Richard Schell presented ZA13 -093.
John Haugen, the architect, Matt Miller with CISD and Scott Comick with Texas Irrigation
Design all came forward to answer any questions the Commission may have.
Mr. Haugen stated that the purpose of the tanks is to create an irrigation supplement in
order to not take up the City's water. This will service the entire campus.
Commissioner Springer asked if the wells have been dug yet, what aquifer would be used
and will it be metered.
Mr. Cornick stated that the wells have not been dug yet. The aquifer will be Paluxy and yes
the pumps will be metered.
Commissioner Springer continued to ask about usage and possible increase.
Mr. Cornick stated that there will be a slight increase.
Commissioner Parrish asked about tree screening to the west and possibly to the east.
Mr. Haugen stated that there will be some screening in order to shelter the tanks.

Chairman Hudson asked about the shared parking with the 2 lots and is it their intention
to build the parking when they build on lot 4.
Mr. Bowen stated yes. They plan to build the drive all the way to the property line.
Commissioner Parrish asked about possible tenants.
Mr. Bowen stated that it was for their personal offices.
Commissioner Kubiak asked about the access to the site from the north and south.
Mr. Bowen stated that from the north will be via the curb cut on Kimball initially when Lot
4 is developed. North bound on Kimball a u turn at the first median break back to the
curb cut and south bound on Kimball an immediate turn is there. In the future there is an
adjacent curb cut and median break next to the gas station. Adjacent to the north which
is adjacent to Lot 3 will be developed with a continued drive for more access.

Tom Matthews with Four Peaks Development located at 2600 E Southlake Blvd. and
Randi Rivera with G & A Consultants located at 111 Hillside Drive in Lewisville came
forward. Both gave a separate presentation.
Chairman Hudson opened the public hearing.
Eric Huning of 2145 E Highland Street came forward. Not opposed to the use just the
density and the size of the lots. Another concern is who will maintain the ponds and the
green space and will there be an HOA.
Chairman Hudson asked Mr. Huning if the wet areas are true wetlands or are they just
ponds.
Mr. Huning stated ponds.
Commissioner Springer asked about possible flooding issues.
Mr. Huning stated that they get full and the ground gets very soft.
Steve and Genie Cook of 1981 E Highland Street came forward. Not opposed to the

use just the density and the lot size of the lots. Mr. Cook is also worried about the run
off and the flooding possibility along with the fencing to the north section of the
development.
lyad Shehadeh of 2201 Patterson Way came forward. Mr. Shehadeh likes the
presentation but does have concerns about the commercial aspect of the project and
the parking for the parks area. Other concerns are regarding the drainage and the lot
sizes.
Chairman Hudson stated that the parking would be located along Kimball Avenue.
Bobby Dollak, with G & A Consultants located at 111 Hillside Drive in Lewisville came
forward to address the issues. We started out with different zonings mixed together
along with odd shaped lots. The property will be developed, the question is how. As we
develop this property, we are going to fix the ponds and set up an HOA along with
negotiations with the Parks department to develop parks and wildlife areas. Other
negotiations are with CISD to give access to the parks area for student research and
science field trips. Along with the development, tree preservation is a huge part of it.
The fence along the north side can be whatever the adjacent homeowners would like.
We assumed an 8 -ft. wooden fence would be what they wanted. The parking portion
along Kimball Avenue is for those who don't live in the neighborhood but would like to

Chairman Hudson asked about the creek on the northern portion.
Mr. Dollak stated it will remain and be developed around it.
Chairman Hudson asked Mr. Dollak to address Mr. Shehadeh's drainage concerns.
Mr. Dollak stated that all runoff drains through the new and improved Kimball Avenue.
Commissioner Kubiak verified that there are no lots in a flood zone.
Mr. Dollak agreed.
Chairman Hudson has two concerns and would like to see minimum lot size of 10,000
sq. ft. and would like to know what the Parks Board's input is.
Commissioner Kubiak stated that the main focus is on the northern side which has more
impact than any other part.
Commissioner Parrish asked about the original plan that went to SPIN which had fewer
lots.
Mr. Matthews came forward and stated that during SPIN all property had not been
acquired yet.
Doug Slater with Gateway Church located at 500 S Nolen Drive came forward. Gateway

had thought about make it an athletic field along with a nature reserve. That idea did not
move forward. However, with the residential development the nature reserve and
pedestrian friendly pathways are coming to light.
