interconnection valves to Wilson Contractor Services, LLC in
the amount of $627,128.70
Action
Requested: Award a construction contract for the pressure plane
interconnection valves to Wilson Contractor Services, LLC in the
amount of $627,128.70.
Background
Information: Neel -Schaffer, Inc. (previously Cheatham & Associates) conducted
a water model computer analysis for the City's water infrastructure
network. The model identified five (5) areas within the high
pressure plane which have marginal capabilities during fire flow
situations. The recommended solution for the system is to install
pressure plane interconnection valves which will detect the
changes in pressure between the high pressure and low pressure
planes and electronically adjust the water flow accordingly to
supplement the availability of water during a fire fighting situation.
During the Southlake 2030 Water Master Plan Development, this
project was identified as a Tier 1 project.
Wilson Contractor Services, LLC was the lowest bidder of the three
(3) bids submitted. Following is the breakdown of the bids for the
pressure plan interconnection valves:

Fryer Construction Company $644,360.00
North Texas Contracting $666,000.00
Wilson Contractor Services, LLC will construct the vaults and install
five (5) pressure plane interconnection valves at the vulnerable
locations identified in the computer model as having the most
significant pressure reductions during a heavy water demand event,

such as a fire event, when the water distribution system is required
to provide higher flows to fire hydrants. The project consists of the
construction and installation of five (5) 12-inch pressure plane
compensating valves at the following locations:
(1) Highland Street and Turnberry Lane
(2) Southlake Boulevard and Southridge Lakes Parkway
(3) Southlake Boulevard and River Oaks Drive
(4) Dove Road and Shady Oaks Drive
(5) Shady Drive at Durham Elementary School.
The original Opinion of Probable Costs (OPCC) developed by the
consulting engineer based upon discussions with city staff was
developed with several assumptions that later proved to be
inaccurate.
This estimate was based on the inclusion of four (4) pressure plane
valves. The need for a fifth valve was originally identified; however,
was planned to be installed as part of the FM1938 Water Line and
Sanitary Sewer Relocation Project. This valve was later removed
from the Relocation Project after determining that the location
identified had no room for the vault.
While it was always anticipated that these valves would be
automated through connection to the SCADA system, the
anticipated costs of these improvements were not included in the
original estimate. These combined assumptions led to an
estimated cost of $230,000 for this project.
The major factors that can be attributed to the increase in
construction bids were the costs associated with:
SCADA Programming $112,000
Addition of a PRV $111,000
Electrical connections $100,000
Valve price increases $ 62,500
Mobilization/Prep price increases $ 11,500
While the cost of this project exceeds the City Council funds that
were originally budgeted, surplus funds from another completed
utility project are available for construction of this project. The
additional funding needed for this project is being proposed to be
reallocated from the remaining account balance in the completed
Pearson Emergency Generator Project.

Financial
Considerations: $300,000 was approved in the FY2013 Utility Fund budget for this
project; $50,000 for engineering and $250,000 for construction. The
remaining $377,128.70 will be funded from the remaining account
balance of the Pearson Emergency Generator Project.
Strategic Link: The construction of the pressure plane interconnection valves links
to the city's strategy map relative to the focus areas of Safety and
Security and Infrastructure by achieving the highest standards of
safety and security, improve performance of delivery & operational
processes and investing to provide and maintain high quality public
assets.
The Critical Business Outcome that is met by the construction of
these improvements is C1301: Continue to implement Southlake
2030 Plan by focusing on short-term initiatives.
