Price, P.E., Director of Public Works Subject: Award construction contract for FM 1938 Phase 2 Utility Relocation Project to Wilson Contractor services, LLC in the amount of $1,845,378 Action Requested: Award construction contract for the FM 1938 Phase 2 Utility Relocation Project to Wilson Contractor services, LLC in the amount of $1,845,378. Background Information: The FM 1938 Phase II Roadway Expansion Project from FM 1709 to the Randol Mill Bend will require relocating water and sanitary sewer. The Texas Department of Transportation (TxDOT) requires public infrastructure owned by the cities be relocated from underneath the proposed FM 1938 pavement to the parkways. The cities of Southlake and Keller have agreed to combine this effort in order to expedite the design and construction prior to the commencement of the FM 1938 Phase II construction. An Inter local Agreement (ILA) with the City of Keller for this project was approved by the Southlake City Council and the Keller City Council on June 17, 2013 and on July 2, 2013, respectively. The City of Southlake shall construct approximately 11,000 linear feet of water and 5,400 linear feet of sanitary sewer. The City of Keller will relocate approximately 3,800 linear feet of water lines. Wilson Contractor Services, LLC was the lowest bidder of two (2) bids submitted. Following is the breakdown of the bids for the relocation of water and sanitary sewer along the FM 1938 Phase 2 corridor: BIDDER BID AMOUNT Wilson Contractor Services, LLC $1,845,378.00 Circle C Construction Company $3,067,241.50 The ILA defines the costs and the terms of reimbursement associated with the combined effort of the two cities. The project cost breakdown for each City is as follows: Item 413 Wilson Bid Price City of Keller Participation City of Southlake Total $1,845,378.00 - $298,574.93 $1,546,803.67 In the event there are additional costs for construction, the cities agree to pay their respective portion as outlined in the ILA. Wilson Contractor Services, LLC was the low bidder and is recommended to be awarded the contract for this project. The City of Southlake has successfully completed various projects throughout the City with Wilson Contractor Services, LLC. A recommendation letter has been prepared and included with this request. Financial Considerations: This project is being funded from the Capital Improvement Program Utility Fund. The original approved budget was $930,000 which was approved between 2007 and 2009 Capital Improvements Program budgets for the extension of the 12-inch water line between FM 1709 and the Randol Mill bend as a system improvement. The original scope of the funding only included the installation of the 12-inch water line. Design of the roadway expansion project provided additional information regarding the need for the relocation and addition of other utilities prior to the expansion of the roadway. As part of the FM1938 project, TxDOT requires all utilities to be relocated from underneath proposed pavement to the parkways within the newly acquired right of way. The relocation of the existing water and sanitary sewer lines requires additional funding which has been allocated from remaining funds after the completion of the following projects: • 8-inch water line along North Kimball Avenue from Dove Road to the City Limit (00031) • 8-inch sewer line for the Heatherwood Neighborhood Sewer Project (00025) • 20-inch water line along SH 114, Town Hall to North White Chapel Blvd. (00023) • Land purchase adjacent to TW King Pump Station #2 (00046) Strategic Link: The construction of the FM 1938 Phase II Utility Relocation Project links to the city's strategy map relative to the focus areas of Infrastructure, Performance Management and Service Delivery by Item 413 investing to provide and maintain high quality public assets and improve performance of delivery and operational processes. The Critical Business Outcome that is met by the construction of these improvements is CB05: Optimize resources through collaboration and partnerships to reduce costs and add service value.
