PROJECT: Sign Variance for Finley's Barber Shop
EXECUTIVE
SUMMARY: Finley's Barber Shop is requesting a variance to the Sign Ordinance No. 704-F
requirements to allow an attached barber pole sign at 2175 E. Southlake
Boulevard, Suite 110.
REQUEST: The applicant is requesting a variance to the Sign Ordinance No. 704-F
requirements to allow an attached barber pole sign on the north elevation of their
building. The barber pole has been attached under the assumption of an exterior
decorative element approved by the property manager. The applicant was notified
by city staff that the barber pole would need a sign permit. Since barber pole signs
are not addressed in our current sign ordinance or in the approved master sign
permit for this development, a variance approval is required. The addition of the
barber pole sign also results in two attached signs for the same tenant facing the
same street front.

BACKGROUND INFORMATION
APPLICANT: Finley's Barber Shop
OWNER: Darren Peterson
PROPERTY SITUATION: The property is located at 2175 E. Southlake Boulevard, Ste 110.
HISTORY: September 6, 2011, Kimball Crossing zoning change and site plan was
approved by City Council.
February 7, 2012; City Council approved (5-2) a proposed master sign
plan, however, approval was limited to Zoe's and the development
monument sign:
• monument sign with seven panels that will have a white
background;
• address numbers will be 8 inches in height;
• western end cap for the proposed Zoe's face, approving the 30-inch
• letter height and the drawings as illustrated including the accent
marks above the Zoe logo;
• specifically a black awning around Zoe's space;
• the overall sign package;
• and, approving burnt orange background as presented in the
application.
February 5, 2013, City Council approved (7-0) an amended master sign
plan subject to the following:
• Max letter height of 30 inches for single line copy
• Max combined letter height of 39 inches for stacked copy
• Max logo height of 36 inches
• End cap signs — same parameters as Blvd frontage signs
• Overall sign width shall not exceed 75% of total lease space
frontage
• Limiting all attached signs to channel -cut letters
• Specifically NOT allowing any background height; clouds or box -
type arrangements other than City approved wire way
• Wire way mounting allowed with the following conditions:
o Shall not extend past text height or width
o Shall match color of placement facade
o Shall not project out from the building past 2 114 inches
o Shall not exceed 6 inches in height

Demonstration
Please demonstrate that the followina conditions are applicable to the requested sign variance:
That a literal enforcement of the sign regulation will create an unnecessary hardship or practical
difficulty on the applicant.
Finley's Barber Shop is a State of Texas licensed Barber Shop. The TDLR allows for and
recommends that a barber pole be visible on the exterior of the barber shop establishment. A
barber pole is a symbol of the services rendered within Finley s Barber Shop and a designation
that licensed barbers perform work inside of the establishment. A barber pole is not a sign or
decoration, it is a symbol of the licensed barber services that are provided by this State LIcensed
Barber Shop.
That the situation causing the unnecessary hardship or practical difficulty is unique to the affected
property and is not self imposed.
As a licensed barber shop, Finley's is required to uphold the rules and regulations of the TDLR,
and they recommend that a barber pole be visible on the exterior of the establishment.
3, That the variance will not injure and will be wholly compatible with the use and permitted
development of adjacent properties.
The barber pole adds a community feel to the exterior of the building, and has been approved
by the building management.
That the variance will be in harmony with the spirit and purpose of the sign ordinance.
The Barber Pole sign is in harmony with the sign ordinance and greatly enhances the aesthetics
of the Southlake community. The barber pole on Finley's Barber Shop provides an easy and
pleasant communication between people and their environment and does not add visual clutter
that is potentially harmful to traffic and pedestrian safety, property values, business
opportunities, and community appearance.
