Item 9BItem 9B-1 CITY OF SOUTH LAKE MEMORANDUM September 20, 2013 To: Shana Yelverton, City Manager From: Candice Edmondson, Deputy Director of Community Services Subject: Consider proposed sculpture concepts for the Department of Public Safety North Training Facility Action Requested: City Council review and consideration of two (2) proposed sculpture concepts for the DPS North Training Facility Background The City of Southlake's Crime Control & Prevention District (CCPD) CIP has funded the construction of the DPS North Training Facility located on Dove Road, east of White Chapel Boulevard. When completed, the facility will house Fire and EMS operations and training for both police and fire personnel. As part of the Southlake 2030 Public Art Master Plan, a recommendation was made to incorporate public art into the planned DPS North Facility (Ref No. PA02). Due to the limited time frame between when art funding was approved and the facility would be opened, CCPD elected to look at art pieces that were previously commissioned or could be created and installed by the facility's grand opening. Art consultant, John Kinkade, provided several examples of different types of safety themed artwork that could be purchased or created. CCPD chose to pursue a pre -cast sculpture piece designed by Gary Alsum and a custom mural designed by Sheldon James. The selected sculpture artist, Gary Alsum, was then asked to provide examples of his previously commissioned sculptures that would fit the look and use of the DPS North Training Facility. Originally Mr. Alsum suggested a sculpture of a fireman holding a little girl be placed at the facility. Staff and the CCPD Board wanted an equal representation of both police and fire services in the sculpture. Mr. Alsum did not have a pre -cast piece that incorporated both police and fire services, so he provided two sculpture concepts, one police themed and one fire themed, for review and recommendation by CCPD and the Southlake Arts City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Item 913 - 2 Shana Yelverton, City Manager Meeting Date — October 1, 2013 Page 2 of 3 Council. CCPD liked both sculpture concepts and chose to purchase two sculptures instead of one, so that both police and fire were represented in the outdoor art. For both sculptures Mr. Alsum is able to replicate Southlake Police and Fire hats, patches and badges so that the police officer and fireman appear to be wearing Southlake uniforms. Examples of the proposed concepts are attached to this memo. Financial Considerations: Funding in the amount of $133,157 was approved in the FY 2013 Crime Control & Prevention District multi -year Capital Improvements Program for the purchase of public art at the DPS North Training Facility. CCPD approved spending an additional $34,843 through savings currently available in the project budget to purchase the second sculpture piece. Strategic Link: This item supports the City's Strategic Focus Area of Quality Development by addressing the corporate objectives of providing attractive and unique spaces for enjoyment of personal interests and investing to provide and maintain high quality public assets. It also addresses the City's Critical Business Outcomes by continuing to implement Southlake 2030 Plan by focusing on short-term initiatives.
