BOARD MEMBERS PRESENT: President Carolyn Morris, Vice - President Pamela A. Muller,
and Secretary Al Zito, Board Members Sherry Berman, Tamara McMillan, John Slocum, and
Jeff Wang.
BOARD MEMBERS ABSENT: None
STAFF PRESENT: Assistant City Manager Ben Thatcher, Director of Community Services
Chris Tribble, Chief Financial Officer Sharen Jackson, and Deputy City Secretary Traci Riggs.
1. CALL TO ORDER
President Morris called the special meeting of the Southlake Parks Development Corporation to
order at 4:34p.m.
2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Board
of Directors and are enacted with one motion. President Morris read the consent agenda
items into the record.
2A. APPROVAL OF THE MINUTES FROM THE MARCH 19, 2013 REGULAR
SOUTHLAKE PARKS DEVELOPMENT CORPORATION MEETING.
APPROVED
A motion was made to approve the minutes from the March 19, 2013 Southlake Parks
Development Corporation meeting.

3. PUBLIC FORUM
President Morris opened the public forum and asked for anyone wishing to speak to come
forward. There being no one wishing to speak, President Morris closed the public forum.

4A. RECOMMENDATION ON SOUTHLAKE PARKS DEVELOPEMNT CORPORATION
MATCHING FUNDS REQUEST FROM THE 2012!13 LEADERSHIP SOUTHLAKE
CLASS TO CONTRIBUTE TO THE COST OF NATURE CENTER SINGNAGE AT THE
BOB JONES NATURE CENTER AND PRESERVE.
Director of Community Services Chris Tribble presented information on the Leadership
Southlake Program. Director Tribble indicated that the Leadership Southlake 2013 Class chose
the Bob Jones Nature Center and Preserve signage for their class legacy and invited members
of the Leadership Southlake 2013 to come make their presentation to the Board.
Debbie Riordon and Cheryl Fairbanks came to speak of behalf the Leadership Southlake 2013
Class and shared that to date the class had raised $13,800. The class was thankful to the board
for considering matching funds up to $25,000 and asked the board to allow the fundraising
efforts to conclude May 31 in hopes they could reach $25,000 in donations to make the most of
the matching funds offered by the Board.
The Board applauded the efforts of the class and said they have set a high standard for future
Leadership Southlake classes and will leave a legacy for the Southlake Community.
Member McMillan made the recommendation to Leadership Southlake to contact the Bob Jones
Nature Center organization regarding funds collected during the organization's various fund
raising efforts to be designated toward the cost of the Center's signage.
A motion was made to approve the Southlake Parks Development Corporation matching funds
request on the 2012 -/2013 Leadership Southlake to contribute to the fabrication and
construction cost of the Nature Center signage at Bob Jones Nature Center and Preserve with
such funding efforts concluding on May 31 with the funds collected at that point being matched
by the City if the funds exceed $25,000 the excess over $25,000 will then be matched a
separate matching fund request.

4B. RECOMMENDATION ON SOUTHLAKE PARKS DEVELOPMENT CORPORATION
MATCHING FUNDS REQUEST FROM THE MIRACLE LEAGUE OF SOUTHLAKE TO
CONTRIBUTE TO THE CONSTRUCTION COST OF THE MIRACLE LEAGUE FIELD
AT BICENTENNIAL PARK.
Director of Community Services Chris Tribble presented information regarding the matching
funds request and policy. Indicating the funds are available.
Vice President Muller requested Mike Mills, representing Miracle League Southlake, to come
speak to the board about the grand opening /groundbreaking on May 1st
A motion was made to approve Southlake Parks Development Corporation matching funds
request from the Miracle League of Southlake to contribute $10,250.00 to the construction cost
of the Miracle League Field at Bicentennial Park.

5. DISCUSSION:
5A. FEBRUARY CONSTRUCTION MANAGEMENT REPORT.
Director of Community Services Chris Tribble was available to answer questions.
5B. BICENTENNIAL PARK AND TEXAS RANGERS MIRACLE LEAGUE FIELD
GROUNDBREAKING MAY 1, 2013 IMPROVEMENTS.
Director of Community Services Chris Tribble presented information regarding the
groundbreaking ceremony.
6. OTHER ITEMS FOR DISCUSSION:
6A. SALES TAX REPORT
Chief Financial Officer Sharen Jackson updated the Board on current sales tax figures and
indicated that the city is approximately 12% above budget, trending upwards and this also
increases funding for Bicentennial Park. Southlake Parks Development Corporation is
approximately $92,000 over the last projection that the Board received.
6B. 2013 SOUTHLAKE PARKS DEVELOPMENT CORPORATION ATTENDANCE LOG.
The Board did not require a presentation.
