Jeff Kennemer with Hines located at 2200 Ross Avenue, Suite 4200W in Dallas came
forward. Mr. Kennemer stated that they are requesting to continue using the trailer with
its existing use.

extending the request to June 30, 2016 and approving the requested variances;
The existing temporary sales facility is approximately 90 feet from the first
occupied residence to the south and does not meet the distance criteria (a). The
existing facility does not have the required landscaping on the south side. There
is an existing model home which is approximately 10 feet from that side of the
facility. There is also a masonry wall and open space area on the north side which
blocks view from any required landscaping to the north side of the facility(c).

Daniel Cortez, Principal Planner presented Items 7, 8 and 9 together.
Randi Rivera with G&A Consultants located at 111 Hillside Drive in Lewisville came
forward and gave a separate presentation addressing the issues that were presented at
the last meeting.
Commissioner Parrish asked about the access easement for lots 35, 36 and 37.
Ms. Rivera stated that the area would be used for drainage due to the condition of the
soil and that access would be granted further up around the cul -de -sac.
Commissioner Parrish continued to ask about lot 40 as well.
Ms. Rivera stated that would also be used for drainage for the same reasons.
Commissioner Smith asked if the applicant had addressed the issues that Steven and
Katherine Cook had brought up in their comments from the last meeting as well as their
notification response.

Ms. Rivera stated that Tom Matthews had met with the Cooks and believed that all
issues were addressed.
Commissioner Kubiak asked about the density for the northern portion of the site and
possibly removing some of the lots.
Ms. Rivera stated that the Tots were chosen for improvement based on the areas that
were buildable. The northern Tots are deeper than any other area.
Commissioner Parrish agrees with Commissioner Kubiak and is concerned about the
density.
Commissioner McCaskill asked about the additional lots from SPIN to now.
David Davis, 4100 Harry Hines in Dallas came forward. Mr. Davis stated that more
property had been acquired after SPIN, particularly the Patterson's property.
Commission Smith asked if the applicant would be willing to reduce the lots on the
northern section.
Ms. Rivera stated that she would need to discuss it with her team.
Chairman Hudson opened the public hearing.
Steven and Katherine Cook at 1981 E Highland Street in Southlake came forward. Mr.
Cook stated that they are in support of the use and the zoning. The main concern is the
density specifically the northern boundary. Mrs. Cook asked about the utilities and if
they would be above ground or below ground.
Eric Huning at 2145 E Highland Street in Southlake came forward. Mr. Huning stated
that his only concern is the lot size.
Ms. Rivera came forward and stated that all utility service will come from the street not
the rear but is unable to answer on whether or not they are above or below ground. In
regards to the density, it fits the zoning and it allows the number of homes in the
development along with the open space. Ms. asked the Commission which bothered
them more, the lot size of the number of homes on the northern boundary.
Commissioner Smith, Parrish and Kubiak agreed that both were an issue.
The applicant requested to table these items based on the Commission's comments.

Daniel Cortez, Principal Planner presented item 10, 11 and 12 together.
Chuck Keller with The Strode Company located at 7508 Carruth Blvd. in Dallas came
forward with a separate presentation.
Commissioner Kubiak asked about the future tenants and the types of uses that will go
there and will it all be built in one phase.
Mr. Keller stated that there will be traditional retail and restaurant and yes the
development will be built in one phase.
Commissioner McCaskill asked about Building G and H. These buildings have a grading
challenge is concerned about the equipment screening on the roofs.
Mr. Keller stated that the parapet wall will be raised to screen those along with
extensive landscaping.
Commissioner Parrish asked about Building F and the inlet located in the middle.
Mr. Keller stated that would be the mechanical and service area.
Chairman Hudson asked about the articulations along the southern boundary,
specifically, the loading docks. Chairman Hudson would like to see better articulations
facing the street.
Mr. Keller stated that they have worked to make the southern sides more aesthetic with
landscaping and screening.
Henry Quigg with the Richmond Group located at 12200 Stemmons Frwy in Dallas
came forward. Mr. Quigg stated that due to the grade, that the landscaping and natural
screening is the best thing that can be done to screen the roof tops.
Commissioner Kubiak mentioned the pedestrian aspect and would like to see more
walkways and amenities in the site plan.
Commissioner Smith mentioned the letter from Greenway Properties and asked about
the proposed drainage easement that will go across their property and the possibility of
the grading impacting the existing retaining wall.
Mr. Keller stated that the easement that is in place was drafted between the property
owners that are currently under contract along with the owners to the west. The
easement ends at the east — west line. The retaining wall is on the property that is
currently under contract for purchasing and a portion of that wall will be removed.
Jim Strode with The Strode Company located at 7508 Carruth Blvd. in Dallas came

