160 Peninsula Drive, being described as Lot 60, Block 2, Dove
Estates as depicted on the approved Site Exhibit attached hereto and incorporated herein as
Exhibit "A" and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein.

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
