PROJECT: Bollar Residence Solar Energy System
EXECUTIVE
SUMMARY: Richard Bollar and Leesa Stephens, are requesting approval of a Specific Use
Permit for a Solar Energy System located at 551 East Dove Road, on approximately
2.2 acres. SPIN #3
DETAILS: The owners, Richard Bollar and Leesa Stephens, are requesting approval for a
Solar Energy System consisting of 24 solar energy panels oriented south on a south
roof approximately 421 square feet in area and 44 solar energy panels oriented
west approximately 772 square feet in area. The residence is located on the
southwest corner of a private drive off East Dove Road. The solar panels are
proposed to be installed on two roof areas of the existing residence on the property.
Both solar panel areas are combined to form a 17,000 kW photovoltaic system.
Specifications of the photovoltaic panels have been provided under Attachment "C"
of the staff report.
The residents state that the designed system is projected to produce 90% of the
residents' electricity requirement and will reduce the environmental impact due to
grid electricity production of 35,000 pounds of carbon per year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
A SOLAR ENERGY SYSTEM ON RESIDENTIAL PROPERTY
WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 551
EAST DOVE ROAD, BEING DESCRIBED AS LOT 3R3, BLOCK 1,
STEWART ADDITION AS DEPICTED ON THE APPROVED SITE
EXHIBIT ATTACHED HERETO AND INCORPORATED HEREIN AS
EXHIBIT "A" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a Solar Energy System on residential property has
been requested by a person or corporation having a proprietary interest in the property zoned as
"SF-1A" Single Family Residential District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (45) and 45.17 of the
City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded the
persons interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general
welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a Solar Energy System on residential
property on property located at 551 E. Dove Road, being described as Lot 3R3, Block 1, Stewart
Addition as depicted on the approved Site Exhibit attached hereto and incorporated herein as
Exhibit "A" and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein.

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