forward to address the question. Mr. Strode has been working with the property owner
to west. We are asking for an alternate drive to accomplish moving traffic from
Southlake Blvd. to Village Center Drive. In regards to the grade of the property and the
drainage, the problem already exists, and we are hoping to improve it with the
development.
Chairman Hudson asked about the parking for the development.
Mr. Strode stated that each tenant will have different peak times for parking and believe
the parking will not be an issue.
Commissioner Parrish stated that his concern is the elevations. They are too plain,
particularly the south elevation of Building A, B and C and the west elevations of
Buildings D and E.
Commissioner Smith agree added her concern regarding drive C. This lines up with
Chick -fil -a indirectly but it is affected by the business Chick -fil -a generates.
Chairman Hudson opened the public hearing.
Christy Hammins with Greenway Properties came forward. Ms. Hammins concerns
have to do with access easements, drainage and a future retaining wall.
Josh Briggle, 1008 Lake Forest Drive in Southlake came forward. Mr. Briggle is the
owner of the Primrose School located across from the development. Traffic is a concern
along with drive C which located directly across from their drive. Congestion will back up
will past the school during different times of the day starting with morning rush hour and
peak drop off times along with after school and the Chick -fil -a dinner rush.
Chairman Hudson closed the public hearing.
Mr. Strode came forward and requested to table these items.

forward and gave a separate presentation.
Bobby Dollack with G&A Consultants located at 111 Hillside Drive in Lewisville came
forward and discussed the engineering and drainage of the development.
Chairman Hudson read aloud the comment cards: 1) Do not wish to speak in support;

Gary Roguora, 1200 Brazos Drive came forward. Mr. Roguora stated that he is opposed
to this development due to the existing drainage issues and believes that this
development will add to it.
Scott Meeks, 308 Blanco Circle came forward. Mr. Meeks stated that he is opposed to
this development due to the density, traffic, and drainage.
Eric Stengle, 3618 Blanco Circle came forward. Mr. Stengle stated that he is opposed to
this development due to the lack of amenities and drainage.
Larry Flynn, 304 Sterling Court came forward. Mr. Flynn is concerned about the density.
John Dyer, 550 Ginger Court came forward. Mr. Dyer is concerned about the drainage.
John Roosma, 314 Blanco Court came forward. Mr. Roosma would like to see more
amenities for the homeowners and is concerned about the drainage.
Kyle Norman, 320 Blanco Court came forward. Mr. Norman is concerned about the
elevations from the development to his backyard. He believes that he will have no
privacy. Mr. Norman is also concerned about the density.
Rick Stacey, 1000 W. Southlake Blvd. came forward. Mr. Stacey approves of this
development and believes it is a good fit.
Joe Gregory, 1100 W. Southlake Blvd. came forward. Mr. Gregory lives on the western
boundary of this development. The drainage issue is existing and believes that this
development will help it.
Mehrdad Moayedi with Centurion American located at 1221 N -IH 35 E, Suite 200,
Carrollton came forward. Mr. Moayedi stated that he is willing to assist the adjacent
community to with their drainage issue. That includes drainage ditches and extra
vegetation.

Commissioner Smith would like to see more green space but does not like the density
on the lots on the northern border.
Commissioner Parrish explained that is good with medium density on this property but
would like to see more green space. Also, the wall that faces Southlake Blvd. needs to
be maintained by an HOA so that it will continue to be maintained.
Commissioner Kubiak agrees with Commissioners Parrish and Smith.
Mr. Moayedi agreed to work on all issues addressed by the Commission and requested
to table these items to the next meeting.

Commissioner Smith asked for clarification regarding Option B. Option B was generated
because of the comments that were made from the SPIN meeting.
Mr. Cortez stated this would allow Ken Baker the ability to make interpretation.
Chairman Hudson and Commission Smith discussed Option A and Option B.
Commissioner Parrish likes the usable space.
Chairman Hudson opened and closed the public hearing.
Commissioner Parrish, Chairman Hudson and Commissioner Smith discussed the
options and their specifics.
Dennis Killough clarified some specifics for the Commission.
Motion to approve Ordinance No. 480 -PPPP changes submitted adopting option A
and having the new ordinance read as follows; the minimum space area with
such grazing animals may be enclosed including pasture, pens, corrals and
stables shall not be less than 15,000 square feet of usable and accessible area
per each grazing animal over 500 pounds and not less than 5,000 square feet of
usable and accessible area of any other grazing animal. Portions of the grazing
area may be partitioned to separate animals and allow for pasture recovery.
