EXECUTIVE
SUMMARY: On behalf of Southlake Family Unity, LLC, JD Landes, Inc. is requesting approval of
a Site Plan for the addition of three (3) mini -warehouse buildings totaling
approximately 49,455 square feet in floor area to an existing mini -warehouse facility
on approximately 11.09 acres located at 1928 Brumlow Avenue. The total floor area
of the facility will be approximately 104,645 square feet. SPIN Neighborhood #9
DETAILS: JD Landes, Inc. is requesting approval of a Site Plan for the addition of three (3)
mini -warehouse buildings totaling approximately 49,455 square feet of floor area to
an existing mini -warehouse facility on approximately 11.09 acres located at 1928
Brumlow Avenue. The total floor area of the facility will be approximately 104,645
square feet. The proposed addition consists of two one-story storage buildings and
one two-story storage climate controlled building. Access to the development will
continue through one driveway onto Brumlow Avenue. No change to the zoning is
being requested. The site currently zoned 1-1" Light Industrial District. The following

Variances
The following variances are requested:
1. Pitched Roof
The Overlay Section 43 of the Zoning Ordinance requires for buildings within
400-feet of residentially zoned properties or that have a residential land use
designation to be pitched roof if they are less than 6,000 square feet. The
applicant is proposing for Building 3 to have a flat roof.
2. Building Articulation
The Overlay Section 43 of the Zoning Ordinance requires for buildings within
400-feet of residentially zoned properties or that have a residential land use
designation to have articulated facades. Buildings 2 and 3 are not proposed to
be articulated.
3. Driveway Spacing
The Driveway Ordinance No. 634 requires there to be a minimum driveway
centerline spacing distance of 250-feet along an arterial street. The applicants
existing drive is approximately 185-feet from the drive to the south.
4. Driveway Stacking Depth
The Driveway Ordinance No. 634 requires there to be a minimum of 28-feet of
stacking depth from Brumlow Avenue. The existing stacking depth on the
existing driveway is approximately 17-feet.
5. Bufferyards
a) Zoning Ordinance No. 480, Section 42, as amended requires a 5-foot type
`A' bufferyard along the south boundary identified as S1, the north boundary
identified as N1 and the east boundary identified as E3. The applicant is
proposing a variance in order to retain the native tree buffer and existing
plant material.
b) Zoning Ordinance No. 480, Section 42, requires a 10-foot type `F2'
bufferyard (including an 8' masonry wall) along the north boundary identified
as N3 and W1. The applicant is proposing a variance in order to retain the
native tree buffer and plant material.
The Planning and Zoning Commission recommended approval (5-0) granting the
requested variances with the exception of requiring the fence/wall proposed around
the area of development to be 8 feet rather than 6 feet and for it to be the stamped
concrete wall option rather than the textured metal fence. The applicant is in
agreement with the 8 foot wall/fence height but wishes to discuss the option
between the stamped concrete wall and architectural metal fence with the City
Council. Exhibits of the two options are included with the full size copies provided
to the City Council with this report and the presentation.

