2013-06-11 CITY OF SOUTHLAKE SOUTHLAKE ARTS COUNCIL MEETING: June 11, 2013 LOCATION: 1400 Main Street, Southlake, Texas Southlake Town Hall — 3A SOUTHLAKE ARTS COUNCIL PRESENT: Chair Leslie Bartlett, Vice Chair Miriam Murray, Secretary Jesika Cook and Southlake Arts Council members Merlene Ingraham, Terri Messing and Leslie Ann Walker SOUTHLAKE ARTS COUNCIL ABSENT: Tammy Hashemian STAFF PRESENT: Deputy Director of Community Services Candice Edmondson OTHERS PRESENT: None 1. CALL TO ORDER Chair Bartlett called the meeting of the Southlake Arts Council to order at 6:08 p.m. 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Southlake Arts Council and are enacted with one motion. Chair Bartlett read the consent agenda item for the record. 2A. APPROVAL OF THE MINUTES FROM THE MAY 28, 2013 REGULAR SOUTHLAKE ARTS COUNCIL MEETING. There were no corrections to the minutes. APPROVED A motion was made to approve the minutes from the May 28, 2013 Southlake Arts Council meeting as read. Motion: Cook Second: Murray Ayes: Bartlett, Cook, Ingraham, Messing, Murray and Walker Nays: None Vote: 6 -0 Motion Carried. RECOMMENDATION ON REVISIONS TO THE PUBLIC ART POLICY Deputy Director Edmondson reviewed the proposed Public Art Policy and responded to questions. The revised Policy combines elements from the existing Public Art Policy (approved September 4, 2001 and revised May 15, 2007), the Public Art Display and /or Performance Policy (approved March 29, 2011), recommendations from the Public Sculpture Program (approved December 4, 2012), and the addition of sections addressing deaccessioning of artwork, public art donations, and maintenance of public art. The policy will be considered by City Council at an August meeting. The Policy was discussed by the Arts Council with the following suggested changes: Section XI. A. Temporary Visual Art Exhibits or Performances — The maximum period for an exhibit to be displayed should be two (2) months rather than two weeks. Section IX. D(3). Art on Loan Program — Clarify the honorarium ($2,500) applies to long -term loans. APPROVED A motion was made to recommend approval of the revisions to the Public Art Policy as presented, with the suggested revisions [related to Section XI.A and Section IX.D(3)]. RECOMMENDATION ON CALL TO ARTISTS FOR "TOUCHES OF HOPE" ART EXHIBIT SEPTEMBER 8 — OCTOBER 31, 2013 IN THE TOWN HALL LOBBY Deputy Director Edmondson reviewed a Call to Artists for the exhibit, "Touches of Hope," September 8— October 31, 2013 and responded to questions. City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Minutes of the June 11, 2013 Southlake Arts Council Meeting Page 3 of 4 The following suggestions were made by the Arts Council: • Email to Artists — Include language assuring artist if not selected for "Touches of Hope" exhibit, future opportunities will be available. • Change wording "How to Apply" to "Application Process ". • Clarify "Project Description" to indicate art is being solicited. • Revise "Artists Selection Process" section to clarify what criteria will be used to select the art (i.e. quality of artwork submitted and appropriateness of artwork to the overall goals of the art project). APPROVED A motion was made to recommend approval of the Call to Artists for the "Touches of Hope" exhibit with the revisions suggested by Arts Council member Miriam Murray [see bullets above]. Motion: Walker Second: Messing Ayes: Bartlett, Cook, Ingraham, Messing, Murray and Walker Nays: None Vote: 6 -0 Motion Carried. 4. DISCUSSION 4A. "TOUCHES OF HOPE" RECEPTION Assignments and tasks were discussed for the "Touches of Hope" reception to be held Sunday, September 8, 2013, in the Town Hall lobby. Arts Council Members Leslie Ann Walker, Miriam Murray and Merlene Ingraham will work on refreshments and decor, and Terri Messing will secure musicians for the event. 5. PUBLIC FORUM There was no one present to speak at Public Forum. 6.
