Item 4GCITY OF SOUTHLAKE MEMORANDUM November 14, 2013 To: Shana Yelverton, City Manager From: Chris Tribble, Director of Community Services Subject: Approve Guaranteed Maximum Price with Dean Construction for Construction Manager at -Risk Services for Bicentennial Park Improvements Action Requested: Approve Guaranteed Maximum Price amendment with Dean Electric, Inc. dba Dean Construction in the amount of $12,320,196 for Construction Manager at -Risk Services for Bicentennial Park Improvements. Background Information: Based on recommendations from a bid review committee, Parks & Recreation Board and Southlake Parks Development Corporation, and a proven track record of previous City projects, City Council awarded (7-0) a contract on October 2, 2012, for Construction Manager at -Risk (CMAR) services to Dean Construction for the Phase 2 improvements at Bicentennial Park with the Guaranteed Maximum Price (GMP) amendment to be considered by City Council once actual construction costs are determined. Construction costs have been determined and the next step is consideration of the GMP at this time. Below is a recap of events for this project to date. June 21, 2011 - The City Council approved professional services contract with Schrickel Rollins and Associates (SRA) to design the Bicentennial Park Improvements. September 17, 2011; December 5, 2011; & January 23, 2012 — Community meetings were held to present site plan concept and playground concepts to residents. City of Southlake Values. June 25, 2012 — SPIN Meeting was held. July 9, 2012 — Concept and Site Plan were reviewed and approved by Parks & Recreation Board. July 19, 2012 -A CMAR pre -proposal meeting was held. July 27, 2012 — CMAR proposals were received and opened. A review committee recommended Dean Construction to the Parks & Recreation Board, Southlake Parks Development Corporation (SPDC) and City Council. August 23, 2012 — Site Plan and variance requests were reviewed and approved by Planning and Zoning. September 4, 2012 - Site Plan was reviewed and approved by SPDC and City Council. September 10, 2012- The Parks and Recreation Board recommended approval of CMAR contract with Dean Construction to City Council. September 18, 2012 - Site Plan and variance requests were reviewed and approved by City Council. October 2, 2012 — SPDC and City Council approved the CMAR contract with Dean Construction. August 9, 2013 — SRA completed construction documents. August 18, 2013 thru September 1, 2013 - Dean Construction advertised for construction bids. A pre -bid meeting was held September 4, 2013. September 18, 2013 - Bids were opened and GMP established. City of Southlake Values. The current SPDC CIP project budget for the next phase of Bicentennial Park is $12,467,891. Based on expenditures to date, the anticipated owner costs, and the GMP, the project stands at $1,408,471 (11 %) over budget. Project Budget $12,467,891 Expenditures to Date - $ 1,271,950 Anticipated Owner Costs - $ 284,217 CMAR GMP - $12,320,196 Amount over Budget - $ 1,408,471 To make up the budget shortfall, several options were presented to the City Council during the November 5, 2013 Work Session. Following the discussion, the consensus of the City Council was to proceed with OPTION B to fund the project. Accordingly, Item 4G has been placed on your agenda to allow for the required amendment to the FY 2014 SPDC CIP Capital Budget for Bicentennial Park Phase 2. This item has been placed on your agenda for City Council approval of the Guaranteed Maximum Price with Dean Construction in the amount of $12,320,196 for Construction Manager at -Risk Services for Bicentennial Park Improvements. Financial Consideration: Funding in the amount of $12,467,891 is currently allocated within the SPDC CIP for Bicentennial Park Phase 2. Approval of Item 4G will amend the FY 2014 SPDC CIP Capital Budget for Bicentennial Park Phase 2, and bring the total funding available to $13,876,362 for completion of the project.