Plans and Support Information
Property Narrative
This property currently exists and operates as Southlake Storage; a mini warchouse storage
rental facility. The property consists of some 11.09 acres of land known as Lot 5-8, Brunri
Industrial District Phase 11, an addition to the Oty of 5outhlake, Tarrant County, Texas, as
recorded in Volume 388-Z14, Page 69, Plat Records of Tarrant County, Texas. The property is
zoned 1-1. The property was platted in 1998 and the present facilities were constructed in 2UIJ1.
The existing Site faJities consist of eight storage buildings, une office building and exterior
vehicular/trailer renal spaces with associated concrete parking and fire access lanes, fire
protection appurtenances, domestic and irrigation water supplies, an on site sanitary sewer
facility, an existing retention pond, landscaping and perimeter security site fencing with a single
controlled gated access entry_
The present facilities encompass approximately 3.6 acres of land, leaving some additional 7.5
acres of land available for further development. The existing facilities are currently near rental
capacity with less than three percent vacancy. It is the owner's desire to expand the facility with
a second development phase at this time. This proposed phase will consist of three additional
buildings; a two-story climate controlled storage building and two non -climate controlled
buildings, along with exterior vehicular/trailer parking rental spaces, fire access lanes and fire
protection appurtenances, conversion of the retention pond into a dry detention pond,
landscaping sand irrigation improvements and extension of the perimetersecurity Site fencing
while utilizing the existing security controlled gated access ingress egress driveway. The
proposed facilities require the installation of dumestic water forthe climate controlled building
for a mop room on each of the two floors. The mop rpQm will require the installation of an oft
site gray water absorption field. Some 4.1 acres of land will he retained aicng the north and
west perimeter property lines and left in its natural state as a buffer zone to the existing
neighbors. The proposed site improvements will cover some 3.4 acres.
The proposed development seeks five variances-
1) Building articulation- all three of tale proposed buildings provide some articulation, but
do not fully rneet residential adjacency articulation requirements, based un their
distances within 400 feet of the planned residential land use to the north, or in ease of
Building No. 1 the Timarron single family subdivision to the west. The owner proposes
to mitigatethis by:
a) Partial articulation of all three the buildings
b) The buildings have limited visibilityfrom the surrounding properties to the north, east
and west due to site topography and The large mature hardwoods surrounding the
proposed improvements.

c) The owner proposes to maintain the northerly and westerly portions of the property,
accounting for some 4.lacres, in its natural sate far the proposed site improvements.
The owner is willing to stipulate that no future development of the site will encroach
upon this natural huff er area.
2) Pitched Roof - Build rig No. 3 requires a pitched roof. The owner proposes a sloped roof
frum front to hack in order to drain all of the roof storm aters directly into the rear
drainage flume to minimize the amount of storm atm running along, the front and
access points of the building.
3) Masonry screening fence — code calls for a masonry screening fence along the northern
and western buffer yards with the future and existing residential land use. The owner is
proposing that the approximate 160 feet to the north and the approximate 130 feet Lu
the west of mature hardwo❑ds between the Proposed site improvements and the
adjacent properties be accepted as mitigation of the masonry fence,
4) Driveway Spacing —The property has only one possible vehicular access point; an
existing driveway which cannot be Moved. The driveway spacing to the south is 185 feet
rather than the required 250feet.
51 Driveway Stacking Depth —The existing stacking depth cannot be altered. The current
stacking depth is 17 feet rather than the required 28 feet.

The following changes are needed regarding building elevations:
a. Building No. 3 requires a pitched roof due to being within 400 feet of single family residential
zoned and/or designated property and being less than 6,000 square feet (Variance
Requested);
b. Building No. 2 and 3 require a articulation meeting the requirements of Zoning Ordinance 480,
Section 43.13a(4) (Variance Requested);
i. Horizontal Articulation: No building facade shall extend greater than three (3) times the wall'
height without having a minimum off -set of 15% of the wall "s height, and such offset shall
continue for a minimum distance equal to at least 25% of the maximum length of either
adjacent plane;
ii. Vertical Articulation: No horizontal wall shall extend for a distance greaterthan three (3) times
the height of the wall without changing height by a minimum of 15 % of the wall "s height, and
such height change shall continue for a minimum distance equal to at least 25% of the
maximum length of either adjacent plane.
2. An 8-foot trail (concrete sidewalk) is required to be installed per the Pathways Plan along the
frontage of Brumlow Avenue. Please provide this on all your plans.
3. The Driveway Ordinance 634, requires that existing driveways comply with the regulations of the
ordinance where there is a projected increase in the actual or proposed design hour volume of 20%
or more. The proposed expansion of the facility is an approximate 93% increase. The following
comments pertain to the Driveway Ordinance No. 634, as amended:
a. Driveway must be spaced a minimum of 250 between centerlines. The Existing Driveway is
approximately 185 feet from an existing driveway to the south. (Variance Requested)
b. The minimum stacking depth required is 28 feet from the existing ROW line. The existing

Any dead or missing plant material that was required with the existing phase of development will be
required to be replaced so that it is in compliance with the most current landscape regulations.

A ROW permit shall be obtained from the Public Works Operations Department for connections
with the City's sewer, water or storm drain inlets. Contact Public Works Operations at (817) 748-
8082.

