Item 9AItem 9A - 1 CITY OF SOUTH LAKE MEMORANDUM September 20, 2013 To: Shana Yelverton, City Manager From: Candice Edmondson, Deputy Director of Community Services Subject: Consider proposed mural concept for the Department of Public Safety North Training Facility Action Requested: City Council review and consideration of the proposed mural concept for the DPS North Training Facility Background The City of Southlake's Crime Control & Prevention District (CCPD) CIP has funded the construction of the DPS North Training Facility located on Dove Road, east of White Chapel Boulevard. When completed, the facility will house Fire and EMS operations and training for both police and fire personnel. As part of the Southlake 2030 Public Art Master Plan, a recommendation was made to incorporate public art into the planned DPS North Facility (Ref No. PA02). Due to the limited time frame between when art funding was approved and the facility would be opened, CCPD elected to look at art pieces that were previously commissioned or could be created and installed by the facility's grand opening. Art consultant John Kinkade provided several examples of different types of safety themed artwork that could be purchased or created. CCPD chose to pursue a pre -cast sculpture piece designed by Gary Alsum and a custom mural designed by Sheldon James. The selected mural artist, Sheldon James, was then asked to provide a concept for review and recommendation by CCPD and the Southlake Arts Council. The proposed mural concept was unanimously approved by CCPD and the Southlake Arts Council with suggested modifications. Those suggestions and modifications included: • the mural should promote teamwork between police and fire services City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Item 9A - 2 Shana Yelverton, City Manager Meeting Date — October 1, 2013 Page 2 of 3 • the mural should show images of police and fire working with the community • incorporate a teen representation in the mural • incorporate police and fire patches/badges in the mural The proposed mural concept, which includes the suggestions above, is attached to the memo for your review and consideration. Once approved, Mr. James will continue to design the concept and start creating the actual piece. Financial Considerations: Funding in the amount of $133,157 was approved in the FY 2013 Crime Control & Prevention District multi -year Capital Improvements Program for the purchase of public art at the DPS North Training Facility. Strategic Link: This item supports the City's Strategic Focus Area of Quality Development by addressing the corporate objectives of providing attractive and unique spaces for enjoyment of personal interests and investing to provide and maintain high quality public assets. It also addresses the City's Critical Business Outcomes by continuing to implement Southlake 2030 Plan by focusing on short-term initiatives.
