Item 6A13 `.ITY OF SOUTHLAKE Department of Planning & Development Services CASE NO PROJECT: EXECUTIVE SUMMARY: REQUEST DETAILS: ACTION NEEDED: Case No. ZA13-068 STAFF REPORT July 31, 2013 ZA13-068 Specific Use Permit for a Mass Gathering — Southlake Carroll Dragon Homecoming Parade & Beyond Carroll Independent School District in partnership with RPAI Southwest Management, LLC are requesting approval of a specific use permit for a mass gathering to host the Homecoming Parade and other CISD parades, located at Southlake Town Square. SPIN # 8. The purpose of this request is to host the Homecoming Parade and other CISD parades in partnership with Southlake Town Square and the City of Southlake. Beginning in 1999 and prior to 2008, the Homecoming Parade was successfully held in Southlake Town Square without the carnival fundraising component (no SUP was required). In 2008, the Carroll Senior High School Student Council made a decision to move the parade to Dragon Stadium in order to add the fundraiser and pep rally components to the event. The decision to move this event, as well as other CISD parade events, back to Southlake Town Square has been made in an effort to rekindle the missed spirit of community involvement within this unique Downtown environment. The applicant is requesting a 3-year approval period. Details of the 2013 Homecoming Parade event include: • Homecoming Parade date: September 25, 2013 • Staging of floats in parking lot north of Hilton Hotel beginning at 9 a.m. • Tent/Table/Chair setup in Family Park complete by 10 a.m. • Vendors/Sponsors/Clubs arrive to begin setup after 2 p.m. • Fundraising Carnival setup complete by 4 p.m. • Fundraising Carnival begins at 4:30 p.m. • Parade begins at 6:30 p.m. • Pep rally including presentation of court begins immediately following parade (approximately 7:15 p.m. on Main Street in front of City Hall) • Stage Homecoming Court (with parents) in lobby of City Hall • Announce King & Queen and present from City Hall 41" floor balcony • Event concludes by sundown approximately 7:45 p.m. • Teardown/Clean up/Tent pick up 8 — 9:30 p.m. 1. LEGAL DESCRIPTION: Grand Avenue and Southlake Town Square Phase One LAND USE CATEGORY: Town Center CURRENT ZONING: "DT" Downtown District HISTORY: This will be the first year for this particular event under SUP approval. However, the Homecoming Parade without the carnival fundraising component was successfully held in Southlake Town Square from 1999 — 2007. Other mass gathering events in Southlake Town Square: • Art in the Square; held annually since May 2000. Current approved SUP is valid in perpetuity. • Showcase in the Square; held annually since June 2012. Current approved SUP is valid until February 7, 2015. (3-year approval) • Oktoberfest; held annually since October 2002. Current approved SUP expires June 21, 2014. (3-year approval) • Southlake Green Day; held annually since March 2009. Current approved SUP valid until November 16, 2013. (3-year approval) • Home for the Holidays; held annually since November 1999. Current approved SUP is valid in perpetuity. • Spokes 4 Hope; approved in October 2009. Current approved SUP allows for three events over a period of 6 years which will expire October 6, 2015. • Stars & Stripes; held annually since July 1999. Current approved SUP is valid in perpetuity. P&Z ACTION: July 18, 2013; Approved (6-0) granting 3-year approval period, subject to the SUP Review Summary # 2, dated July 18, 2013 and the staff report dated July 12, 2013. Also approving the parade route as presented and if the route is altered during the 3-year period, the applicant will work with city staff and the property owners regarding logistics of route change. STAFF COMMENTS: The City Council shall consider the following in determining whether to grant a Specific Use Permit for a mass gathering event according to the Comprehensive Zoning Ordinance No. 480, Section 45.14c, as amended: 1. whether there is convenient and safe access for the ingress and egress of pedestrians and vehicular traffic; 2. whether sufficient traffic control personnel is proposed to insure safety to all members of the traveling public, including pedestrians, along all Case No. Attachment A ZA13-068 Page 1 public roadways in the proximity of the mass gathering and/or along which the public is likely to travel to reach the mass gathering areas shall be provided; 3. whether the mass gathering area is well drained and so arranged to provide sufficient space for persons assembled, vehicles, sanitary facilities, and appurtenant equipment; 4. whether sufficient illumination will be provided at night to protect the safety of the persons assembled; 5. whether adequate parking areas, including disabled persons' parking spaces, shall be provided for persons arriving by vehicular means. If the promoter proposes to utilize temporary off -site parking, then the promoter the mass gathering event the off -site temporary parking area will not be utilized for purposes other than the mass gathering event; and 6. whether adequate provisions have been made for food supply, medical assistance, garbage disposal, water supply, parking, sanitation and toilet facilities, vermin control, and safety. 