3. Show radii along fire lane. All fire lane radii must be 30-feet minimum.
4. Submit plat which shall include all public infrastructure within a minimum 15-foot utility easements

EASEMENTS:
1. Provide all necessary easements for water, sanitary sewer and drainage. Easements shall be 15'
minimum and located on one lot — not centered on the property line. A 20' easement is required if
both storm sewer and sanitary sewer will be located within the easement.
2. A drainage easement will be required for the pond and shall include an additional 5-feet for access.
3. Fire hydrants shall be in an easement or within the right of way.
Water and sewer lines cannot cross property lines without being in a public easement or in the right
of way. All waterlines in easements or right of way shall be constructed to City standards.
WATER AND SEWER COMMENTS:
1. This site is services by private septic system. Sewer availability is not available to this site.
The fire lines shall be separate from the service lines.
DRAINAGE COMMENTS:
1. The difference between pre and post development runoff shall be captured in the detention
pond(s). The proposed detention ponds shall control the discharge of the 2, 10 and 100 year storm
events. Detention may be required with any new proposed building construction. Describe how
increased runoff from site is being detained. Access easements are needed for maintenance of the
detention pond.
2. Verify that the size, shape, and/or location of the detention pond, as depicted on the site plan, will
be adequate to meet the detention requirements. Any changes to the size, shape, and/or location
of the proposed pond may require a revision to the site plan and may need to be approved by the
Planning and Zoning Commission and the City Council.
The discharge of post development runoff must have no adverse impact on downstream properties
and meet the provisions of Ordinance # 605.
INFORMATIONAL COMMENTS:
Submit 4 copies of the civil construction plans (22" x 34" scaleable full size sheets) and a
completed Construction Plan Checklist as part of the first submittal for review directly to the Public

Works Administration Department. The plans shall conform to the most recent construction plan
checklist, standard details and general notes which are located on the City's website.

A Developer's Agreement may be required for this development and may need to be approved by
the City Council prior to any construction of public infrastructure. Construction plans for these
improvements must be acceptable to Public Works prior to placing the Developer's Agreement on
the City Council agenda for consideration.
A separate bond will be required for the Maintenance Bond and bound only unto the City of
Southlake for a period of two years for all development projects. The Maintenance Bond cannot be
tied to the Performance and Payment Bond in any way.
Any hazardous waste being discharged must be pretreated, Ordinance No. 836.

GENERAL COMMENTS:
An automatic fire sprinkler system will be required for all self -storage facilities, regardless of the
square footage. (U.B.C. Sec. 903.2.9.3 as amended) Submit plans to Reed Fire Protection, 14135
Midway Road, Suite G260, Addison, Texas 75001. Phone 214-638-7599. (Exception: One-story
self-service storage facilities that have no interior corridors with a one -hour fire barrierwall installed
between every storage compartment, building 1 and 3)
The required backflow protection (double check valve) for the sprinkler system can be located on
the riser if the riser is within 100 feet of the water main. If the riser is further than 100 feet from the
main, the double check valve shall be in a pit. Riser rooms shall be a minimum of 5'X5' if the
double check is not located on the riser, or a minimum of 6'X6' if it is on the riser.
Fire department sprinkler connections, FDC, are to be a five inch Storz connection with a 30 degree
down elbow and a Knox locking cap. (Plans indicate a Siamese connection)
Fire Department Connections for sprinkler system must be within 100 feet of a fire hydrant, and
within 50 feet of fire department access.
A fire alarm system will be required for all buildings equipped with an automatic sprinkler system
that complies with the 2009 International Fire Code and the City of Southlake amendments.
FIRE LANE COMMENTS:
Fire apparatus access needs to be an all-weather surface, asphalt or concrete, 24 feet wide with 6
inch red striping that contains 4 inch white lettering that states "FIRE LANE NO PARKING" every 25
feet, and able to support the imposed loads of fire apparatus. (A minimum of 80,000 pounds GVW)
Fire lanes require a minimum 30 foot inside turn radius and a minimum 54 foot outside turn radius.
(As per 2009 I.F.C. Sec. 503.2.4)
