AN ORDINANCE OF THE CITY OF SOUTHLAKE CALLING A
SPECIAL CITY ELECTION ON THE 9th DAY OF AUGUSTi
1986 FOR THE SUBMISSION OF THE QUESTION, "SHALL
A COMMISSION BE CHOSEN TO FRAME A NEW CHARTER"
FOR SAID CITY, AND 1F A MA3ORITY OF THE VOTERS
AT SAID ELECTION SHALL HAVE VOTED IN THE
AFFIRMATIVE, FOR THE ELECTION OF A CHARTER
COMMISSION; ESTABLISHING RROCEDURES, RULES AND
REGULATIONS FOR CONDUCTING SUCH ELECTION~
PROVIDING FOR NOTICE OF SUCH ELECTION;
BE IT ORDAINED BY THE CITY COUNCIL ~ THE CITY OF SOUTHLAKE, TEXAS:
Section 1. A special election shall be held in~ and throughout the
City of Southlake, Texas, on the 9th day of August, 1986, at which
election there shall be submitted to the resident qualified voters of
said City, for their action thereupon, the following proposition:

and if a majority of the qualified voters voting at said election
shall have voted in the affirmative, to elect a Charter Commission
co~oosed of fifteen (15) members. The polls shell be open from ?
o'clock a.m. to 7 o'clock p.m.
Section 2. That said election shell be held at City Hall, 667 North
Carroll Avenue, Southlake, Texas, and the presiding officers shall be,
respectively, as ~ollows, to-wit:
Presiding Judge ............. GARY FICK6S
Alternate Presiding Judge... LOU ET'rA McPtIERSON
There shell be three Clerks to be appointed by the Presiding 3udge.
Section 3. That said election shall be held in accordance with the
Constitution and' laws of the State of Texas, and all d~lly qualified
residents voters of the City of Southlake, Texas shall be <ualified to
vote.
Section 4. That the ballots of said election shell conform ~o the
requirements of Articles 1165 and 166, Revised Civil Statutes of
Texas, 192S, and to the requirements of Chapter 6 of the Election Code
of the State of Texas, as amended, and the language to be p~inted
the~e~ shall include the following:

Section 5. That election judges and clerks are directed to comply
with Article 6.06 Election Code of the State of Texas, as amended,
which provides that a square shall be placed beside each proposition
in which the voter is instructed to place an "X" or other clear mark
to indicate the way he wishes to vote; but which also provides that
failure of a voter to mark his ballot in strict conformity with the
directions on tie ballot shall not invalidate the ballot, and the
ballot shall be counted if the intention of the voter is clearly
ascertainable, except where the law expressly prohibits th,: counting
of the ballot. It is specifically provided that the election ~fficers
shall not refuse to count a ballot because of the voter's having
marked his ballot be scratching out the statement of proposition for
which he does not wish to vote.
Section 6. Notice of the election hereby ordered and called shall be
given: ~) by publication one time in some newspaper published in the
City of Fort Worth, Texas, not less than ten (10) nor more than
twenty-five (25) days prior to the date set herein for such election;
and (b) by posting such notice at the polliog place in each election
precinct Of the City opt less than twenty (20) days prior to the date
set hereio for such election. It is hereby found and determined that
the "Fort Worth Star-Telegram" is a newspaper published with the City
of Fort Worth, and is a newspaper of general circulation within the
City of Southlake, Texas.