7. The City Council may establish specific conditions depending upon the nature of the proposed event and traffic, health and safety issues according to Ordinance 480, Section 45.14.a, as amended. A site exhibit and event description is included as Attachment `C' of this report. A staff review summary is included as Attachment `D' of this report. The applicant understands that a review of any planned CISD parades under this Specific Use Permit will require city staff approval at least 30 days prior to the event. The purpose of the Special Use Permit is to host the Homecoming Parade and other CISD parades, in partnership with Southlake Town Square and The City of Southlake. Prior to 2008 the Homecoming Parade was held in Southlake Town Square. In 2008 the Carroll Senior High School Student Council made a decision to move the parade to Dragon Stadium in to add a fund- raising carnival component and a pep rally to the event. This community event and the spirit it brought Downtown has been missed. We are asking for approval of this SUP to return this celebration to Southlake Town Square adding the fund-raising carnival component including corporate sponsorships, and a community pep rally to the scope of the parade. The carnival will give approved High School organizations the opportunity to partner with a business sponsor to raise funds for their organization (i.e. Belle boosters selling their VIP card, Football selling trading cards) in addition to children's activities (i.e. face painting). Sponsorship proceeds will benefit the CSHS Student Council and proceeds collected at each individual booth will go to the individual student organization or booster club. The event at Dragon Stadium has been successful but is missing the community spirit that it once had at Southlake Town Square. We are looking forward to the opportunity to return this tradition to Downtown Southlake bringing together the Dragon Nation to celebrate our Carroll Dragons. To accommodate the businesses in town square we are requesting that street closures are held to a minimum and are limited to Main Street in front of City Hall and Fountain Place. We respectfully request that Southlake DIPS provides safety during the parade by escorting and managing traffic/intersection closing during the time of the parade and pep rally. The purpose of the Special Use Permit is to host the Homecoming Parade and other CISD parades, in partnership with Southlake Town Square and The City of Southlake. Prior to 2008 the Homecoming Parade was held in Southlake Town Square. In 2008 the Carroll Senior High School Student Council made a decision to move the parade to Dragon Stadium in to add a fund- raising carnival component and a pep rally to the event. This community event and the spirit it brought Downtown has been missed. We are asking for approval of this SUP to return this celebration to Southlake Town Square adding the fund-raising carnival component including corporate sponsorships, and a community pep rally to the scope of the parade. The carnival will give approved High School organizations the opportunity to partner with a business sponsor to raise funds for their organization (i.e. Belle boosters selling their VIP card, Football selling trading cards) in addition to children's activities (i.e. face painting). Sponsorship proceeds will benefit the CSHS Student Council and proceeds collected at each individual booth will go to the individual student organization or booster club. The event at Dragon Stadium has been successful but is missing the community spirit that it once had at Southlake Town Square. We are looking forward to the opportunity to return this tradition to Downtown Southlake bringing together the Dragon Nation to celebrate our Carroll Dragons. To accommodate the businesses in town square we are requesting that street closures are held to a minimum and are limited to Main Street in front of City Hall and Fountain Place. We respectfully request that Southlake DIPS provides safety during the parade by escorting and managing traffic/intersection closing during the time of the parade and pep rally.
